Agenda for the 132nd session of the Working Party on General Safety Provisions, scheduled 28 September to 2 October. The session will address amendments to UN R107, UN R43, UN R46, UN R67, UN R110, UN R116, UN R161, UN R162, UN R163, UN R151, UN R158, UN R159, UN R166, UN R121, UN R122, UN R125, UN R0, UN R160, UN R169, UN R58, UN R105, UN R73, UN R39, and UN R58. The session will also cover vehicle automation, periodical technical inspections, driver distraction and drowsiness warning systems, and door open warning systems.

Proposal to amend para. 22.33.5. to expand the list of series of amendments under which type approvals remain valid to include the 02 and 03 series, provided the transitional provisions of the respective preceding series permit it.

Proposal to amend para. 2.7. and Figure 1a to clarify the definition of external original surface, insert new para. 2.10. to define protruding support, insert new para. 2.11. to define opaque obscuration, amend para. 6.1.1.6. to reference the external original surface and Figure 1a, amend para. 6.1.1.9. to specify mounting height requirements for mirrors, insert new para. 6.1.1.10. to establish requirements for protruding supports when the device is in folded position, amend para. 6.2.2.1.4. regarding hardness exemptions for camera and monitor parts, amend para. 6.2.2.1.5. to add exemptions for interior components and clarify CMS requirements, insert new para. 6.2.2.1.6. to clarify CMS mounting height requirements, amend para. 6.3.2. to specify exterior devices not requiring impact testing, amend para. 6.3.2.1.1. and Figure 1c regarding pendulum test rig specifications, amend para. 6.3.2.2.5. to address displacement of impact point, amend para. 12.6. to define ocular reference point, insert new para. 12.10. with a table listing devices not required for overall width determination, amend para. 15.1.4. regarding fields of vision establishment, amend para. 15.2.2.6. regarding projection limits for devices less than 2 m high, amend para. 15.2.4.4.2. and Figure 7 regarding wide-angle view device specifications, amend para. 15.2.4.9.1. to clarify obstruction calculations for Class I devices, amend para. 15.2.4.9.2. to address obstruction limits for Classes II through VII, amend para. 16.1.1.3. to establish overlay requirements, amend para. 16.1.1.3.1. to define safety-related rearward indirect vision information, amend Annex 5 approval mark examples to reflect the 08 series, reorganize transitional provisions in para. 22, delete former para. 22.24., 22.25., 22.31., 22.32., 22.33.6., and 22.33.7., renumber existing transitional provision paragraphs, and insert new para. 22.347. with transitional provisions for the 08 series specifying that as from 1 September 2030, Contracting Parties shall not be obliged to accept type approvals to preceding series first issued after that date, and as from 1 September 2032, shall not be obliged to accept type approvals to any preceding series.

Proposal to amend para. 2.3. to clarify that devices mandated by other UN Regulations are not seen as surveillance camera-monitor-recording devices if not explicitly mentioned in the respective other Regulation. The definition has existed since Supplement 2 to the 04 series entered into force on 18 June 2016. Camera-based systems have become widely used for fulfilling reversing motion monitoring requirements of UN R158, creating unintended regulatory overlap. The 07 series of amendments clarified this distinction, but the 06 series did not. The proposal introduces the same clarification into the 06 series and improves legal certainty and consistency across amendment series without introducing new technical requirements or affecting the current level of safety.

Proposal to:

• Amend para. 6.2.2.1.4. to exempt parts of the camera and the monitor installed outside the vehicle which are made of a material with a Shore A hardness of less than 60 from the relevant provisions,
• Amend para. 6.2.2.1.5. to apply requirements of para. 6.2.2.1.1. only to the support for parts of the camera and the monitor installed inside the vehicle which are made of a material with a Shore A hardness of less than 50 and which are mounted on a rigid support,
• Insert a new para. 6.2.2.1.6. to provide that the requirements of para. 6.2.2.1.1. do not apply to CMS if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass,
• Amend para. 22.33.5. to provide that Contracting Parties shall continue to accept type approvals issued according to the 04, 05 and 06 series of amendments to this Regulation for vehicles and devices for indirect vision which are not affected by changes introduced by the 07 series of amendments.

Proposal to amend para. 6.2.2.1.4. to delete “For”, amend para. 6.2.2.1.5. to clarify that requirements apply only to the support for parts made of material with Shore A hardness of less than 50 mounted on rigid support, and insert new para. 6.2.2.1.6. establishing that requirements do not apply to CMS with lower edge mounted not less than 2 m above the ground when vehicle is under load corresponding to its maximum technical permissible mass.

