The Working Party on Passive Safety discussed a proposal to delete transitional provisions 15.1.2. and 15.1.3. from UN R22 on the basis that they contradicted article 12.4. of revision 3 of the 1958 Agreement. GRSP concluded that in case of contradiction between the provisions of Revision 3 of the 1958 Agreement and those of UN R22, the provisions of the 1958 Agreement should prevail. This interpretation matter is being brought to the attention of WP.29 because it may affect other UN Regulations with similar provisions under the purview of other subsidiary working parties. GRSP requested guidance on the correct interpretation of transitional provisions 15.1.2. and 15.1.3.

The IWG on Prioritization was established under WP.29 Vice-Chair leadership with participation of GR Chairs. A preliminary session held 2 June 2026 reviewed a UK document listing priority workstreams and discussed prioritization and efficiency as separate considerations. The IWG agreed on the need for flexibility and discussed digitalization of WP.29 report activity. Future sessions will address common understanding of prioritization, review of current GR activities, possible approaches to define prioritization, and enhancement of efficiency, with participation expanded to include CPs and NGOs.

FIA convened a group of interested parties to develop a scoping document on on-board authentication and authorization. Participants expressed support and called for proof of concept built around use cases. Harmonizing access methods was suggested to reduce cybersecurity fragmentation. Key question raised: which authority authenticates and grants access to legitimate parties? Next steps include establishing concrete use cases and providing a recommendation for WP.29 in November. Planned activities prior to the 200th Session of WP.29 in November include finalizing meetings with GR leaderships and other stakeholders, assembling a Group of Core CPs (GCC) to set scope based on use cases, conducting internal work, aligning with the GCC, and updating WP.29 with objective to obtain a mandate for formal work on the topic.

UN R117 establishes test procedures ensuring reliability, repeatability and reproducibility of results through standard reference test tyres manufactured by Manufacture Francaise des Pneumatiques Michelin in accordance with ASTM International standards. In 2024, the Russian Federation’s technical service was officially refused supply of these tyres due to export sanctions. The Russian Federation contends this refusal constitutes discrimination against a Contracting Party to the 1958 Geneva Agreement and calls on WP.29 to assess this discrimination and explain to the manufacturer its role in implementing the Agreement within the UN system.

The EV/HFCV Retrofit Systems IWG has held nine meetings since creation and focused on EV retrofit requirements. The group compiled requirements for Electrical Safety (UN R100), Braking (UN R13/R13H), Cybersecurity (UN R155), and EMC (UN R10) with participation from respective GRs experts. Next activities include continuation of discussions on electrical safety, braking, cybersecurity, and EMC; net power and electric consumption determination; Family/Parent definition; and PTI provisions. A regulation draft for EV retrofit will be delivered as an informal document to the next GRPE session in October, with adoption expected in the first half of 2027.

The AI IWG held two meetings since the last WP.29 session and has virtual meetings scheduled for 23 July 2026 and 3 September 2026. The IWG compiled literature on regulated automotive safety systems using AI (AI-09-04), created Terms & Definitions for AI (AI-09-05), listed AI use cases for regulated automotive safety systems (AI-09-03), and created a draft guiding questions document (AI-08-07). A working draft AI Reference Document (AI-09-06/Rev.3) exists but is not finished. The AI IWG requests an extension of its mandate to deliver the AI Reference Document as a working document no later than June 2027.

The Task Force on Vehicular Communications held a virtual meeting on 11 June where presentations were made by China CAICT with support from CATARC, the European Commission DG MOVE, and SAE International on communications to improve protection of VRUs. No IWG on ITS meetings have been held since the last WP.29 session. Co-chairs are UK, U.S., and Japan; the vice-chair of TF VC is China. The next Future Networked Car Symposium will be held in hybrid format on 9 July 2026 at Palexpo, Geneva, jointly organised by ITU and UNECE, focusing on the new ADS regulation.

This status report summarizes work by expert groups on regulatory fitness for Automated Driving Systems presented to WP.29 at its 198th session. Expert groups screened UN Regulations and GTRs to determine relevance for automated vehicles and drafted amendments. As of June 2026, 92 amendment proposals across 88 Regulations have been submitted. Key closed items include overlap with ADS capabilities, test modes, monitoring passengers, and user roles. Ongoing tasks include crashworthiness regulation for category Y, ADS marker lamps, and EMC refinements. The groups concluded that urban shuttles and delivery robots represent use cases potentially requiring future category consideration based on Contracting Party and stakeholder input.

France presented feedback from a dedicated workshop on virtual testing held 7 May 2026, attended by up to 55 participants including competent persons, OICA, CLEPA, and ETRTO. The majority supports basing the proposal on the latest content of the Automated Driving Systems regulation rather than UN R152, with extraction suitable for all applications. The group agreed that an amendment to Resolution MR.1 is the best administrative option to cover both agreements. Technical content requiring agreement includes definitions, terminology, application to components and Specified Technical Units, uncertainties, safety margins, credibility levels, audit skills, and ISO references. Virtual testing should remain an alternative to physical testing. France will organize another workshop on 25 September 2026, with written contributions due by 11 September.

The IWG on DETA held its 56th session on 18 June 2026, approving the provisional agenda and draft minutes of the 55th session. The group reported 132,000 approvals uploaded by 23 approval authorities. A new DETA software version under testing includes two-factor authentication, an email system replacing the ‘News’ section, and French and Spanish language support. The IWG agreed to change DETA’s meaning from “Database for the Exchange of Type Approval Documentation” to “Data Exchange for Transport Authorities”. Discussions addressed potential DETA use for sharing technical information on brake emissions and adding an attribute indicating the latest series of amendments for approvals. The next meeting is scheduled for 13 November 2026 in Paris.

