The expert from the Kingdom of the Netherlands, on behalf of the IWG on Event Data Recorder/Data Storage System for Automated Driving (EDR/DSSAD), introduced the IWG status report (GRSG-131-14) and presented document GRSG-131-06, reflecting the outcome of the IWG’s work under the “Step 2” workstream and proposing new requirements. The expert from OICA supported the proposal but indicated that additional data would be needed. The expert from AAPC underlined that EDR was not intended as a research tool, while the expert from the European Commission noted that the work presented in GRSG-131-14 was aligned with European Union legislation.
28. The expert from Japan suggested considering appropriate transitional provisions. The expert from Germany supported the inclusion of data elements related to Advanced Driver Distraction Warning (ADDW), Driver Drowsiness and Attention Warning (DDAW), and Driver Control Assistance Systems (DCAS), with an extended pre crash recording period, noting that these systems are already implicated in real world accidents and give rise to new accident causation factors related to human-machine interaction. The expert from France supported the proposal to define suitable transitional provisions. The expert from OICA expressed concerns regarding the clarity of next steps and the scope of EDR coverage, noting differing views among GRSG experts on the use of system status data for accident analysis. The expert from the United Kingdom of Great Britain and Northern Ireland called for additional discussion time, longer transitional provisions, and further research in crash investigation.
29. The expert from the United States of America thanked the Netherlands and Japan for their leadership in co-chairing the EDR/DSSAD Informal Working Group, as well as all participants for their continued efforts and hard work in reaching consensus on UN Regulation 169 on EDR for Heavy Duty Vehicles. As one of the co-chairs of the informal working group, the United States of America supports the series of Amendments to UN Regulation No. 160 going back to the EDR/DSSAD informal working for further discussion about the data elements and collection to reach a consensus before being considered at GRSG.
30. The expert from the Kingdom of the Netherlands took note of the comments received and announced that a revised proposal would be submitted by the IWG by the deadline for official document submission for the October 2026 GRSG session.
