14. The expert from Japan outlined (with GRSP-73-29) the development of his proposal (GRSP-73-28-Rev.1 superseding ECE/TRANS/WP.29/GRSP/2022/3) to limit the slack of the safety-belt buckle in rear seats to improve occupant safety. He said that the group of interested experts had met twice and had agreed to further testing of: (a) the test method of the buckle strap assembly and of (b) the test of the effect of the pre-tensioner on the forward movement of the rear seat occupant. GRSP agreed to resume discussion at its December 2023 session based on a revised document. GRSP experts were requested to provide comments to the expert from Japan on GRSP-73-28-Rev.1, who would submit a revised official proposal by the deadline.

55. The expert from Japan, organizer of the workshops on the implementation of UN Regulation No. 155 presented GRVA-15-28, listing the questions raised as well as the provided answers and comments by the participants. He proposed that the table could be turned into an official working document in the near future. The experts from France, Germany and Italy expressed support for these activities and suggested that the table could be appended to the interpretation document on UN Regulation No. 155.
56. The expert from Canada mentioned that his Country issued Canada’s Vehicle Cyber Security Assessment Tool (VCAT), a voluntary self-assessment tool developed to help vehicle manufacturers and Tier 1 and 2 suppliers assess the cyber security performance and resilience of their vehicles and vehicle components.
57. GRVA expressed its hope for the development of a UN GTR in that field and welcomed insights and experience sharing.
58. The expert from China recalled the purpose of the workshop on cyber security organized with the contracting parties to the 1958 and 1998 Agreement which provided useful information. He suggested to continue such an exchange.
59. GRVA welcomed the report (GRVA-15-27) on the outcomes of the workshops on implementation of UN Regulation No. 155, provided by the expert from Japan.
60. GRVA welcomed the continuation of workshops related to the implementation of UN Regulations Nos. 155 and 156. Given the existing document (GRVA-15-28) for the purpose of the 1958 and 1998 Agreement and the increasing global cooperation in the field of cyber security and software management, GRVA also encouraged the organization of workshops for the contracting parties of both Agreements.

63. The expert from the Japanese National Traffic Safety and Environment Laboratory presented GRVA-14-46, reporting on the outcome of workshops on the implementation of UN Regulation No. 155. He recalled the purpose of these workshops, gathering Type Approval Authorities and Technical Services nominated by the contracting parties of the 1958 Agreement. He explained that the outstanding issue discussed by the group was the conditions for acceptance of foreign cyber security management system certificates in the contexts of multi-brand projects and multi-stage type approval. GRVA noted that the workshop activities would come to an end soon and discussed the potential need for similar activities related to UN Regulation No. 156 and software update management systems. GRVA welcomed the report received and noted that the work could result in an amendment proposal to the interpretation document for UN Regulation No. 155 or draft amendments to UN Regulations that could be reviewed by IWG on CS/OTA before submission to GRVA.

62. The expert from the Japanese National Traffic Safety and Environment Laboratory presented GRVA-14-07, summarizing the outcome of the workshop on Vehicle Cyber Security, organized for the contracting parties of the 1958 and 1998 Agreements by NTSEL and the secretariat, upon request of GRVA (ECE/TRANS/WP.29/GRVA/13, paras. 48-50). GRVA noted the workshop conclusions: (a) the main impact of UN Regulation No. 155 was due to the Threat Analysis and Risk Assessment (TARA) related requirements, (b) Annex 5 should not become the primary focus or the checklist otherwise the consequence could be a less effective impact of the requirements. GRVA welcomed this report. GRVA agreed on the possibility of organizing another workshop for the contracting parties of the 1958 and especially 1998 Agreements, if requested by a contracting party.

45. The expert from Japan, co-organizer (together with the secretariat) of 10 workshops on the implementation of UN Regulation No. 155, reported on recent activities (GRVA-13-16). He highlighted one of the key elements discussed during the workshops related to CSMS in the case of collaborations between two manufacturers or in the case of a product sold under several brands. GRVA thanked Japan and the Secretary for these efforts to build capacity and support uniform application of the Regulation.
46. GRVA noted the importance of these activities, supporting the uniform application of UN Regulations by the Contracting Parties and allowing exchange among the type approval authorities. GRVA noted the limit of virtual meetings for such activities and encouraged the organizers to consider some in-person sessions. GRVA also noted that the outcome of this work could form the basis for future amendments to the Interpretation document of UN Regulation No. 155.
47. The expert from OICA welcomed these activities and offered potential contributions of the industry if some sessions would be open for participation by industry. GRVA agreed to consider the organization model used during the first session, held on 8 July 2021.

11. The expert from Japan introduced ECE/TRANS/WP.29/GRSP/2021/19 on the safety-belts of seat positions equipped with the lower ISOFIX anchorages. He also introduced presentation GRSP-70-32 highlighting that the maximum values of pelvis acceleration and lap belt force of rear dummies were larger than those of front dummies. The expert from OICA introduced GRSP-70-25 showing that data from the expert of Japan showed that for booster seats secured by both safety-belt and ISOFIX could cause slack in the belt system which leads to increased dummy loadings. Therefore, he suggested that booster seats with ISOFIX attachments should be type approved according to UN Regulation No. 129 as “specific to vehicle” and not as “universal” or “i-Size”. GRSP agreed to resume discussion on the proposal at its May 2022 session.

46. The expert from Japan, co-organizer of the workshop on the implementation on UN Regulation No. 155 that took place on 8 July 2021, introduced GRVA-11-18, explaining the purpose of the workshop and reporting on the outcomes of this workshop.
47. The expert from France announced that their Approval Authority was going to issue a Cyber Security Management System Certificate of Conformity. GRVA clarified that the activities performed under the workshop on the implementation of UN Regulation should not stop Contracting Parties to issue type approvals.
48. GRVA agreed that the secretariat together with National Traffic Safety and Environment Laboratory (Japan) organize further workshops on the implementation of UN Regulation No. 155.