The secure internet database DETA for exchanging approval documentation between Contracting Parties of the 1958 Agreement has 41 notified Focal Points, approximately 132,000 uploaded approvals from 22 Technical Approval Authorities, and approximately 7,735 uploaded manufacturers. Migration to a new software version is underway with internal tests running and external testing with other Technical Approval Authorities just started. New features include two factor authentication, mailing and notification functions, adaptation of guidelines regarding notification, additional languages, and easier administrator adaptations. The acronym DETA shall retain its well-known usage with new meaning: Data Exchange for Transport Authorities.

PTI IWG activities include:

• Reviewing NOx measurement and emissions testing,
• assessing implications of new Euro 7 UN Regulations (Nos. 179 & 180),
• continuing work on diagnostic devices in PTI (ePTI),
• discussing PTI approaches for automated vehicles,
• reviewing new braking technologies,
• identifying inspection challenges for LED lighting systems,
• launching a review of PTI provisions in UN Regulations,
• consulting relevant GRs on inspection methods,
• developing amendments for priority UN Regulations,
• submitting proposals to WP.29 for endorsement.

The 198th session of WP.29 (March 2026) adopted amendments to 21 existing UN Regulations, a corrigendum to UN Regulation 49, five new UN Regulations [179], [180], [181], [182], and [183], and an amendment to Schedule 2 to the Agreement. All amendments and the corrigendum have a provisionally determined entry into force date of 2 October 2026 while the four new UN Regulations adopted in March have expected EIF on 20 October 2026 (see ECE/TRANS/WP.29/1190, para. 114). This draft reference document consolidates input from documents AI-07-06, AI-09-03, AI-09-04, AI-08-07, and AI-09-05 to fulfill the initial deliverable of the IWG on Artificial Intelligence pursuant to WP.29/1190. The document addresses AI uses and benefits in automotive, establishes AI use cases prioritizing regulated automotive safety applications, identifies potential risks across AI lifecycle stages, and presents illustrative risk management practices informed by literature review. Seven whole-system lifecycle risks are identified, including insufficient documentation and traceability, inadequate organizational governance, and process drift. Additional risks span AI and use case specification, model architecture and training, data management, verification and validation, and in-use monitoring. Risk management practices derive from standards including ISO 26262, ISO 21448, ISO 23894, and UN Regulations 155 and 156, complemented by research and policy frameworks.

The IWVTA IWG submitted an Informal Document regarding amendments to the General Guidelines on Transitional Provisions to introduce a new paragraph P in Annex 1 for the current V9&V9bis, Section II, and to add a headline to paragraph V and paragraph V.+1 in the same section. The IWVTA IWG submitted an Informal proposal regarding amendments to UN R0/09 series as an annual update on UN Regulations applicable to IWVTA. A joint workshop with the DETA IWG was held on 17 June 2026 in Flensburg, Germany with approximately 80 participants from authorities, technical services, and industry. Key outcomes include considering organizing a second workshop in Asia, conducting a survey on desirable DETA and IWVTA systems, and developing supporting materials explaining manufacturer application procedures.

Proposal to amend General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations based on WP.29/2024/76, adding permanent transitional provisions applicable to all series of amendments allowing Contracting Parties to grant type approvals according to any preceding series of amendments and continue granting extensions of existing approvals, reorganizing series-specific transitional provisions with provisions for the XX Series and subsequent series, and deleting former para. V.9 and V.9bis provisions that shall be repositioned as permanent provisions.

The IWG on SCUNV reports on activities from March 2026 to June 2026. The IWG concentrates on drafting requirements for safe and clean used vehicles based on a multi-pillar approach including Roadworthiness Inspections, Periodical Technical Inspection, data sharing, and random testing. The IWG held meetings on 30 March 2026 and 15 June 2026. The IWG adopted document ECE/TRANS/WP.29/2026/10, the Resolution on the inspection criteria for Used Vehicles, for submission to the 199th Session of WP.29, targeting formal adoption at the 200th Session of WP.29 in November 2026. The IWG proposes extending its mandate to address feedback following adoption of the Resolution.

The Informal Working Group on PTI held its 43rd session on 8 May 2026, focusing on whole-life compliance implementation and review of PTI provisions in UN Regulations. The group confirmed that at least 20 UN Regulations contain incomplete, non-harmonised, and sometimes outdated PTI provisions. The IWG agreed to review PTI provisions in UN Regulations, submit proposals to WP.29, consult relevant GRs on suitable inspection methods, and develop targeted amendments to priority Regulations. Work continues on ePTI using diagnostic devices, PTI of automated vehicles, braking system provisions for new technologies, and LED lighting inspection challenges.

Proposal to establish minimum inspection criteria for used vehicles before importation into countries. The Resolution provides inspection requirements across nine main categories including braking equipment, steering, visibility, lamps, axles, chassis, safety equipment, environmental emissions, and supplementary tests for passenger vehicles and battery/hybrid electric vehicles. The recommended inspection method includes visual inspections, functional checks, and performance testing using available techniques and equipment without vehicle dismantling. A Certificate of Roadworthiness and Communication Form example is provided for communication between importers and testing facilities.

