Proposal to insert provisions on Software Identification Numbers and software updates across UN R13, R13-H, R79, R89, R130, R131, R152, R155, R156, R157, R171, R175, and R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7 paragraph 2, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance with test reports, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered vehicles from new vehicles where type approval regulations are updated or hardware changes occur in series production with test duplication avoided where possible, clarifying that production is not considered definitively discontinued if manufacturers obtain subsequent extensions for software updates of registered vehicles, renumbering and inserting new items in approval communication annexes for R13SWIN, R13-HSWIN, R79SWIN, R89SWIN, R130SWIN, R131SWIN, R152SWIN, R155SWIN, R157SWIN, R171SWIN, R175SWIN, and R178SWIN information including whether held on vehicle and relevant parameter identification lists, and amending R157 and R171 to align software update requirements with R156 technical specifications and transitional provisions.

Proposal to amend Annex 16, para. 9.6. to clarify the endurance test procedure for pressure regulators and vaporizers by specifying that the outlet of the regulator shall be plugged during cycling of the inlet pressure from 100 per cent to 50 per cent of classification pressure at room temperature and at high and low temperatures. The regulator shall withstand 50,000 cycles without failure and remain leak proof after testing at temperatures of −20 °C, room temperature, and +120 °C.

Proposal to amend UN R73 to correct paragraph references:

• Amend para. 12.1. to correct paragraph references from 12.4.3. and 12.4.4. to 12.4.2. and 12.4.3.,
• Amend para. 15.1. to correct paragraph references from 15.2.3. and 15.2.4. to 15.2.2. and 15.2.3.,
• Amend Annex 3, para. 2.4. to correct the paragraph reference from 2.8. to 12.10. and insert clarifying language [of this regulation].

Proposal to amend Annex 4D, para. 2.4., to clarify the endurance test procedure for CNG pressure regulators by specifying that the outlet of the regulator shall be plugged during the cycling of inlet pressure from 100 per cent to 50 per cent of service pressure at room temperature. The regulator shall withstand 50,000 cycles without failure and be leak proof at specified temperatures upon test completion.

Proposal to insert new para. 5.2.1.1. stating that fonts shown in Table 1 are not intended to be restrictive and other fonts may be substituted if legibility is maintained, and amend Table 1, Note No. 20 to delete the statement that the font of the letters “OFF” or “ESC OFF” is not intended to be restrictive.

• Insert new title establishing a three-part regulatory structure for Moving Off Information Systems approvals,
• amend and renumber paragraphs throughout to reorganize content into Part I (vehicles regarding MOIS), Part II (vehicles regarding MOIS installation of approved Component or Separate Technical Unit), and Part III (MOIS Component or Separate Technical Unit),
• insert new paragraphs defining approval types and vehicle/component/STU classifications,

Proposal to amend para. 2.5. to change “a potential” to “an imminent” forward collision, insert new paras. 2.48. and 2.49. defining “Non-volatile memory” and “Volatile memory” respectively, and amend para. 5.3.1.2. to permit the EDR to write captured data from Last Stop trigger threshold criterion (a) in volatile memory only, with transfer to non-volatile memory upon occurrence of any other trigger of para. 5.3.1. or deactivation of vehicle master control switch, effective upon entry into force of Supplement 2 to UN R169.

Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

DSSAD data, whether stored on or off the vehicle, shall be readily available and retrievable through an electronic communication interface that complies with a publicly available standard, with internationally recognized standards recommended to promote interoperability. Data elements concerning activation and deactivation of the feature shall be available via the vehicle’s information display or user interface where controls related to manual performance of the DDT are provided, with access to timestamps subject to restrictions ensuring compliance with data protection requirements.

Proposal to insert new definitions for Child Restraint System, ISOFIX position, and i-Size seating position, insert new para. 7.7.8.7 requiring pictograms for ISOFIX-seating positions, i-Size-seating positions, and rearward-facing passenger seats, insert new paras. 10.42 to 10.42.7 establishing transitional provisions with entry into force from the official date, mandatory application from 1 September 2030, and acceptance of prior series until 1 September 2032, and add new figures 33, 34, and 35 to Annex 4 specifying pictogram requirements.

The 9th STCBC Task Force session convenes on 17 June 2026 from 14:30h to 16:30h CET via TEAMS meeting. The agenda includes welcome and meeting arrangements, adoption of the agenda, feedback from GRSP, and amendments to UN R107, UN R173, and UN R145. The next meeting will be scheduled.

Proposal to insert new definitions for Child Restraint System, ISOFIX position, and i-Size seating position, insert new paragraph 7.7.8.7 establishing requirements for Child Restraint Systems including pictogram specifications for ISOFIX-seating positions, i-Size-seating positions, and rearward-facing passenger seats, insert new paragraphs 10.42 to 10.42.7 establishing transitional provisions effective from the official date of entry into force and 1 September 2030, and add new figures 33, 34, and 35 to Annex 4 specifying pictogram requirements.

Proposal to amend para. 2.5.2. to change the lower vertical datum point from 5 above the horizontal to 4 above the horizontal, and amend Figure 3 to reflect this adjustment. The modification harmonizes the location of the lower datum point with the angle of obstruction requirement and resolves an inconsistency in UN Regulation No. 43.

Proposal to insert definitions for Child Restraint System, ISOFIX position, and i-Size seating position, add requirements for installation of child restraint systems in vehicles of categories M₂ and M₃ including pictogram markings for ISOFIX positions, i-Size seating positions, and rearward-facing passenger seats, and establish transitional provisions. Contracting Parties applying this Regulation shall not be obliged to accept type approvals to preceding series first issued after 1 September 2030.

The agenda includes Y-category regulatory framework new for N₁, Y-category pedestrian protection UN R127, UN R42 from informal document GRSP-79-11, UN R134 Y-category exclusion, any other business, and dates for next meetings on 5 October, November week 47, 24 November or 1 December, and 7-11 December at GRSP-80.

Proposal to amend Annex 4 Table 1 to modify the Vulnerable road user secondary safety system warning indicator status data element to record interval -1.1 to 0 sec, modify the VRU Accident emergency call system status data element to recording interval 0-300 ms or 0 to end of event time plus 30 ms whichever is shorter, add Advanced driver distraction warning (ADDW) status as mandatory with On and Off values for Planar, VRU, Rollover, and AEBS events, add ADDW time since warning issued as mandatory with 0 to 240 sec range and +/-1% accuracy at 1 sec resolution, add Driver control assistance system driver monitoring system time since disengagement warning issued as mandatory with 0 to 1000 sec or 0 to 240 sec range and +/-1% accuracy at 1 sec resolution, add Driver drowsiness and attention warning (DDAW) status as mandatory with On and Off values for Planar, VRU, Rollover, and AEBS events, and add DDAW time since warning issued as mandatory with 0 to 60 min or 0 to 600 seconds range, +/-1% accuracy, and 1 min or 1 sec resolution.

Document SG-EDR-47-02 and SG-EDR-47-03 were discussed. The group agreed to include definitions 2.8, 2.10, 2.11, and 2.20 with edits. Proposed definitions will be circulated by June 15 for review with comments due June 26. For data elements, disagreements on frequency rates between contracting parties and industry remain in square brackets. EDR for ADS will be addressed under GRVA and the ADS IWG. An October in-person meeting in Berlin is planned, pending WP.29 direction on integrating DSSAD into the ADS IWG.
