29. The experts from Czechia and Germany proposed to improve road safety by limiting the headlamp classes and to ensure the compatibility with the electric propulsion systems. (ECE/TRANS/WP.29/GRE/2022/15). GRE generally supported this proposal, subject to correcting a reference in paragraph 11.12.6. GRE decided to postpone its submission to WP.29 and AC.1 in order to combine it with the amendment proposals being developed by IWG SLR into a new 04 series of amendments to UN Regulation No. 53.

The expert from Germany tabled a proposal for a new 04 series of amendments to UN Regulation No. 53 that aimed to improve road safety by deleting headlamps of Classes A and BS from this UN Regulation (ECE/TRANS/WP.29/GRE/2022/3). The expert from Czechia proposed modifications (GRE-86-15). Several experts made preliminary comments and pointed out that they would need more time to study the proposal. GRE invited all experts to send their comments to the authors, in order to prepare a revised document for consideration at the next session.

Description: The 05 and 06 series of amendments provide for automatic adjustment of lamps based on ambient light conditions. To avoid misuse of the daytime running lamps (DRL), automatic switching between DRL and dipped-beam headlamps is preferable; however, manual switching for specific cases is still necessary. Under the transitional provisions for series 05 of amendments, only automatic switching would be permissible after 30.7.2016 (for new type of categories M1 and N1 vehicles) and after 30.1.2018 (for new type of other categories vehicles). Nonetheless, in the transitional provisions for series 06 of amendments, the same transitional period appears to have been unintentionally omitted. This proposed supplement corrects this mistake in the 06 series by deleting the alternatives to the automatic switching from the 06 series of amendments: - deletion of paragraphs 6.2.7.6.2 and 6.2.7.6.3;
- merging and rewording of paragraphs 6.2.7.5 and 6.2.7.6;
- consequent editorial adjustment in paragraph 5.11.1.3. and 6.19.7.4. to maintain acceptable the rear position lamps switching possibility allowed by the present text;
- small editorial changes to better clarify that an automatic switching based on different factors in respect to those prescribed in paragraph 6.2.7.5. (new numbering) are allowed only as supplemental condition;
- other editorial changes and renumbering for text and numbering coherence.

19. The experts from the Czech Republic, Italy and Japan proposed amendments to the provisions on automatic switching between daytime running lamps (DRL) and headlamps in the 06 series of amendments to Regulation No. 48 (GRE-77-06-Rev.1 and GRE-77-10-Rev.1). The proposals received comments from the expert of the Russian Federation (GRE-77-23 and GRE-77-24). GRE realized that the proposed amendments addressed two different issues: (i) deletion of several subparagraphs that were transitional provisions only for the 05 series of amendments, but were kept by mistake in the 06 series of amendments as well, and (ii) clarification of the requirements for automatic switching from DRL to headlamps. With regard to (i), GRE adopted the proposals for amendments, as contained in Annex II, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their November 2017 sessions. Concerning (ii), GRE agreed to establish a task force to consider this issue in detail. The experts from the Netherlands and OICA volunteered to act as, respectively, Chair and Secretary of the task force.

43. The World Forum noted the status of the 1958 Agreement (ECE/TRANS/WP.29/343/Rev.21) at 15 February 2013. From that date, a list of modifications to the original status document would be available in the document: “Related list of modifications of the informal updated version of ECE/TRANS/WP.29/343/Rev.21”. Both documents will be available on the WP.29 website. The World Forum acknowledged the considerable work done by Ms. L. Bachelard in keeping the status document updated, which is important for the well-functioning of the Agreement. WP.29 noted the unilateral application of certain UN Regulations by Canada (WP.29-159-03), as well as the communications concerning Technical Services of the Slovak Republic (WP.29-159-05), of the Czech Republic (WP.29-159-09) and of Belgium (WP.29-159-23). The secretariat reported that the European Union had initiated the process for the application of UN Regulations Nos. 29 and 61 and that the Republic of Korea was in the process of ceasing the application of the UN Regulations in force. As soon as the Office of Legal Affairs (OLA) had issued the corresponding Depositary Notifications, the status of the Agreement document would be updated consequently.