Proposal to amend the Interpretation Document for UN R156. The document clarifies requirements in paragraph 7 and Annex 1 concerning software update and software update management systems to promote uniform assessments and align with the 01 series of amendments. The document provides non-mandatory guidance for demonstrating compliance with UN R156 requirements through documentation, presentation, and audit, with supporting reference to ISO 24089:2023. The proposal addresses processes for software updates after vehicle registration, including assessment of compliance impacts, documentation procedures, security measures, over-the-air update safeguards, and vehicle user notification requirements.

Proposal to amend UN R17, including revised definitions of head restraint, corrections to paragraph references, replacement of terminology such as “absorption” with “dissipation” and “reference line” with “longitudinal vertical plane passing through the R-point,” revised test procedures in multiple annexes, and modifications to measurement requirements for head restraint displacement and strength testing. The text was adopted by GRSP at its seventy-eighth session based on ECE/TRANS/WP.29/GRSP/78, Annex IV.A. Amendments

Proposal to amend UN R17 Supplement 1 to the 12 series of amendments. The Regulation is amended to account for vehicles of category X. Vehicles of category Y are not in the scope of this Regulation. The Regulation is extended to vehicles without driver and manual driving controls. Multiple amendments are made to definitions, test procedures, and technical requirements for seats, anchorages, and head restraints, including changes to measurement planes, test parameters, and displacement specifications across various annexes and paragraphs.

Proposal to correct inconsistencies in isolation resistance monitoring system requirements for vehicles of category O₃ and O₄ trailers to provide optical and/or audible warnings via CAN-Bus signal transmission. High voltage REESS isolation resistance requirement set at minimum 100 Ω/Volt or protection degree IPXXB fulfillment. Requirements do not apply to REESS solely installed on vehicles of category O or batteries used for recuperation.

Proposal to account for vehicles of categories X and Y, extend application to vehicles without driver and without manual driving controls, and address inconsistencies related to REESS provisions. The amendment introduces ADS feature types 1 and 2, modifies warning transmission requirements for ADSF-2, adjusts isolation resistance specifications, and exempts certain REESS requirements for category O and Y vehicles. Changes include updates to Annex 8 stopping conditions and Annex 9E terminology.

Proposal to replace “675 Nm ± 25 Nm” with “a minimum of 650 Nm but no more than 850 Nm” in Annex 4, paragraph 3.5., and in Annex 6, paragraph 2.4.1.

Proposal to modify requirements for headform acceleration derivation, windscreen testing, and approval marks. The document proposes notification procedures for Contracting Parties to share test results via the DETA database, deletes paragraphs 11.1 to 11.4, extends transition periods for atypical windscreen fracture behaviour testing until 1 September 2033 and WAD 2,100 boundary provisions until 1 September 2028, and adjusts bonnet top impact torque specifications from 675 Nm ±25 Nm to between 650 Nm and 850 Nm.

Proposal to extend application of UN R127 to vehicles of category X and those without drivers or manual driving controls, modify scope provisions, update headform acceleration criteria in paragraph 2.48, add new approval mark provisions distinguishing WAD 2,100 versus WAD 2,500 boundaries, require mandatory notification and uploading of test results to the DETA database, and set transitional provisions with dates through 2033 for type approvals and acceptance of previous amendments.

Proposal based on GRSP/2025/31 to amend para. 7.1.3.6. to require relevant intermediate dummies testing when Enhanced Child Restraint Systems require substantial modification for different sizes or when size range covers more than 3 size ranges and to delete paragraph 5.5. and renumber paragraphs 5.6. to 5.8. as 5.5. to 5.7.

Proposal to modify para. 6.2.1.1. regarding insert layers for small babies with stature below 50 cm, amend Annex 18, table 1 with updated shoulder height dimensions for statures 40 cm to 70 cm, update approval markings in Annex 2, and introduce transitional provisions with Contracting Parties no longer obliged to accept preceding series approvals from 1 September 2028.

Proposal to amend Annex 3, table 3, column “Number of cycles,” first row, is amended to read “60 per cent of initial cycle life (11 000 cycles).” and Annex 3, table 4, column “Number of cycles,” first and second rows, is amended to read “20 per cent of initial cycle life (11 000 cycles).”

Proposal to extend UN R134 to vehicles of category X (excluding vehicles of category Y), add provisions for Periodic Technical Inspections, modify hydrogen concentration warning requirements for ADS features of type 2 to transmit logic signals to the ADS, and adjust test cycle specifications in Annex 3.

Proposal to clarify that Child Restraint Systems approved according to UN R129 or R44 may be used in vehicles of categories M₂ and M₃ with a 3-point belt and/or ISOFIX attachments without further requirements. As a result, Part I of UN R170 covers Built-in Child Restraint Systems for securing children from 40 – 150 cm in forward facing and rearward facing vehicle seats and Part II addresses Child Restraint Systems approved according to UN R129 or R44 which may be installed in a bus seat with a 2-point belt.

Proposal to extend the scope to vehicles of category X (application to vehicles without driver and manual driving controls), to define door closure warning systems, address ADS features of type 1 and type 2, add requirements for door locking devices on vehicles equipped with ADSF-2, and modify references to driver-side impacts by impacts on one side of the vehicle.

Proposal to extend the scope to include vehicles of category X, replace “driver” by “occupant”, and separate the scope into vehicles with regard to protection of occupants against the steering mechanism and electrical shock in a frontal collision and steering controls with regard to protection of occupants in the event of impact.

