Agenda item 4. (a) UN Regulation No. 46 (Devices for Indirect Vision)

Proposal to amend UN R46 regarding external surfaces, mirror positioning, camera and monitor requirements, impact testing, and indirect vision devices:

Amend para. 2.7. and Figure 1a to define external original surface,
Insert new paras. 2.10. and 2.11. defining protruding support and opaque obscuration,
Amend para. 6.1.1.9. and insert new para. 6.1.1.10. regarding folded mirror position requirements,
Amend para. 6.2.2.1.5. and insert new paras. 6.2.1.4. and 6.2.2.1.6. regarding camera and monitor materials and folded position requirements,
Amend para. 6.3.2. regarding impact test exemptions,
Amend para. 6.3.2.1.1. and Figure 1c regarding test rig specifications,
Amend para. 6.3.2.2.5. regarding impact point displacement,
Amend para. 12.6. to add abbreviation for ocular reference point,
Insert new para. 12.10. defining overall width of vehicle with table of devices not required to be taken into account,
Amend para. 15.1.4. regarding light transmission factor reference,
Amend para. 15.2.1.2. regarding mirror mounting,
Amend para. 15.2.4.4.2. and Figure 7 regarding wide-angle view device,
Amend para. 15.2.4.9.1. regarding rear-view device obstruction,
Amend para. 15.2.4.9.2. regarding Classes II through VII devices,
Amend para. 15.2.6.6. regarding device projection limits,
Amend paras. 16.1.1.3. and 16.1.1.3.1. regarding safety-related indirect vision information,
Amend para. 16.3.2. regarding exterior surveillance cameras,
Delete footnote 2 in Annex 2,
Insert new para. 22.34. with transitional provisions effective 1 September 2030 through 1 September 2032,
Amend Annex 5 approval mark examples to reflect 08 series amendments.

9. The expert from Germany, Chair of the Task Force on UN Regulation No. 46, presented the status report of the Task Force (GRSG 131 09). She also introduced documents ECE/TRANS/WP.29/GRSG/2026/25, ECE/TRANS/WP.29/GRSG/2026/26, ECE/TRANS/WP.29/GRSG/2026/27, ECE/TRANS/WP.29/GRSG/2026/28 and ECE/TRANS/WP.29/GRSG/2026/29, which propose a common alignment of UN Regulation No. 46 with UN Regulations Nos. 26 and 61 through the 02 to the 07 series of amendments to UN Regulation No. 46.
10. In light of document GRSG 131 12, submitted by the expert from Japan and amending ECE/TRANS/WP.29/GRSG/2026/30, the expert from Germany suggested that this proposal be reconsidered by the Task Force. At the same time, the expert from OICA introduced document GRSG 131 13, intended to clarify issues related to areas of opaque obscuration. GRSG agreed to forward this latter proposal to the Task Force for consideration.
11. GRSG adopted the following documents without amendment:
(a) ECE/TRANS/WP.29/GRSG/2026/25, as draft Supplement 06 to the 02 Series of Amendments to UN Regulation No. 46;
(b) ECE/TRANS/WP.29/GRSG/2026/26, as Supplement 04 to the 03 Series of Amendments to UN Regulation No. 46;
© ECE/TRANS/WP.29/GRSG/2026/27, as Supplement 10 to the 04 Series of Amendments to UN Regulation No. 46;
(d) ECE/TRANS/WP.29/GRSG/2026/28, as Supplement 02 to the 05 and 06 Series of Amendments to UN Regulation No. 46;
(e) ECE/TRANS/WP.29/GRSG/2026/29, as Supplement 2 to the 07 Series of Amendments to Regulation No. 46.
The secretariat was requested to submit the above proposals to WP.29 and to the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their November 2026 sessions.
