In addition, Germany suggests adding a paragraph to allow a Contracting Party or a regional organization of Contacting Parties like the EU to refuse national or regional type-approval and to refuse first registration of a vehicle type affected by the changes introduced by the 03 series of amendments but not meeting those stipulations. Paragraph 24.22. is an addition to paragraph 22.18. giving more stress to the aspects of national and regional type-approval and of first registration of vehicles.

Proposal to delete the reference to visual inspection under the support straps of the cylinders from the text under consideration. Such inspection would require dismantling of the cylinder installations which would contravene the consensus decision to avoid such exhaustive dismantling.

The work addressed UN R67 and UN R110. No further meetings are planned at this time.

Proposal for further discussion concerning technical advances in the use of CNG accumulators as an intermediate technology for promoting high, stable pressure in CNG engine injection systems. The CNG accumulator is used to stabilize the gas pressure and to allow engine operation whenever the LNG supply system is not able to deliver fuel. This proposal would define requirements to enable the certification of these components.

Proposal for discussion to enable the certification of CNG compressor components. Due to density and temperature constraints, LNG fuel systems require technologies to warm the LNG fuel to reach temperatures and pressures suitable for the engine. In some configurations, this involves the use of CNG compressors. Therefore, this proposal seeks to enable use of this technology through establishment of requirements to ensure safety.

Proposal to clarify the test procedure to be applied in assessing compliance with the requirement for “compatibility with heat exchange fluids of non-metallic parts” Annex 5Q is part of UN Regulation No. 110. In Annex 4D, the wording “Compatibility with heat exchange fluids” is used but there is no reference to the applicable tests. The proposal clarifies that the “LNG heat exchanger – vaporizer” falls within Annex 5Q. The proposal correspondingly clarifies the general overview Figure 1-2, with all tests from Annex 5, and Table 5.1 in Annex 5.

Proposal to improve provisions for the visual inspection of CNG cylinders, LNG tanks, and their accessories. Germany has proposed (document GRSG-112-33) the prohibition of components or parts of protective housing which must be disassembled during inspection. Italy has proposed (document GRSG-112-28) that visual inspection of cylinders Include access inside any protective covers of the cylinders. Based upon field experience, OICA believes that corrosion damage between support straps, brackets, and pads and the cylinder can be readily identified during visual inspection. Such corrosion requires cylinder replacement. Therefore, OICA proposes clarifications to inspection procedures to address the German and Italian concerns.

The limitation on the number of valves used to operate the CNG combustion heater will require technical changes without any significant benefit. Proposal to allow the use of Class 0 hoses with couplings using sealing technologies other than those with a 45° cone. Currently, non-seamless double and single wall tubes are used in brake and fuel tubing applications, allowing for the use of a variety of end forms and coupling techniques. Provided the hose assembly can withstand the impulse test of paragraph 1.7. and the tests of Annexes 5A (overpressure test) and 5B (external leakage test), such configurations should be permitted under UN R67 in order to remove an unwarranted design restriction. In cases where a soft seal body (e.g. O-ring) is used, the compatibility of the material with use conditions must be demonstrated by testing according to Annexes 5D (CNG/LNG compatibility test), Annex 5F (resistance to dry heat) and Annex 5G (ozone aging).

Proposal to correct a typographical error in paragraph 7.1. where the reference should be to paragraph 8.22 rather than 8.21, to remove a duplicate and contradictory reference in Annex 4A to the requirements of Class 1 pressure relief valves, and to align paragraph 2.2. of Annex 4H with paragraph 18.6.1.2. limiting the delay in switching-off of the automatic valve after stalling of the engine to two seconds (rather than five as presently in the text).

Proposal to include the liquefied natural gas (LNG) fuel connector provisions as specified in ISO 12617:2015.

Pursuant to the proposal to enable the use of autonomous compressed natural gas (CNG) heaters for the purpose of heating the engine coolant under UN R110, this proposal would require that the alarm system and fire suppression system (required through paragraph 7.5.1.5. as amended by Supplement 4 to 06 series of amendments) be activated as soon as the heater is in function and even if the engine is not operational.

Proposal to enable the use of autonomous CNG heaters for the heating of engines before the vehicle is in service.

Proposal to establish an informal working group to consolidate existing amendments to UN Regulation No. 110 in light of technical progress of other gaseous fuel regulations and standards and, where necessary, amend the Regulation to promote improved clarity and harmonization.

Proposal to require an exterior protection on cylindrical gas tanks. Under the current regulation, such exterior protection may be fitted at the discretion of the manufacturer. The intention is to increase protection against corrosion of cylinders in response to a corroded cylinder explosion in Germany.