Proposal to enable application to vehicles of category X. For vehicles equipped with an Automated Driving System other than vehicles of category X, in manual driving mode no special provisions apply. In a mode where an ADS feature is active, the relevant requirements for ADS vehicles apply.

Proposal to enable application to vehicles of category X (vehicles of category Y are not in scope). For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. Amendments address steering control contact requirements and modify occupant references.

Proposal to enable application to vehicles of category X, including prohibition of one-touch closing when an ADSF-2 is active, requirement for auto-reversing devices for power operated windows that can be operated by an ADSF-2, and user manual instructions for power-operated systems including warnings regarding improper use and driver and ADS responsibilities.

Proposal to enable application to vehicles of category X (vehicles of category Y are not in scope) with amendments addressing steering wheel hub provisions, cab positioning, and seating requirements for vehicles of category X. Cabs for vehicles of category X mounted in other positions than vehicle front shall not be taken into account for frontal collision simulation.

Proposal to enable application to vehicles of category X, including attention to ADAS/ADS sensors and providing specifications for test procedures and dummy positioning requirements for vehicles of category X in frontal collision protection testing.

Proposal to enable application to vehicles of category X, including clarifications to test procedures for asymmetric side structures and specifications for category X vehicles. In manual driving mode no special provisions or exemptions apply; in a mode where an ADS feature is active, the relevant ADS requirements apply. The regulation does not apply to vehicles of category Y.

Proposal to enable application to vehicles of category X with a gross vehicle mass of up to 3,500 kg. The most forward passenger seat R-point shall be taken instead of the driver’s seat R-point for vehicles of category X. Amendments clarify provisions related to sensors, testing procedures, and applicability to vehicles without drivers.

Proposal to enable application to vehicles of category X. Amendments specify dummy placement and positioning requirements for vehicles of category X, including provisions for both right and left hand traffic configurations. Vehicles of category Y are excluded from the scope.

Proposal to enable application to vehicles of category X (vehicles of category Y are excluded from the scope). For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. The proposal amends the provision on “anti-rotation device” to read, “An anti-rotation device for an ISOFIX semi-universal child restraint system consists of either a top tether, the vehicle dashboard, a support leg or any other means intended to limit the rotation of the restraint during a frontal impact”.

Proposal to enable application to vehicles of category X. In the absence of a driver or manual driving controls, provisions related to them shall not be taken into account if not already covered by this amendment. Vehicles of category Y are not in the scope of this Regulation. In manual driving mode, no special provisions or exemptions apply to vehicles equipped with an Automated Driving System other than vehicles of category X.

Proposal to enable application to vehicles of category X. For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. A seating position with steering control placed in front may be designated as suitable for Child Restraint System installation if requirements for a passenger seating position are fulfilled. The Regulation does not apply to vehicles of category Y.

Proposal to clarify exemptions for folding seats, delete a condition on neutral transmission position for first-level warnings, harmonize the “vehicle master control switch” definition with UN R159, ensure drivers receive initial warnings when entering vehicles with remotely activated switches, ensure clear voice communication during emergency calls, and enable application of UN R174 to vehicles of category X, including requirements for safety-belt reminders in first-row seats of category X vehicles and permission for ADS management of safety-belt reminders if equivalent safety is provided.

Proposal to modify paragraph 5.2.1.31 to clarify that when a vehicle is equipped with means to indicate emergency braking, activation and deactivation of the emergency braking signal shall only be generated by application of the service braking system regardless of its means of activation under the specified conditions.

Proposal to amend paragraph 5.2.1.31. regarding activation and de-activation of the emergency braking signal. When a vehicle is equipped with the means to indicate emergency braking, activation and de-activation of the emergency braking signal shall only be generated by the application of the service braking system regardless of its means of activation when the specified conditions are fulfilled.

Proposal to amend paragraph 5.2.1.31. to specify that when a vehicle is equipped with the means to indicate emergency braking, activation and deactivation of the emergency braking signal shall only be generated by the application of the service braking system regardless of its means of activation when the specified conditions are fulfilled.

Proposal to amend paragraph 5.6.1.2.9. of UN R79 to require that for RCP systems based on detection of driver position and movement, the deactivation referred to in paragraph 5.6.1.1.3. shall be through a simple and obvious action that will be recognised by the system.

Proposal to amend paragraph 4.4.3. to add a letter “X” preceding the approval number when ACSF of Category A, B1 or C are exempted from technical requirements or when the steering system exhibits ACSF of Category B2, D or E functionality, to require vehicles equipped with ACSF of Category A to fulfil requirements unless equipped with a DCAS complying with UN Regulation No. 171, and to require deactivation of RCP systems based on driver position detection through a simple and obvious action.

Proposal to amend paragraph 4.4.3. to add letter “X” preceding the approval number when ACSF of Category A, B1 or C have been exempted from technical requirements or when the steering system exhibits functionality defined as ACSF of Category B2, D or E; amend paragraph 5.6.1. to add provisions for vehicles equipped with ACSF of Category A unless equipped with a DCAS complying with UN R171; and amend paragraph 5.6.1.2.9. regarding deactivation of RCP systems based on detection of driver position and movement through a simple and obvious action.

Proposal to introduce references to ADS acceleration demands, establish speed limitation requirements for vehicles of Categories X and Y, require ASLF and ASLD deactivation upon ADS feature activation, and specify testing procedures including dedicated activation methods for vehicles without manual driving controls.

