The UN IWG for CLIV is in Phase 2 on developing a new UN Regulation on Children Left in Vehicles (CLIVs) for vehicle categories M2 and M3. The draft UN Regulation includes requirements with regards to visual and audible external warnings in buses and coaches to assist in the prevention of children being left inside. The IWG has prioritized the development of a new UN Regulation for buses and coaches in the first instance.

Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

Proposal to insert new paras. 0.1. to 0.1.2. defining scope for vehicles of categories X and Y, amend para. 1.1.1. to specify approval for vehicles of category M₁ and N₁, amend footnote 1 to paras. 0.1., 1.1.1. and 1.1.2., insert new para. 1.1.5. stating the Regulation does not apply to vehicles of category Y and vehicles of category X without manual mode, amend footnote 2 to para. 5.4.1., insert new para. 12.7. defining “Safety Concept”, amend para. 15. to allow alternative requirements for vehicles of category X with manual mode not using a driver’s seat, amend para. 15.2.2. regarding close-proximity vision fields and vehicle load, and amend Annex 9, para. 1.3.3.2. regarding vehicle load.

Proposal to amend and supersede document ECE/TRANS/GRSG/2026/16. Supplement 1 to the 01 series of amendments to UN R166 addresses vehicles of categories X and Y. Vehicles of category Y and category X without manual mode intended for on-board operation are exempted from the scope. Vehicles of category X equipped with manual mode seated in a driver’s seat must comply with general provisions. Manual operation other than seated in a driver’s seat may apply alternative provisions. The Regulation applies to vehicles of category M₁ and N₁. New definitions of “Safety Concept” are introduced. Requirements address close-proximity front and lateral field of vision from adjusted driver’s ocular points.

Proposal from the GRSG task force on Automated Vehicles Regulation Screening to enable application of UN R166 to ADS vehicles, including the exemption of ADS vehicles of subcategories X and Y from the requirements of the Regulation.
