This proposal is to add Component and Separate Technical Units (STU) approvals regulatory supplement to the UN Regulation No. 159 for “Uniform provisions concerning the approval of motor vehicles with regard to the Moving Off Information System for the Detection of Pedestrians and Cyclist”
.

The Special Interest Group on Component & Separate Technical Units (SIG-C&STU) proposes amendments to UN R159, UN R158, UN R151, and UN R166 to add Component and Separate Technical Unit approvals. For UN R159, the proposal introduces a universal functional block structure separating Detection, Control, and Human Machine Interface functions, with Component or Separate Technical Unit fulfilling Detection and Control as minimum requirements. The regulation is restructured into three parts: vehicles without approved Component or Separate Technical Unit, vehicles with approved Component or Separate Technical Unit, and Component or Separate Technical Unit specifications. UN R158 adds new devices for Rear-View Camera Systems and Detection Systems to Part I, with corresponding installation requirements in Part II. The group requests written comments within four weeks and plans submission to Working Party 29 in June 2026.

Proposal to amend UN R159 to insert new paragraphs 0.8. and 0.8.1. to 0.8.32. addressing vehicles of categories X and Y with Automated Driving Systems. The Regulation is amended to clarify that Moving Off Information Systems are only required when a driver is in control and that vehicles without manual driver control capability are not required to comply. Paragraph 1.1. is amended to apply to vehicles of categories M₂, M₃, N₂ and N₃. Paragraph 1.3. is amended to exempt vehicles of category Y and vehicles of category X without manual on-board operation capability. Various other paragraphs and annexes are amended accordingly. This proposal amends and supersedes ECE/TRANS/GRSG/2026/12.

This proposal allows for Separate Technical Units (STU) or Components
approvals: The Industry may need a regulatory tool to approve STU or
Components and vehicles equipped with STU or Components because the
same technology can sometimes be fitted to various families or categories of
vehicles or is largely independent of a vehicle. Such mechanism will help
streamlining the approvals of vehicles and hence the introduction of safety
technologies on the market.

Proposal from the VRU-Proxi informal group to allow some vehicle configurations for which MOIS may not work correctly (e.g.: because of the vehicle body, the vehicle use) to not fulfil the requirements of the MOIS as long as they are not ready to drive off or during operation of incompatible auxiliary equipment if it is agreed by the Type Approval Authority.

All major amendments address the test tolerances of the subject vehicle and the test target only. They do not affect the Moving Off Information System safety requirements, however increased the system robustness and ensure the feasibility of physical test conditions and vehicle characteristics.

There are some vehicle configurations for which MOIS may not work correctly (e.g.: because of the vehicle body, the vehicle use). This proposal would exempt these vehicles from the MOIS requirements as long as they are not ready to drive off or during operation of incompatible auxiliary equipment if it is agreed by the Type Approval Authority.