Proposal to amend paragraph 1.1.1. to insert a new footnote 7 defining replacement brake lining assemblies; amend footnote 4 referencing the Consolidated Resolution on the Construction of Vehicles; and amend Annexes 3, 4, 7, 11, and 14 to establish special provisions for vehicles equipped with an Automated Driving System, including dedicated activation methods for braking tests, demonstration requirements for test activation method accuracy, recording of braking demand in test reports, and speed limitations at 90 per cent of v_max for vehicles of categories X and Y.

Proposal to insert a new paragraph at the end of the introduction, amend paragraph 1 to clarify that the Regulation does not apply to vehicles of Categories X and Y, amend footnotes 1, 2, and 3 to reference document ECE/TRANS/WP.29/78/Rev.8, and insert new paragraph 5.6. with provisions that the LDWS function shall be deactivated upon activation of an ADS feature and automatically reinstated upon deactivation of an ADS feature.

Proposal to clarify that the Regulation does not apply to vehicles of categories X and Y, add an alternative approval pathway for certain vehicles using UN R152 requirements, allow continued extension of approvals for 12 months, amend paragraph 10 of Annex 1, and revise Annex 2 (approval mark arrangements).

Proposal to insert new paragraph 1.2.3 relating to vehicles of categories X and Y, amend footnotes 1 and 3 to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8, and insert new paragraph 5.7 stating that while an ADS feature is active, the BAS shall not influence the performance of the braking system.

Proposal to delete footnote in paragraph 1; add bicycle impact avoidance to scope; amend paragraphs 2.13 and 2.14 regarding road adhesion definitions and Peak Braking Coefficient measurements; amend paragraph 5.4.2.3 requiring two deliberate actions for AEBS deactivation via ESC; renumber footnotes 2 through 9; and insert new paragraphs 5.4.4.1 to 5.4.4.3 to establish special provisions for vehicles equipped with an ADS.

Proposal to insert a new paragraph 1.2. stating that this Regulation does not apply to vehicles equipped with an ALKS that has been approved as an ADS feature in accordance with the UN Regulation on the approval of vehicles equipped with an Automated Driving System (i.e., where the ALKS has already been approved under the ADS regulation).

Proposal to modify DCAS requirements:

• Address system-initiated manoeuvres in non-highway environments and during phases of withholding hands-on requests,
• Enhanced driver disengagement monitoring and warning strategies,
• Controllability requirements for complex operational scenarios,
• Speed limit assistance features,
• Safe headway assistance,
• System validation through multiple assessment pillars including physical tests and in-service monitoring,
• Comprehensive safety management system requirements for manufacturers,
• Monitoring of DCAS operation with mandatory reporting of safety-critical occurrences to approval authorities,
• Periodic reporting requirements with specific data collection metrics,
• Software identification and updating compliance with UN R156,
• Clarification that DCAS is only permitted to operate when a driver is in control,
• Clarification that vehicles of categories X and Y without driver control capability are not required to comply with the regulation.

Proposal to amend UN R28 to add definitions for “Front plane,” “Automated Driving System (ADS),” “Dynamic Driving Task (DDT),” “Bi-directional vehicle,” and “Forward direction” in new paragraphs 11.3–11.7; add new paragraph 14.1.3 requiring separate sound pressure measurement for each front plane of bi-directional vehicles; amend paragraph 14.3.3 to specify measurement at 7.00±0.10 m from the front plane; and amend footnote 1 to paragraph 1 to reference ECE/TRANS/WP.29/78/Rev.8.

Proposal to introduce new definitions for Automated Driving System (ADS), Dynamic Driving Task, bidirectional vehicles, Enhanced Exterior Sound (EES), and Vehicle Master Control Switch; amend specifications for test mass, sound levels, and measurement procedures for vehicles of categories M₁–M₃, N₁–N₃, and vehicles equipped with an ADS; add provisions for vehicles electrically propelled without internal combustion engines; establish ASEP control ranges and calculation methods; and insert Annex 10 with specific provisions for testing vehicles equipped with an ADS.

The proposal adds Annex 5 on special provisions for testing vehicles equipped with an Automated Driving System (ADS) and adds definitions for ADS, Dynamic Driving Task, Category X and Y vehicles, logical signal, and Vehicle Master Control Switch. Amendments modify run-flat warning system requirements, braking performance tests, and tyre detection procedures to accommodate ADS-equipped vehicles.

Proposal to amend paragraph 1 (Scope) to clarify that the Regulation applies to new pneumatic tyres designed primarily for vehicles of category L₁, and to specify that approvals shall not be granted to tyre types designed exclusively for off-road use marked “NHS”, for competitions, or for bicycle rims according to ISO 5775-2:2021.

Proposal to amend paragraph 1.1. to specify that UN R106 applies to new pneumatic tyres designed primarily for agricultural and forestry vehicles in categories T, R and S; amend paragraph 1.1. footnotes to include definitions; and amend paragraph 3.1.5.3. to address marking requirements for implement tyres for mixed applications of speed category symbol D or E where service descriptions for trailer and traction applications are equal.

Proposal to revise the definition of principal grooves in paragraph 2.14.1.; delete paragraph 2.48. and renumber subsequent paragraphs; amend paragraph 2.51. regarding material supplier definition; revise paragraph 3.2.6. on M+S inscription requirements; modify paragraph 4.1.5.3.2. to include a table of tyres classified for severe snow conditions; delete paragraphs 4.1.5.3.2.1., 4.1.5.3.2.2., and 4.1.5.3.2.3.; revise paragraphs 6.5.3., 6.5.8., 6.6., 6.7.4., and 7.1.5. regarding material supplier requirements and diameter calculations.

