EDR Step 2 development: Edits to the working draft during the 46th EDR subgroup session

Event Data Recorders/Data Storage Systems for Automated Driving: Notes from the 31st (March 2026) session

The previous session report was approved with a note on post-crash recording intervals. A DSSAD Guidance Document feedback deadline was set for month-end. Phase 2 discussions on near-miss events require clarification of concepts and their safety contributions. For EDR Step 2, a 10 Hz sampling rate was adopted over 2 Hz following opposition from industry regarding implementation burden and support from regulatory bodies for accident reconstruction needs. Outstanding discussion items will be consolidated into a working document. Terms of Reference discussions on maintaining current structure versus integrating DSSAD into the ADS Informal Working Group will continue. The May 12 meeting was rescheduled due to conflict with ESV Toronto.
This document presents draft amendments to UN Regulation No. 169 for the EDR Step 2 workstream. It defines non-volatile memory as permanent EDR data storage retained after power loss, and volatile memory as temporary buffering that does not retain data. Requirements specify that EDRs capture and record data to non-volatile memory when triggered, with capacity for at least five events. Trigger conditions include sudden deceleration exceeding 3.25 m/s² for 0.7 seconds and vehicle stops at 0 km/h for 20 seconds. An amendment allows certain stop events to be recorded in volatile memory first, transferring to non-volatile memory when other triggers occur or the master switch deactivates, reducing memory wear in vehicles with frequent stops.
Subgroup on EDR: Notes from the 46th (March 2026) session

The document specifies requirements for data storage, security, format, and accessibility. DSSAD must record time-stamped events such as feature activation/deactivation, ODD exits, and fallback responses, plus time-series data during triggering events like collisions, including vehicle dynamics and sensor information.
Five documents propose amendments to UN R46 series 02-07 to align requirements with UN R26 and UN R61, particularly regarding soft parts of camera monitoring systems and mirrors based on Shore A hardness. The 05 series introduced alignment requirements; harmonization is proposed for earlier series with existing approvals.

Proposal to amend UN R158 to include category O vehicles (trailers) within the scope of regulations for devices enabling driver awareness of vulnerable road users during reversing. The amendment aims to reduce safety risks to vulnerable road users when category O vehicles reverse. Amendments modify title, paragraphs 1.1, 1.2, 1.4, 12.3, 12.4, and Annex 4, and introduce transitional provisions starting from September 2028. Justification includes casualty data showing seven fatalities and 15 serious injuries over 10 years from vehicles towing trailers reversing into vulnerable road users, plus a coroner’s recommendation for reversing cameras on all vehicles.

Proposal to clarify opaque obscuration in indirect vision devices. The proposal inserts a definition of opaque obscuration and amends paragraph 15.1.4 to correct a reference to UN R43, Annex 24 rather than Annex 21. Paragraph 15.2.4.9.1 is amended to exclude areas of opaque obscuration from obstruction calculations for Class I rear-view devices, treating them similarly to mandatory rubber sealings used for window mounting.

The IWG resolved assessment subjectiveness for vehicles with maximum mass up to 12t through a proposed Supplement 2 to UN R169.

Orientation slides for the 20th ADS IWG and 17th GRVA ADS Workshop

Proposals for a new GTR and UNR pending before WP.29 in June are based on texts approved by GRVA in January plus text in brackets from EDR/DSSAD and ADSIWG February sessions (presented to WP.29 in WP.29-198-07 and WP.29-198-09). The IWG must send a proposal to GRVA to remove brackets. OPI materials (ADS-20-03 to ADS-20-11) have been consolidated into ADS-20-12/Rev.2 for review to inform structuring of the Guidance and Interpretation Document on ADS. Session discussions address harmonization, compliance, and preparation for July submission.
Proposal to amend UN R158 based on GRSG-131-36. The supplement renumbers the introduction’s first paragraph to 0.1, describing the regulation’s purpose for rear visibility and detection devices. New paragraphs 0.2–0.2.3 address vehicles of categories X and Y, including exemptions for automated driving systems and manual operation modes. Paragraph 1.4 is amended to exempt category Y vehicles and category X vehicles without on-board manual modes. Amendments modify paragraphs 5.4.1, 12.4, 15.1.3, 15.1.4, 15.2.2, and Annex 9, paragraph 1.3.3.2, addressing safety concepts, rear-view field vision requirements, and vehicle load specifications.
Proposal to insert new paragraphs 0., 0.1. to 0.1.2. introducing Supplement 4 to extend application of UN R163 to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, based on GRSG-131-40. The amendment clarifies that provisions related to driver and manual driving controls shall not apply if absent in the vehicle unless already covered. For vehicles equipped with an Automated Driving System, no special provisions or exemptions apply in any driving mode. Amendments also update footnote references to the Consolidated Resolution on the Construction of Vehicles.
Automated Driving Systems : Agenda for the 20th IWG session and 17th ADS Workshop (April 2026)

