1958 Agreement Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions The 1958 Agreement regulates the functioning of the international system for the recognition of type approvals under UN Regulations. The Agreement specifies how regulations are to be established and how the system operates whereby an approval under a given regulation accorded by one country can be accepted by all other countries applying that regulation. The program to establish an international system for whole vehicles (as opposed to the current focus on individual vehicle components and systems) includes an important restructuring of the 1958 Agreement. 1968 Vienna Convention Convention on Road Traffic The 1968 Vienna Convention (administered by UN Working Party 1 on road traffic safety) covers road traffic safety regulations and as such establishes principles to govern traffic laws. One of the fundamental prinicples of the Convention has been the concept that a driver is always fully in control and responsible for the behavior of a vehicle in traffic. With the advent of automatic systems to direct the behavior of various vehicle systems such as lighting, but increasingly towards collision avoidance, this basic principle is no longer completely in concert with advanced vehicle technologies. 1997 Agreement Agreement Concerning the Adoption of Uniform Conditions for Periodical Technical Inspections of Wheeled Vehicles and the Reciprocal Recognition of such Inspections Also known as the Vienna Agreement of 1997, this agreement aims to harmonize the content and frequency of vehicle inspections across Europe. Regulations established under the 1997 Agreement are known as UN Rules. Presently, there are two UN Rules, covering environmental protection (UN Rule No. 1) and roadworthiness (UN Rule No. 2). 1998 Agreement Agreement concerning the establishing of global technical regulations for wheeled vehicles, equipment, and parts which can be fitted and/or be used on wheeled vehicles The 1998 Global Agreement provides the framework for establishing UN Global Technical Regulations. Under the Agreement, the World Forum maintains a <a href="http://www.unece.org/trans/main/wp29/wp29wgs/wp29gen/wp29glob_candidate.html" target="_blank">Compendium of Candidates</a> listing national and/or regional regulations proposed by Contracting Parties as possible bases for the development of Global Technical Regulations. MR 3: VIAQ Korea raised this issue in June 2013 in response to reports of vehicle occupant headaches, dizziness, and other symptoms thought to be linked with evaporative emissions originating with the chemical compounds used in the construction of vehicle interiors. The particular concern is that the use of certain volatile organic compounds and other chemicals in adhesives and interior plastics may be generating noxious fumes, especially in hot conditions. MR 2: VPSD Certain UN Regulations and UN GTR, including texts under development, include terms, definitions, and classifications relating to vehicle powertrain systems (e.g., electric vehicle, fuel cell vehicle), energy storage systems (e.g., fuel tank, gas cylinder, battery), and energy converter (e.g., internal combustion engine, fuel cell, electric machine). However, the definition of these terms varies across the regulations which can lead to confusion and inconsistencies in the application of regulatory requirements. Mutual Resolution No. 2 is intended as a repository for terms, acronyms, and definitions towards ensuring their uniform use across regulations. RE3: Vehicle Construction Consolidated Resolution on the Construction of Vehicles RE3 is an overarching document to facilitate harmonization and support the development of specific UN Regulations by providing uniform terms, references, and other guidance for general use. RE3 provides the guiding principles for the various rule categories by subsystem. The Resolution, via Annex 7 (including Amendment 4), provides definitions of vehicle categories, including in some cases, particular classes of vehicles within the categories. Annex 4 includes recommendations on market fuel quality and Annex 5 contains design principles for control systems of Advanced Driver Assistance Systems (ADAS).