Proposal to modify paragraph 2.4. to define “Material supplier,” delete paragraph 2.59., and renumber paragraphs 2.60., 2.61. and 2.61.1. as 2.59., 2.60. and 2.60.1., amend paragraphs 3.2.8., 3.6., and 4.1.5.3.2. regarding M+S markings and tyre classifications, and delete paragraphs 4.1.5.3.2.1., 4.1.5.3.2.2. and 4.1.5.3.2.

Proposal to add Annex 5 Special provisions for the testing of vehicles equipped with an Automated Driving System (ADS) to UN R138. The proposal amends paragraphs 2.7 and 2.8, inserts new paragraphs 2.13 to 2.16 defining ADS, Dynamic Driving Task, bi-directional vehicles, and forward direction, renumbers former paragraph 2.13 to 2.17, amends paragraph 6.2.5 regarding available AVAS sounds, amends Annex 1 item 1.2.2, amends Annex 3 paragraph 3.3.1 regarding testing conditions for bi-directional vehicles, and adds the new Annex 5 explaining how to adapt UN R138 to vehicles equipped with an ADS.

Proposal to amend UN R141 under section 2 to add definitions of Automated Driving System, Dynamic Driving Task, Category X vehicles, Category Y vehicles, Logical signal, and Vehicle Master Control Switch, amend under section 5 to update performance requirements and warning signal specifications for vehicles equipped with an ADS and towed vehicles, amend Annex 1 to add a vehicle ADS status field, amend Annex 3 regarding test procedures for TPMS including deactivation of TPRS and CTIS, amend Annex 4 regarding test weight and refill functionality checks, amend Annexes 5A and 6 regarding towed vehicle communication interfaces, and insert new Annex 9 containing special testing provisions for vehicles equipped with an ADS.

Proposal to amend paragraph 1, footnote 1, insert new paragraphs 2.23. to 2.26. defining Automated Driving System, Dynamic Driving Task, Category X vehicles, and Category Y vehicles, amend paragraph 4.4.1., footnote 2, amend section 5.2.3. to add requirements for vehicles equipped with an ADS and exclude speed warning label requirements for vehicles of categories X and Y, amend Annex 1, footnote 4, insert new item 6.2. regarding ADS equipment, insert new paragraph 2.2. in Annex 2 Section I regarding ADS equipment, and insert new paragraph 4.2. in the Addendum to communication form regarding brief description of the ADS if fitted.

Proposal to add a new Table of contents section 7 for special provisions testing vehicles equipped with an ADS; amend footnotes in paragraphs 1.1. and 2.2.; amend paragraph 6.1.3. on available sounds; insert new paragraphs 11.4. through 11.8. define Automated Driving System, Dynamic Driving Task, and Category X and Y vehicles; amend paragraph 14.1.5. on available sounds; amend paragraph 14.3. on pause function for manual and ADS operation; insert new item 0.13. in Annex 1B, Appendix 1 regarding ADS equipment; and insert new Annex 7 with special provisions for testing vehicles equipped with an ADS.

Proposal to amend paragraph 2.2. to clarify the definition of “Supplier of the tread used for retreading process”; insert new subparagraph (a) in paragraph 6.4. establishing requirements for class C1 tyres; renumber former subparagraphs (a) and (b) as (b) and ©; replace “Appendix 1” with “Schedule 1” in paragraph 8.; amend paragraph 12.1. concerning type approvals as from 1 September 2030; amend paragraph 12.3. regarding acceptance of existing type approvals of class C3 tyres; and amend Annex 1 regarding communication of type approval for retreaded tyres.

Proposal to amend UN Regulation No. 172 based on GRBP/2026/10 as amended by GRBP-83-15-Rev.1. Amendments include revised definition of supplier of tread in paragraph 2.2.; modification of paragraph 6.2. to require tyres to meet conditions in paragraph 6.2.1. or 6.2.2.; insertion of new paragraphs 6.2.2., 6.2.2.1., 6.2.2.2., and 6.2.2.3. establishing calculation methods for deformation potential and number of traction elements based on tyre class and nominal rim diameter; insertion of new paragraph 6.4.(a) for class C₁ tyres; renumbering of former paragraphs 6.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2., and amend footnotes 1 and 2 in UN R18. Supplement 5 to the 03 series of amendments is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System. The amendment extends application to vehicles without driver and without manual driving controls. In case of vehicles equipped with an ADS, in any driving mode no special provisions or exemptions apply. Footnotes are amended to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3).

Proposal to insert new introductory paragraphs addressing vehicles of category X and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend footnote 1 to paragraph 1.1. to reference ECE/TRANS/WP.29/78/Rev.8, amend footnote 2 to paragraph 4.1.4.1. to reference ECE/TRANS/WP.29/78/Rev.8, and amend paragraph 6.17.4.2. to establish an exception for aerials located behind the vertical transversal plane passing through the “R” point of the driver with a maximum projection not exceeding 70 mm, or for vehicles of category X, behind the vertical transversal plane passing through the “R” point of the foremost occupant.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2. addressing vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with an ADS, amend paragraph 1., footnote 1 to reference ECE/TRANS/WP.29/78/Rev.8, amend paragraph 3., footnote 2 to reference ECE/TRANS/WP.29/78/Rev.8, Annex 3, amend para. 4.3. to define “Occupant compartment”, and amend paras. 5.5. to 5.8. to specify tank placement, partition requirements, fuel leakage prevention, and filler hole location.