UN R107: STCBC UN R173 task force working draft for a 12 series of amendments

Initial working draft text to amend UN R107 by inserting a new definition 2.49 for Child Restraint System and adding paragraph 7.7.8.7 to Annex 3 establishing requirements for Child Restraint Systems in vehicles of category M2 and M3. Requirements include fitting pictograms to ISOFIX-seating positions meeting UN R145 and UN R173, fitting pictograms to i-Size-seating positions meeting those same regulations, and prohibiting rearward-facing CRS in rearward-facing passenger seats with appropriate pictograms. Three new pictograms are added to Annex 4.
Proposed pictograms for CRS installation under UN R107 specify the following dimensions: ISOFIX pictograms with diameter 65 mm, i-Size pictograms with lateral size 65 mm, and RWFCRS in RWF adult seats pictograms with diameter 65 mm.
Comments on the proposal for a03 series of amendments to UN Regulation No. 160. Modifications include renumbering paragraph 2.2 as paragraph 2.25, deleting paragraph 2.25, and amending definitions for “End of event time,” “Engine throttle, percent full,” “Non-volatile memory,” and other terms. New paragraphs 2.71–2.82 introduce definitions for rollover protection system, advanced emergency braking system, blind spot monitoring system, and driver assistance systems. Paragraphs 5.3.1, 5.3.2, and 5.3.3 are amended to clarify triggering and locking conditions for rollover events and vulnerable road user events, and to establish time zero. Paragraph 5.4.3 clarifies crash test requirements.
Time-series data-recording triggers for heavy vehicles

The ADS regulations (GTR and UNR) include definitions for reporting thresholds based on EDR triggering. Time-series data recording for heavy vehicles under UN R169 requires triggers and trigger thresholds to record data in specified time periods, which may not immediately precede, follow, or coincide with crashes. Last Stop, Safety Systems, and Sudden Deceleration triggers are unreliable crash indications. Sudden Deceleration is too sensitive for storing time-series data over several months. Optional SRS or a new independent trigger alongside Detected Collision offers the only viable possibility for effective time-series data recording.
Event Data Recorders/Data Storage Systems for Automated Driving: Agenda for the 32nd (May 2026) session

Systems with ACSF B2, D and E functionality cannot be approved to UN R79 unless incorporated within a DCAS complying with UN R171. However, these functionalities may exist independently of DCAS, requiring clear distinction. Where not part of DCAS, this must be specified in the EDR regulation. A new EDR data element, “DCAS status”, could encompass ACSF B2, D and E functionalities. These functionalities are now treated either as individual functions or as components of DCAS.

Blind Spot Information System for the Detection of Bicycles

Event Data Recorders/Data Storage Systems for Automated Driving: Notes from the 32nd (May 2026) session

The 32nd EDR-DSSADIWG session convened virtually on May 7, 2026. The previous session report and agenda were approved without objection. Discussion addressed the group’s future structure, with consensus that EDR work continue under GRSG direction while DSSAD work be directed by the ADSIWG. EDR/DSSAD-31-02 on DSSAD regulatory text would be submitted to GRVA in May. A Guidance and Interpretation Document addressing “readily accessible” and access provisions is planned for July submission. EDR Step 2 discussions covered ADDW, DDAW, and DCAS data elements with resolutions agreed at +/-1%, recording intervals for collision scenarios, and outstanding items for June 11 finalization. Future meetings scheduled for June 11, September 8, and October 6-8, 2026.
Since January 2026, the group accepted proposals ADS-20-15, ADS-20-16, and ADS-20-48/Rev.1 for minor amendments. Working documents WP.29/2026/139 and WP.29/2026/137 were submitted for WP.29’s 199th session. Two informal documents (ADS-20-59 and ADS-20-60) will amend these working documents. GRVA seeks a three-year mandate extension for the informal group to address identified future work items beyond June 2026.
Proposal for amendments to UN Regulations Nos. 13, 13-H, 79, 89, 130, 131, 152, 155, 156, 157, 171, 175, and 178

Proposal to insert provisions on software identification and software updates into UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R152, UN R155, UN R156, UN R157, UN R171, UN R175, and UN R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles, clarifying that production discontinuation does not apply when manufacturers seek approval extensions for software updates of registered vehicles, and amending communication forms to include software identification numbers and related information.
The ADS informal working group status report to GRVA documents progress since the 24th GRVA session in January 2026. The group accepted proposals to make minor amendments to GTR and UNR, and accepted proposals to amend GTR and UNR to introduce DSSAD provisions. Working documents WP.29/2026/139 (GTR) and WP.29/2026/137 (UNR) were submitted for WP.29’s 199th session. For the 25th GRVA session, GRVA-25-21 and GRVA-25-22 were submitted as informal documents to amend WP.29/2026/137 and WP.29/2026/139. GRVA seeks a 3-year extension of the IWG-ADS mandate, with revised Terms of Reference to be prepared for GRVA-26 in September 2026.
The IWG on EDR/DSSAD, chaired by the USA, the Netherlands, and Japan, develops proposals for Event Data Recorders and for Data Storage Systems for Automated Driving per ECE/TRANS/WP.29/2019/34. Completed work includes EDR requirements under UN R160 and amendments, EDR for heavy-duty vehicles under UN R169, and DSSAD requirements under UN R157. Current activities include DSSAD guidance document revision and EDR Step 2 and Step 3 development scheduled for March 2027 and November 2028 respectively. The DSSAD Guidance has been transferred to Annex 6 or Annex 8 of the ADS Regulation, with general requirements added to the main body.