Proposal to amend para. 6.2.2.1.4. to delete “For”, amend para. 6.2.2.1.5. to specify that requirements of para. 6.2.2.1.1. apply only to the support for parts made of material with Shore A hardness of less than 50 and mounted on rigid support, and insert new para. 6.2.2.1.6. stating requirements of para. 6.2.2.1.1. do not apply to camera monitor systems if their lower edge is mounted not less than 2 m above ground when vehicle is under maximum technical permissible mass load, based on ECE/TRANS/WP.29/GRSG/2026/28.

• Insert new para. 6.1.1.9. exempting mirrors with lower edge mounted not less than 2 m above ground at maximum technical permissible mass from requirements of para. 6.1.1.3.,
• Amend para. 6.2.2.1.2. to specify requirements for external surface parts protruding less than 5 mm with blunted outward facing angles,
• Insert new para. 6.2.2.1.2.1. permitting dimension of projection determination by direct measurement or drawing reference,
• Insert new para. 6.2.2.1.2.2. establishing measurement by maximum variation of 100 mm diameter sphere distance,
• Amend para. 6.2.2.1.3. to exempt fixing holes or recesses with diameter or longest diagonal less than 12 mm from radius requirements if blunted,
• Amend para. 6.2.2.1.4. to exempt camera and monitor parts installed outside vehicle made of material with Shore A hardness less than 60,
• Amend para. 6.2.2.1.5. to limit requirements for internal camera and monitor parts made of material with Shore A hardness less than 50 mounted on rigid support to support only,

Proposal to amend para. 6.1.1.3. to specify radius of curvature requirements for mirror parts in potential static contact with spheres of specified diameters, and insert new para. 6.1.1.9. providing an exemption from para. 6.1.1.3. requirements for mirrors with lower edges mounted not less than 2 m above ground at maximum technical permissible mass. Proposal to:

• Amend para. 6.1.1.2. to differentiate rearview mirror edge requirements between Classes II to VII and Class I,
• amend para. 6.1.1.3. to specify radius of curvature requirements for mirror parts in static contact with spheres,
• amend para. 6.1.1.4. to clarify requirements for protruding parts and introduce a method for determining projection dimensions,
• insert new para. 6.1.1.4.1. to permit determination of component projection either directly or by drawing reference,
• insert new para. 6.1.1.4.2. to specify measurement by maximum sphere distance variation for non-convex surfaces with Figure 1 example,
• amend para. 6.1.1.5. to exempt edges of fixing holes or recesses with diameter or longest diagonal less than 12 mm,

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,

Proposal to account for vehicles of categories X and Y and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, clarify scope exclusions, define “Safety Concept,” update references to the Consolidated Resolution on the Construction of Vehicles, establish that indirect vision requirements do not apply during active ADS features, and permit alternative requirements for category X vehicles with on-board manual operation not using a driver’s seat.

Proposal to amend and supersede document ECE/TRANS/GRSG/2025/20 as amended by GRSG-130-65. This document amends and supersedes ECE/TRANS/GRSG/2025/20 as amended by GRSG-130-65. Supplement 1 to the 07 series of amendments to UN R46 (Indirect vision) is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode equipped with an Automated Driving System. The scope is updated to exclude vehicles of category Y from the Regulation, since such vehicles do not have a driver and therefore do not need to provide indirect vision.

Proposal to clarify opaque obscuration in indirect vision devices. The proposal inserts a definition of opaque obscuration and amends paragraph 15.1.4 to correct a reference to UN R43, Annex 24 rather than Annex 21. Paragraph 15.2.4.9.1 is amended to exclude areas of opaque obscuration from obstruction calculations for Class I rear-view devices, treating them similarly to mandatory rubber sealings used for window mounting.

Proposal to amend GRSG/2026/30. This document proposes amendments to UN Regulation No. 46 to clarify definitions and requirements for devices for indirect vision. The amendments include revised definitions of external original surface, protruding supports, housing, and arm; clarifications to paragraphs 6.1.1.10 and 6.2.1.4 regarding projection limits in folded positions; modifications to paragraph 15.2.4.9.2 concerning obstruction and horizon visibility; and amendments to paragraph 16.1.1.3.1 addressing safety-related rearward indirect vision information.

Five documents propose amendments to UN R46 series 02-07 to align requirements with UN R26 and UN R61, particularly regarding soft parts of camera monitoring systems and mirrors based on Shore A hardness. The 05 series introduced alignment requirements; harmonization is proposed for earlier series with existing approvals.
