Proposal to amend GRVA/2026/27, which proposes amendments to UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R139, UN R140, UN R152, UN R156, UN R157, UN R171, UN R175, and UN R178:

• Throughout these regulations, amend references to the Consolidated Resolution on the Construction of Vehicles (R.E.3) as document ECE/TRANS/WP.29/78/Rev.8,
• insert new definitions for Software Identification Numbers referring to R.E.3 Annex 7 para. 2,
• amend requirements for software identification to require manufacturers provide necessary information allowing Technical Services to uniquely identify hardware and software configurations,
• insert new provisions allowing vehicle manufacturers to apply for new approvals differentiating software versions for vehicles already registered in the market from new vehicles,
• amend production discontinuation provisions to clarify production is not considered definitively discontinued if manufacturer intends to obtain subsequent extensions of approval for software updates of registered vehicles,
• insert new items in annexes regarding additional information on software identification and software updates including R_xSWIN identification, whether held on vehicle, how to read if not held on vehicle, and relevant parameters for vehicle identification.

Proposed changes to align RxSWIN provisions with the RxSWIN template adopted through WP.29-197-06, remove the proposed requirement to comply with UN R156/01 or later from R157 and R171, remove amendments to UN R155 as decided by the IWG CS/OTA, apply the RxSWIN amendments also to earlier series of amendments in R13, R13-H, R79, R131, R152, R157, and R171, update references to the latest version of R.E.3, ECE/TRANS/WP.29/78/Rev.8, in earlier series, and correct paragraph references and improve structure in R89, R139, R140, R155, R156, and R171.

Proposal to amend GRVA/2026/26, based on GRVA-25-18, insert new para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Parties to provide summaries of how traffic rules were identified and assessed, specific testing carried out, and a single point of contact, insert new paras. 4.8. to 4.8.6. establishing approval procedures requiring the granting approval authority to inform receiving approval authorities at least 30 days before approval with manufacturer information and safety statements, permit receiving authorities 30 days to provide comments, require disputes to be settled under the 1958 Agreement, and apply these requirements mutatis mutandis to extension approvals, and insert footnotes [Y] and [X] providing for periodic review and specifying contact methods via WP.29/343 online platform or document.

Proposal to insert new para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Parties to provide information on traffic rules identification, territory-specific testing, and contact details, insert new paras. 4.8. to 4.8.6. establishing procedures for multi-territory approvals including notification of receiving approval authorities within 30 days, review and dispute resolution processes, and extension requirements, insert footnote [X] specifying communication via UNECE online platform or ECE/TRANS/WP.29/343 document, and insert footnote [Y] noting periodic review by GRVA.

Proposal to insert provisions on Software Identification Numbers and software updates across UN R13, R13-H, R79, R89, R130, R131, R152, R155, R156, R157, R171, R175, and R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7 paragraph 2, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance with test reports, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered vehicles from new vehicles where type approval regulations are updated or hardware changes occur in series production with test duplication avoided where possible, clarifying that production is not considered definitively discontinued if manufacturers obtain subsequent extensions for software updates of registered vehicles, renumbering and inserting new items in approval communication annexes for R13SWIN, R13-HSWIN, R79SWIN, R89SWIN, R130SWIN, R131SWIN, R152SWIN, R155SWIN, R157SWIN, R171SWIN, R175SWIN, and R178SWIN information including whether held on vehicle and relevant parameter identification lists, and amending R157 and R171 to align software update requirements with R156 technical specifications and transitional provisions.

Proposal to insert para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Party territories to provide information on traffic rules identification, territory-specific testing, and contact details, insert paras. 4.8. to 4.8.6. establishing procedures for granting approval authorities to inform and consult receiving approval authorities at least 30 days before approval, allow receiving authorities 30 days to comment on regulation interpretation, require dispute resolution under Article 10 and Schedule 6 of the 1958 Agreement, and insert footnote [Y] stating these provisions shall be kept under periodic review by GRVA for amendment as necessary.

Proposal based on informal document GRVA-25-43 to amend Annex 4, para. 3.5.1. to require the manufacturer to demonstrate to the Type Approval Authority at least every three years that the safety management system continues to comply with requirements for software and hardware employed in the system. This amendment applies the same principle regarding Safety Management System compliance as specified in UN Regulation No. 171 on Driver Control Assistance Systems.

Proposal to insert provisions on software identification and software updates into UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R152, UN R156, UN R157, UN R171, UN R175, and UN R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles, clarifying that production discontinuation does not apply when manufacturers seek approval extensions for software updates of registered vehicles, and amending communication forms to include software identification numbers and related information.