Proposal to insert new paragraphs 0., 0.1., and 0.1.1. introducing Supplement 2 to address vehicles of categories X and Y and to exclude vehicles without manual driving controls, amend para. 1 Scope to apply to vehicles of category M₁ equipped with foot controls, amend footnote 1 to para. 1 and footnote 2 to para. 4.4.1. to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3).

Proposal to insert new paragraphs 0. and 0.1. to 0.1.4., amend paragraphs 2.6., 2.7., 4.4.1., 5.1., 5.2., and 5.5. to 5.11., insert new paragraphs 2.9. and 2.10., and amend paragraph 1., footnote 1, to extend UN R39 application to vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with Automated Driving System Feature of Type 2 (ADSF-2), revise speedometer and odometer requirements accordingly, and clarify provisions related to driver absence and manual driving controls.

Proposal to insert new paras. 0. and 0.1. to 0.1.4. introducing vehicles of categories X and Y and vehicles with manual modes or automated driving systems, amend para. 1(a) footnote 1, para. 2.13., para. 2.25., paras. 5.4.1. and 5.11.1. footnote 2, insert new para. 2.40. defining “Safety Concept”, amend para. 6.2., para. 7., para. 8.2.1.1., Annex 1A para. 5.1., Annex 3 footnote 18, Annex 21 title, Annex 22 title, and Annex 24 including its scope, definitions, and provisions for safety glazing installation on vehicles. This proposal is based on GRSG-131-23-Rev.1.

Proposal to account for vehicles of categories X and Y and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, clarify scope exclusions, define “Safety Concept,” update references to the Consolidated Resolution on the Construction of Vehicles, establish that indirect vision requirements do not apply during active ADS features, and permit alternative requirements for category X vehicles with on-board manual operation not using a driver’s seat.

Proposal to enable application of UN R55 to vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, insert footnote 1 defining these vehicle categories, amend Annex 5 paragraph 7.4. to require that release of fifth wheel coupling locking devices require intentional action by the driver or operator or by ADS and that engagement status be transmitted as a logic signal to ADS, amend paragraph 10.4. to require that engagement status be transmitted as a logic signal to ADS, amend paragraph 13.2. to reference remote indication for the driver or operator, amend paragraph 13.2.8. to provide for automatic reactivation when the coupling is next opened and closed, amend paragraph 13.3.3. to clarify indication to the driver or operator of conditions under which external force acts on the coupling, and insert new paragraph 13.4. requiring transmission of a logic signal to ADS indicating at least the closed and doubly locked position of the coupling.

Proposal to insert new paragraphs 0., 0.1. to 0.1.3. to introduce Supplement 4 to the 03 series of amendments to account for vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend footnote 1 to paragraph 1. to reference the Consolidated Resolution on the Construction of Vehicles document ECE/TRANS/WP.29/78/Rev. 8, amend footnote 2 to paragraphs 6.4.1., 15.4.1., and 24.4.1. to reference Annex 3 to the same document, and amend paragraph 16.7. to specify label placement for adjustable Rear Underrun Protective Devices at the driver’s place or rear area next to the device.

Proposal to insert new introductory paragraphs 0. and 0.1. to 0.1.3., amend paragraph 1.1. footnote 1, amend paragraph 2.5., and amend paragraph 4.4.1. footnote 3 to UN R61. The supplement extends application to vehicles of categories X and Y without driver, driver cab, or manual driving controls, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. Provisions related to driver, driver cab, or manual driving controls shall not apply if not covered by the amendment. For vehicles of category Y without a cab, the cab rear panel shall be replaced by a theoretical vertical transversal plane located 350 mm behind the rearmost point of the tyre of the foremost front axle.

Proposal to insert new introduction provisions addressing vehicles of category X and vehicles equipped with Automated Driving Systems, amend footnote 1 to para. 1.1. to reference the Consolidated Resolution on the Construction of Vehicles document ECE/TRANS/WP.29/78/Rev.8, and amend para. 2.15. to specify that for vehicles of category X, the driver’s mass is not included in unladen kerb mass calculation.

Proposal to insert new paras. 0, 0.1 to 0.1.3, amend paras. 1, 5, 6, 6.17.2.1, 16, 17, 17.1.7.1, 17.8.8, 17.8.8.1, 17.10.2, 17.11.4, and 17.13.2.3, insert new para. 14.1.4, and amend Annex 14 para. 6 to address vehicles of categories X and Y and conventional vehicles equipped with an Automated Driving System, extend application to vehicles without driver compartment and manual driving controls, clarify occupant compartment provisions, update electrical connection protection standards, and modify fault indication requirements to include logic signals to ADS and limp home mode activation.

Proposal to insert new paragraphs 0., 0.2. to 0.2.2. to introduce Supplement 1 to the 02 series of amendments taking into account vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend footnote 1 to paragraph 1. to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev. 8, and amend footnote 2 to paragraph 5.3.4.1. to reference Annex 3 to that document.

Proposal to insert new paras. 0. and 0.1. introducing Supplement 2 to account for vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, and amend para. 1., footnote 1, to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev. 8, para. 2.

Proposal to insert new paragraphs 0. and 0.1. to 0.1.2. introducing Supplement 10 to the 01 series of amendments to UN R97 to account for vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, to add footnote 1 at the end of paragraph 1.1., and to amend paragraph 32.4. regarding immobilizer setting procedures.

