Proposal to improve FTIR/QCL Analyser Examination (Para. 9.3.2.8.1, 9.3.2.9.1, 9.3.2.10, Appendices 10–11), including expanding the examination authority to include type-approval authorities and technical services, requiring witnessing of the testing at the instrument manufacturer’s facility, and introducing new appendices providing an examiner template and a verification certificate format, and to permit other techniques for the water quench check (Para. 9.3.2.9.9) to address the adverse effects of H₂O and CO₂ on the CLD’s NOx response and align with the provisions of 40 CFR 1065.750(e)(5).

Proposal to clarify the selection of the wheel load among vehicles with identical brake assemblies for particle emissions testing.

Proposal to establish a UN Global Technical Regulation for measuring brake particulate matter and particle number emissions from heavy-duty vehicles. The regulation defines laboratory test procedures using a brake dynamometer and the Worldwide Harmonized Heavy-Duty Vehicles Brake Cycle (WHBC), encompassing 20,353 seconds with 246 brake events across three driving segments. Tests require brake bedding with six WHBC repetitions, followed by emissions measurement. Laboratories must measure PM10 and PM2.5 mass gravimetrically and total and solid particle numbers (TPN10, SPN10) using particle counters. Technical specifications cover brake enclosure design, sampling tunnel configuration, climatic control, instrumentation calibration, and data reporting requirements to ensure reproducible and comparable brake emissions testing across regions.

Proposal to update UN R49 to accommodate Automated Driving Systems (ADS). The supplement modifies definitions, mass calculations, warning systems, and testing procedures to apply to vehicles without human drivers. References to drivers are replaced with “vehicle user” terminology, and special provisions are added for ADS-equipped vehicles in testing and operational requirements.

This Supplement proposes to update UN R154 to accommodate vehicles fitted with Automated Driving Systems (ADS), specifically categories X and Y. Amendments include new definitions for ADS-related terms, modifications to testing procedures, and updated references to vehicle construction standards. Driver-related systems are renamed to account for vehicles without human drivers. Special provisions establish requirements for ADS road load determination and testing modes, while messaging systems are adapted to send signals to ADS instead of or in addition to driver notifications.

TF-AVRS screened UN Regulations for automated vehicle application, focusing on UN R83 and UN R154. Changes enable automated driving system vehicles to perform driver-conducted tests like coast-down tests and roller bench cycles. Modifications include defining vehicle users as drivers or ADS users, adjusting driver mass calculations for X and Y categories, and updating testing mode terminology. TF-AVRS proposes amendments to 17 UN Regulations and seeks guidance on addressing remaining topics.

Proposal to establish a Task Force on Swappable Batteries (TFSB) under GRPE. The task force will review WP.29 regulations and international standards to identify technical requirements for swappable-battery vehicles, focusing on commercial vehicles. It will define vehicle types, clarify vehicle type approval processes, and develop guidance documents. The task force will coordinate with other working groups including GRSP and GRVA, with deliverables expected by October 2027.

The Electric Vehicles and the Environment informal group reported on amendments to UN Global Technical Regulations 21, 22, and 25 governing electrified vehicle power, battery durability for light-duty vehicles, and battery durability for heavy-duty vehicles. Proposed changes include revised test methods, boundary conditions, definitions, and alignment with UN Regulation transposition efforts. Future work includes investigating fuel-cell vehicles, charging power curves, and alternative test methods.

Proposal to delete two paragraphs relating to “Operating Mode Switch” that were overlooked when that concept was removed from Regulation No. 83, from both the manufacturer’s information document (Annex 1) and the approval certificate addendum (Annex 2).