Proposal to amend para. 3.5.1. of Annex 4 to require the manufacturer to demonstrate to the approval authority that effective processes, methodologies and tools are in place, up to date and being followed within the organization to manage the safety and continued compliance throughout the product lifecycle, and to demonstrate to the approval authority at least every three years that the safety management system continues to comply with these requirements.

Proposal to insert provisions on software identification and software updates into UN R13, UN R13-H, UN R79, UN R89, UN R130, UN R131, UN R152, UN R155, UN R156, UN R157, UN R171, UN R175, and UN R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles, clarifying that production discontinuation does not apply when manufacturers seek approval extensions for software updates of registered vehicles, and amending communication forms to include software identification numbers and related information.

Proposal to amend GRVA/2026/13 and the 00 and 01 series of amendments of UN Regulation No. 157, modify the Introduction to remove reference to 60 km/h maximum speed and change “override” to “deactivate”, amend para. 5.1.1. to clarify that the activated system shall be free of unreasonable risks for both vehicle occupants and other road users and shall not cause reasonably foreseeable and preventable collisions, amend para. 10.1.1. to remove reference to foot controls, amend Annex 4 para. 3.5.4. to require manufacturers to report critical incidents to the Type Approval Authority, insert new Annex 4 para. 3.5.4.1. requiring the Type Approval Authority to upload information to DETA within 14 days of receipt, and insert new Annex 7 providing guidance for data exchange via DETA in accordance with para. 3.5.4.1. of Annex 4.

Proposal to insert new para. 3.1.1. and 3.1.2. requiring manufacturers to provide information to approval authorities prior to application and upon extension of type approval; insert new para. 3.2.2. requiring manufacturers to provide summaries of safety definitions, driver safety levels, traffic rules assessment, and testing for each territory where ALKS can be active; and insert new paras. 4.6. to 4.6.6. establishing procedures for approvals covering multiple territories, including notification of receiving approval authorities at least 30 days before approval, review periods, and dispute resolution under the 1958 Agreement. OICA and CLEPA do not support mandatory pre-announcement but would support sharing Safe Operation documentation and lists of compliant territories during the approval process.

Proposal to amend UN R13, 13-H, 79, 89, 130, 131, 139, 140, 152, 155, 156, 157, 171, 175, and 178 by introducing provisions on software identification and software updates. Amendments add new paragraphs referring to Software Identification Number definitions in Consolidated Resolution R.E.3, require manufacturers to provide Technical Services with information on hardware and software influencing performance, permit vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles while avoiding test duplication, and modify production discontinuation provisions to exclude cases where manufacturers seek approval extensions for software updates of registered vehicles.

Proposal to amend Annex 4 and introduce Annex 7 regarding critical incident reporting:

• Amend paragraph 3.5.4 to require the manufacturer to report critical incidents to the granting type-approval authority
• Insert new paragraph 3.5.4.1 requiring the type approval authority to upload information received from the manufacturer in English language to the secure internet database “DETA” without undue delay but no later than 14 days after receipt
• Introduce new Annex 7 providing guidance for data exchange via DETA in accordance with paragraph 3.5.4.1.

Proposal to insert new paragraphs 3.1.1, 3.1.2, 3.2.2, and 4.6 to 4.6.6 in UN Regulation No. 157. The manufacturer shall provide approval authorities with a single point of contact, expected granting approval authority, and brief details of the ALKS and its ODD prior to application for approval. The granting approval authority shall inform receiving approval authorities of territories where ALKS can be active and provide specified information at least 30 days before granting approval. Receiving approval authorities may provide comments within 30 days, with disputes resolved per the 1958 Agreement. These provisions apply to both the original version and the 01 series of amendments, referencing WP.29/343.

Proposal to insert a new paragraph 1.2. stating that this Regulation does not apply to vehicles equipped with an ALKS that has been approved as an ADS feature in accordance with the UN Regulation on the approval of vehicles equipped with an Automated Driving System (i.e., where the ALKS has already been approved under the ADS regulation).

Proposal to amend UN R157, including Annex 4, paragraph 3.5.4, requiring manufacturers to monitor safety-relevant incidents and report critical incidents to type-approval authorities, a new paragraph 3.5.4.1 to require approval authorities to upload remedial action information to the DETA database within 14 days, and a new Annex 7 to provide guidance for authorities on using DETA to exchange incident information.

Proposal to reinstate the obligation for the granting approval authority to inform the approval authority of each of each Contracting Party in whose territory the manufacturer intends to deploy the ALKS pending approval before granting the approval (according to Annex 1–Appendix 2).

Proposal to require the approval authority to upload information received from the manufacturer concerning remedial action(s) addressing an ALKS design to the DETA platform and to clarify the use of DETA with regard to ALKS approved under UN R157.