Proposal to insert new paras. 0., 0.1. to 0.1.2. introducing Supplement 1 to account for vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System, amend para. 1.1. to apply to vehicles of categories N₂, N₃, O₃ and O₄, amend para. 5.1.5.2. to require logic signal transmission to ADS indicating power system and/or control system failure, amend para. 5.1.7.2. regarding control unit positioning, amend para. 5.1.11. to require logic signal transmission to ADS indicating correct engagement of positive locking system, amend para. 5.1.13. to require logic signal transmission to ADS indicating maximum extension, amend paras. 13.3.1. and 13.3.2. regarding acoustic and optical signal requirements with “(if applicable)” qualifier, and amend Annex 4 paras. 2.2.1. to 2.2.3., 2.3.1. and 2.3.2., and 3.1. regarding vehicle testing procedures including provisions for ADS feature actuation of steering equipment.

For RCP systems based on detection of driver position and movement, the deactivation referred to in paragraph 5.6.1.1.3. shall be through a simple and obvious action that will be recognised by the system.

Proposal to establish a new UN Regulation on liquefied hydrogen storage systems (LHSS) for hydrogen-fuelled vehicles of categories M₂, M₃, N₂ and N₃, incorporating specifications for the LHSS, specific components including pressure relief devices and shut-off devices, and vehicle fuel system requirements with testing and approval procedures, based on GRSP/2025/41 and GRSP-78-15-Rev.1.

Proposal to establish uniform provisions for the approval of motor vehicles with regard to their Automated Driving Systems, covering vehicles of categories M₁–M₃, N₁–N₃, L₆ and L₇.

Proposal for a new UN Regulation on the approval of new pneumatic tyres of class C₁ conforming to UN R117 with regard to their tyre abrasion performance, excluding temporary-use spare tyres, tyres with rim diameter ≤13 or ≥25, competition tyres, tyres for vehicles of categories other than M₁–M₃, N₁–N₃, O₁–O₄, ice grip tyres, studded tyres, speed category less than 120 km/h, special use tyres, and road legal race tyres. Abrasion index limits are 1.00 for normal and snow tyres, with adjustments for specific groups. Approval requires marking with approval reference number and suffix (A1 or A2). Testing uses either vehicle test method on public open roads (~8000 km) or indoor drum test method (5044 km), with test facilities demonstrating equivalence per Annex 4. From 1 July 2028, stage 1 approvals required for new types; from 30 June 2030, all types. From 1 July 2033, stage 2 approvals required for new types; from 30 June 2035, all types. Until 1 July 2028, test results from tests performed

Proposal for a UN GTR on Automated Driving Systems to establish harmonized worldwide provisions for ADS safety, applying to vehicles of categories 1 and 2. It requires manufacturers to implement a Safety Management System, conduct multi-pillar validation (virtual, track, and real-world testing), document a comprehensive safety case demonstrating the ADS capability to safely perform the entire Dynamic Driving Task, and establishes a post-deployment monitoring and reporting framework to promote safety over the life of ADS vehicles.

Proposal to amend UN GTR No. 9 (Pedestrian safety). In Part B, chapter 6, paragraph 6.3.1.2.4., replace “675 Nm 25 Nm” by “a minimum of 650 Nm but no more than 850 Nm”. In Part B, chapter 8, paragraph 8.2.4.1., replace “675 Nm 25 Nm” by “a minimum of 650 Nm but no more than 850 Nm”.

Proposal to insert a new chapter P and paragraphs 247 and 248 establishing that supply lines for additional TPRDs are constructed from metallic materials with further investigation required for other materials in the next phase, and requiring manufacturers to provide handling procedures to ensure supply lines will not suffer damage or contamination during handling with removal from service of lines with unacceptable damage, exclude the drop test from the requirements at para. 51., and amend para. 81. (c) (i) to clarify that drop impact testing applies to containers without supply lines and valves with damage to supply lines or valves requiring replacement.

Proposal to amend UN R179 Supplement 1:

• Modify the scope to include vehicles of category N₂ between 3.5 and 5 tonnes maximum mass at manufacturer request
• Add abbreviations and definitions including “Category M₁ vehicle”, “Mass in running order”, “Service brake”, “Brake calliper”, “User-selectable mode”, “ADS user”, and “Vehicle user”
• Amend the reference method to require testing on WLTP-Brake cycle using UN R154 compliant chassis dynamometer with external sensors for brake torque
• Specify vehicle selection procedures for testing user-selectable modes resulting in lowest recuperation with possible exemptions for very special limited purposes modes

Proposal to add new provisions defining terms related to automated driving systems (including Dynamic Driving Task, Automated Driving System, Operational Design Domain, and ADS feature), amend definitions of direction-indicator lamps, adaptive main beam, switching and activation functions, and movable components, insert definitions of direction indicator projectors and projections, add general and special requirements for direction indicator projections including patterns, luminous intensity limits, electrical connections, and operational constraints, amend requirements for vehicles equipped with an Automated Driving System including control of lighting functions, automatic operation provisions, testing methods, and applicability of driver-related requirements to categories X and Y vehicles, modify provisions for headlamp control, dipped-beam adjustment, fog lamp adaptation, reversing lamps, and Adaptive Front-lighting Systems to accommodate ADS operation, insert new communication form items for direction indicator projections and ADS presence, amend loading conditions in Annex 5 to reference seating position 1 instead of driver’s seat and add provisions for categories X and Y vehicles, retitle Annex 14, and insert new Annex 18 specifying chevron as the basic element for direction indicator projections in amber colour, effective upon entry into force as Supplement 4 to the 09 series of amendments.
