UN R13 and UN R78 establish different brake system requirements for 4-wheel vehicles. R13H requires split service brake systems with front/rear proportioning; R78 permits split service brake systems, combined brake systems, or two separate service brake systems without proportioning requirements. Type-O dry braking tests differ: R13H requires engine disconnected at 100 km/h with stopping distance 0.1v + 0.0060 v² and MFDD 6.43 m/s²; R78 specifies multiple tests at 40, 60, and 100 km/h with varying requirements. Type-I brake fade tests use different snub protocols and performance thresholds. Secondary braking failure criteria differ at specified speeds. R78 requires wet brake testing, a 30 km/h dynamic park brake test with 18% gradient and 5 minutes hold time; R13H specifies static gradient tests. R78 includes detailed ABS, functional safety, and regenerative braking requirements; R13H does not. |

Regulation No. 53 currently allows for the activation of the stop lamp by application of the brakes only. As already presented at a session of the Working Party on Lighting and Light-Signalling (GRE) (see ECE/TRANS/WP29/GRE/2015/42), IMMA is proposing to introduce the activation of stop lamps under more conditions than the application of the service brake only, e.g. also by regenerative braking. As noted in the report of seventy-fourth session of GRE, see ECE/TRANS/WP29/GRE/74, para. 30: “the proposal might need to be accompanied by a modification of Regulation No. 78 under GRRF.” Therefore, IMMA has prepared this proposal for Regulation No. 78. A revised corresponding proposal on Regulation No. 53 will also be submitted to the October 2017 session of GRE. |

There had been an interpretation that for systems with two service brakes each brake had to meet the requirements which would result in higher stringency levels than intended by the requirement for single brake systems. The proposal also clarifies the parts of the braking system that should be considered with respect to hydraulic brake and mechanical transmissions and further clarifies that the test procedures are designed to simulate a brake failure rather than produce one. |

However, India believes the application of the amendments to three-wheelers requires additional consideration. Therefore, in order to proceed with amendments concerning CBS for two-wheelers, India proposes changes to the proposed text in order to allow further consideration of three-wheelers. |

Text prepared by the International Organization of Motor Vehicle Manufacturers (OICA) to introduce the concept of “revision of approvals” into the UN Regulations under GRRF responsibility in order to align the UN Regulations with the EU Whole Vehicle Type Approval Directive 2007/46/EC in order to ease the administrative burden for both manufacturers and approval administrations regarding the extension of existing approvals. |
