| AI-Enabled Road Vehicles – Managing a Complex Standards Landscape |
| Reference Number: AI-09-13 |
AI-Enabled Road Vehicles Managing a Complex Standards Landscape presents the current landscape of standards and regulations for AI in road vehicles, structured overview of core AI governance, engineering, organisational and data governance standards required for EU AI Act conformity and UNECE compliance, and identifies gaps and challenges in alignment. ISO 8800 (2029) Road vehicles Safety of Artificial Intelligence is proposed as a common framework providing navigation and connection across horizontal AI standards with automotive sector-specific needs, reducing fragmentation and enabling transparent, traceable evidence-based assurance for regulators, industry and society while supporting compliance with EU AI Act and future UNECE requirements. |

This document presents AAPC comments on AI-09-06, a consolidated reference document on artificial intelligence in regulated automotive safety systems. The proposed structure consolidates AI uses, use cases, and risk management into single chapters supported by annexes containing tables and bibliographies. The document should support future regulatory deliberations without pre-empting regulatory requirements, presenting factual statements in neutral language. Considerations should address risks not captured by conventional testing. Examples to illustrate system-specific aspects that impact whether the application of AI presents new concerns and determines the nature of responses include predictive window defogging, predictive vehicle maintenance, and AI vehicle knowledge systems. |

At the third IWG on AI session, experts agreed that a robust review supporting tasks specified in ECE/TRANS/WP.29/1186, para. 6 was needed as a precursor to drafting a reference document. The IWG on AI agreed that three guiding questions provide the basis for common understanding of artificial intelligence in the automotive sector, including emergent practices, risks, and how AI is currently being used to promote safety. The three questions address where and how AI is used and its benefits, what risks AI presents, and what emergent practices exist for AI use and risk mitigation. |

Proposal to compile information on developments of artificial intelligence in road vehicles and create a list of use cases as well as a list of terms and definitions regarding the use of artificial intelligence in regulated automotive safety systems, perform a literature review addressing existing available standards, research, current and emerging practices and horizontal regulations relating to the use of artificial intelligence, define the target AI systems and develop a reference document including guiding questions and answers for the use and operationalization of artificial intelligence in these regulated automotive safety systems, and report back to WP.29 by June 2026 with the initial outputs and a recommendation for the appropriate form of publication of the reference document. This proposal is based on AI-06-04/Rev.2 and WP.29-195-20. |

Proposal to establish an informal working group to perform a literature review of existing available standards, research, best practice and horizontal regulations relating to the use of artificial intelligence, develop a best practice guidance document for the use and operationalization of artificial intelligence such as machine learning in automotive safety systems, report back to WP.29 with a recommendation for publication of the guidance, and consider the need for further work. Manufacturers present vehicles developed with artificial intelligence features performing safety critical functions. Approval authorities and their technical services lack a frame of reference for auditing such development processes. Horizontal artificial intelligence regulations being developed regionally may not suit automotive sector needs. |

| Considerations on Artificial Intelligence in the context of road vehicles |
| Reference Number: WP.29/1182 |
This document provides considerations on Artificial Intelligence in the context of road vehicles, adopted by WP.29 in June 2024 based on ECE/TRANS/WP.29/2024/34/Rev.1 as amended by Annex VI of ECE/TRANS/WP.29/1179. It includes definitions of AI-based systems used in automotive products, an overview of AI use cases provided by Industry, and interactions of AI-related principles with the New Assessment Test Methods. The document recommends that AI-based algorithms be implemented considering safety, security, environmental performance and societal impacts; that software updates from AI functionality shall not significantly modify certified functions without resuming certification; that AI systems be validated and assessed before deployment; and that data protection regulations be respected. |

Proposal to add guidance on Artificial Intelligence in the context of road vehicles. GRVA drafted a resolution addressing AI in wheeled vehicles, organized two workshops, reviewed definitions, and identified considerations on data management. The guidance recommends that industry shall not issue software updates significantly modifying certified functions without resuming certification procedures, that trained AI-systems be validated by authorized parties and assessed for safety, security, and environmental performance before deployment, and that data protection and privacy regulations be fully respected. Annex 1 provides simplified definitions of AI-based systems and related terms for vehicle regulations context. |
