Proposal to insert a new sub-paragraph 5.6.1.1.4.1 to establish exemptions for Automatically Commanded Steering Function Category A functions designed for off-road low-speed vehicle recovery manoeuvres, and amend para. 5.6.1.2.7 to increase the specified maximum Remote-Control Parking operating range from 6 m to 15 m.

Proposal to amend para. 5.1.6.3.4. to specify that the intervention shall generate the signal to activate hazard warning lights and to clarify that for verification of timing requirements applicable to Risk Mitigation Functions, the signal to activate hazard warning lights is deemed to start the intervention, and amend Annex 8, para. 3.6.1.(b) to specify that the signal to activate hazard warning lights is generated at the earliest five seconds after the warning signal specified in para. 5.1.6.3.2. has been generated.

Proposal to improve the repeatability of tests and verifications, including:

• Insert a new para. 5.1.12. requiring that manufacturers provide information on the method by which the initiation signal of any system intervention required by the Regulation can be objectively identified and retrieved, including specific flags, status bits, or event codes on in-vehicle networks, and that manufacturers provide clear instructions and all necessary tools for the technical service to extract and interpret the signal, with the procedure for identifying the initiation of the system intervention and corresponding data appended to the test report.

Proposal to amend Annex 3, paragraph 1.1.1. to delete the sub-paragraph referring to bedding of brake linings according to manufacturer’s instructions. A defined bedding procedure of brake linings was introduced in paragraph 1.1.2. of Annex 3 with Supplement 9 to the 01 series of amendments to UN Regulation No. 90. The last sub-paragraph of paragraph 1.1.1 had not been deleted in Revision 2 and 3 of UN Regulation No. 90, leading to different interpretations of the bedding procedure, which this proposal resolves.

Proposal to amend para. 2.14. to insert a footnote clarifying that the road surface friction coefficient of 1 for sufficient nominal Peak Braking Coefficient (PBC) is understood to be a minimum value. This document is based on working document GRVA/2026/21 as amended by informal document GRVA-25-36.

Proposal based on informal document GRVA-25-43 to amend Annex 4, para. 3.5.1. to require the manufacturer to demonstrate to the Type Approval Authority at least every three years that the safety management system continues to comply with requirements for software and hardware employed in the system. This amendment applies the same principle regarding Safety Management System compliance as specified in UN Regulation No. 171 on Driver Control Assistance Systems.

Proposal to insert para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Party territories to provide information on traffic rules identification, territory-specific testing, and contact details, insert paras. 4.8. to 4.8.6. establishing procedures for granting approval authorities to inform and consult receiving approval authorities at least 30 days before approval, allow receiving authorities 30 days to comment on regulation interpretation, require dispute resolution under Article 10 and Schedule 6 of the 1958 Agreement, and insert footnote [Y] stating these provisions shall be kept under periodic review by GRVA for amendment as necessary.

Transport Canada presented ACPE research testing comparing three vehicles—2025 Tesla Model 3, 2025 Subaru Forester, and 2025 Toyota Crown Signia—against UN R175 minimum performance requirements and real-world pedal misapplication crashes. Analysis of 14 EDR data cases revealed none would require ACPE intervention under current R175 criteria. Testing included UN R175 procedures and recreation of six real-world crash scenarios. Proposed 2026 research includes investigating radar signatures of wall structures, obstacle distances exceeding 1.5 metres, accelerator pedal application rates and travel, and false positive test procedures.

Proposal to establish a new UN Regulation transposing UN GTR No. 24 into uniform provisions concerning approval of non-original and identical replacement brake parts (brake pads, drum brake linings, brake discs, and brake drums) with regards to particle emissions. The regulation applies to vehicles of category M₁, N₁, and N₂ between 3.5 and 5 tonnes maximum mass. Replacement brake parts must comply with particle emission limits, with emission factors calculated using test wheel load and friction braking share coefficient for the brake emissions family parent. Approval marks must be affixed to approved parts, and conformity of production shall be verified through sampling and testing procedures.

The Informal Working Group on Advanced Emergency Braking System held its 2nd meeting on 18 June 2026. Australia had submitted documents GRVA/2026/21 and GRVA-25-36 proposing amendments to UN R152. For para. 2.14, the group agreed to insert a footnote stating “this value is understood to be a minimum value,” with a working document to be prepared for next GRVA. For para. 5.2.1.1, Australia withdrew its proposal to remove the 0.8s TTC warning condition after safety concerns were raised. CLEPA-OICA, UK and Australia will prepare a clarification proposal for next GRVA.

Proposal to amend GRVA/2026/26, based on GRVA-25-18, insert new para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Parties to provide summaries of how traffic rules were identified and assessed, specific testing carried out, and a single point of contact, insert new paras. 4.8. to 4.8.6. establishing approval procedures requiring the granting approval authority to inform receiving approval authorities at least 30 days before approval with manufacturer information and safety statements, permit receiving authorities 30 days to provide comments, require disputes to be settled under the 1958 Agreement, and apply these requirements mutatis mutandis to extension approvals, and insert footnotes [Y] and [X] providing for periodic review and specifying contact methods via WP.29/343 online platform or document.

Proposed changes to align RxSWIN provisions with the RxSWIN template adopted through WP.29-197-06, remove the proposed requirement to comply with UN R156/01 or later from R157 and R171, remove amendments to UN R155 as decided by the IWG CS/OTA, apply the RxSWIN amendments also to earlier series of amendments in R13, R13-H, R79, R131, R152, R157, and R171, update references to the latest version of R.E.3, ECE/TRANS/WP.29/78/Rev.8, in earlier series, and correct paragraph references and improve structure in R89, R139, R140, R155, R156, and R171.

Proposal to amend GRVA/2026/27, which proposes amendments to UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R139, UN R140, UN R152, UN R156, UN R157, UN R171, UN R175, and UN R178:

• Throughout these regulations, amend references to the Consolidated Resolution on the Construction of Vehicles (R.E.3) as document ECE/TRANS/WP.29/78/Rev.8,

• insert new items in annexes regarding additional information on software identification and software updates including R_xSWIN identification, whether held on vehicle, how to read if not held on vehicle, and relevant parameters for vehicle identification.

Proposal to amend para. 5.3.3.2. to clarify steering capability following control transmission failure, and amend para. 6.1.1. to permit testing outside the standard ambient temperature range of 0 °C to 45 °C at the manufacturer’s request and with Technical Service agreement, provided performance requirements are still met.

Proposal to amend para. 5.3.3.2. to clarify that in case of control transmission failure, excluding certain parts, steering with the performance laid down in para. 6. shall remain possible for the intact steering system, and amend para. 6.1.1. to permit testing above or below the specified ambient temperature of 0 °C to 45 °C at the manufacturer’s request and with Technical Service agreement, provided performance requirements are still met.