Status of China's vehicle data security standard and proposals for GRVA consideration

China supports establishing a new task force or informal working group on vehicle data security and sees the need for a dedicated UN Regulation or Global Technical Regulation. Work can begin with applicability analysis of existing regulations, gradually establishing the main framework of the standard, the scope of data management, and handling of special cases. China is ready to act as a key contributor, offering typical use cases, design questionnaires based on GB 44497 and GB 44464, delivering terms of reference with other Contracting Parties, and proposing basic framework and specific requirements by February 2028.
CS/OTA Task Force: Minutes of the 37th (April 2026) session

The CS/OTA Task Force held its thirty-seventh session on 21-22 April 2026 by video conference. The group adopted the provisional agenda and minutes from the thirty-sixth session. Discussions addressed proposals for amendments to UN R155 concerning multi-stage vehicle approvals and separate technical units, for which a subworking group was established. Proposals were also considered on type approval authority responsibility for cyber security management systems and remote operation of automated driving systems. The group reviewed cyber and software requirements in the ADSGTR and WP.29/2022/60 as amended by WP.29/2023/87, and discussed application of RXSWIN to UN Regulations, selecting option 2 for presentation to GRVA with R155, R156, and R89 square bracketed. The IWG mandate renewal was discussed, with potential new items including component and STU approval and software numbering proposals.
Proposal to amend para. 6.1.5. to state that sensors, cameras, radar devices, etc. being part of driver assist systems and automated driving systems may become damaged, disoriented or broken due to an impact as long as basic braking and steering performance remain intact. The amendment enables application of UN R42 to vehicles equipped with an Automated Driving System.
Frontal Protection of Buses: Task force start-up replies

Regarding seat belt and airbag use, simulations show steering column intrusion leaves little survival space even at low speeds, so focus should first address energy absorption and compatibility issues before restraint systems. Impact data from six countries (Denmark, France, Lithuania, Luxembourg, Serbia, and the UK) suggest that in 963 bus driver fatalities and severe injuries, severity could potentially have been reduced with improved frontal protection. Cost-benefit analysis should include injuries to small vehicles in collisions with buses. UN R29 and UN R93 should be considered; UN R93 could be amended to include M3 buses. A real-life demonstration test with a bus is proposed to validate studies conducted.

Automated Driving Systems : Wrap-up of the 20th (April 2026) session

The 20th ADSIWG and 17th GRVA Workshop on ADS convened in Bangkok from April 27 to May 1, 2026. OPIs consolidated draft text for the Guidance and Interpretation document (GID) on ADS, addressing DDT performance, application for approval, user interactions, SMS, ISMR, safety case, and assessment provisions. The GID would be submitted to GRVA in May and WP.29 in June as an informal document, then officially in September and November. Numerous amendment proposals were discussed, including clarifications on crash causation, priority vehicles, road safety agents, MRC requirements, remote assistance, and scenario testing. The next session in Brussels (July 14-17) aims to finalize the GID, with Phase 2 work items to be considered thereafter.
Proposal to amend definitions 2.22 and 2.49 to modify the descriptions of non-volatile and volatile memory, and amend para. 5.3.1.2. to permit the EDR to write captured data from threshold criterion (a) in volatile memory only, with data from volatile memory written to non-volatile memory if any other trigger of para. 5.3.1. occurs or the vehicle master control switch is deactivated. The modification reduces memory wear in vehicles characterized by frequent stops.
Methods for evaluating EMC of blind-spot detection systems

Methods for evaluating electromagnetic immunity of blind-spot detection systems are proposed using a simple reciprocating motion device equipped with a reflector. The electromagnetic immunity test is conducted after the BSD system has been activated. Vehicle’s electromagnetic immunity test methods and conditions are consistent with the previous ones. Reproducibility has been verified across various vehicle models with only minor adjustments required. The proposal seeks opinions from member countries regarding the necessity of electromagnetic immunity evaluation methods for BSD systems.

Amend Annex 4 Table 1 to separate engine throttle and accelerator pedal data elements, increase recording intervals for rollover data, adjust recording intervals for AEBS events to −2.5 to 2.5 seconds, increase sample rates to 10 Hz for multiple data elements, add data elements for pre-event synchronization timer, trigger activated, ACPE status, ADDW status and time since warning, blind spot monitoring system status, turn signal status, DCAS status and driver monitoring system data, DDAW status and time since warning, and emergency stop signal status, and add time to collision data element for AEBS events.
Proposal to amend para. 6.1.5. to state that sensors, cameras, radar devices, etc. being part of driver assist systems and automated driving systems may become damaged, disoriented or broken due to an impact as long as basic braking and steering performance remain intact. The amendment enables application of UN R42 to vehicles equipped with an Automated Driving System.
