Proposal to:

• Replace ‘seat belt’ with ‘safety-belt’ throughout the regulation,
• Insert new definitions for adult safety-belt, battery, pre-loading device, primary means of restraint, small infant support, supplemental restraint system, and user inflatable elements,
• Amend marking and labelling requirements for enhanced child restraint systems and inserts,
• Add provisions for supplemental restraint systems including deployment conditions and fail-safe procedures,
• Establish requirements for batteries including removability and low battery voltage reminders,
• Add provisions for loss of vehicle battery connection warnings,
• Clarify insert and small infant support requirements and marking arrangements,
• Update dynamic testing procedures for supplemental restraint systems,
• Establish transitional provisions with entry into force on 1 September 2029 and 1 September 2030.

Proposal to replace the reference to EN 71-3:2019+A1:2021 with EN 71-3:2019+A2:2024 in para. 6.3.1.1. and replace the reference to EN 71-2:2020 with EN 71-2:2020+A1:2025 in para. 6.3.1.2. The versions currently referenced have been withdrawn by the European Committee for Standardization, and updating the references to the latest published versions will avoid administrative burdens during the type-approval process of enhanced child restraint systems.

Provisional agenda for GRSP’s eightieth session to be held 7–11 December 2026 in Geneva. The session will address UN Global Technical Regulations No. 1, 13, and 20; UN Regulations Nos. 11, 17, 21, 22, 95, 100, 127, 129, 134, 145, 170, 173, and 174; a new UN Regulation and authorization request for a GTR on children left in vehicles; collective amendments to UN Regulations affecting automated vehicles; Mutual Resolution No. 1; equitable occupant protection; and other business items including vehicle automation, software updates, airbags, child restraint systems, and bus protection.

Proposal to insert a new paragraph after para. 6.6.4.3.1. addressing dummy contact with rigid parts of the test bench in the rebound phase and specifying that the 100 mm diameter bar shall not be considered a rigid part in that phase, and delete subparagraph (d) from the first and last groups of subparagraphs in para. 6.6.4.4.1.1.

This document raises concerns regarding identification of child restraint systems through type approval numbers. Multiple brand names are marketed under single type approval numbers, creating market confusion and hampering consumer choice. Products with identical type approval numbers but variations in plastic parts have been identified and failed frontal impact testing. Proposed measures include limiting brand names per type approval number to five maximum, adding manufacturer names to type approval labels, and establishing a publicly accessible database of type approval information.

• Insert new paragraphs 5.4.4. and 5.4.5. defining international insert and small infant support marks,

ISOFIX position means a position satisfying regulation requirements to allow installation of ISOFIX child restraint systems as defined in UN R44 and UN R129. i-Size seating position means a seating position satisfying regulation requirements to allow installation of i-Size child restraint systems as defined in UN R129.

Proposal to modify para. 6.2.1.1. regarding insert layers for small babies with stature below 50 cm, amend Annex 18, table 1 with updated shoulder height dimensions for statures 40 cm to 70 cm, update approval markings in Annex 2, and introduce transitional provisions with Contracting Parties no longer obliged to accept preceding series approvals from 1 September 2028.

Proposal based on GRSP/2025/31 to amend para. 7.1.3.6. to require relevant intermediate dummies testing when Enhanced Child Restraint Systems require substantial modification for different sizes or when size range covers more than 3 size ranges and to delete paragraph 5.5. and renumber paragraphs 5.6. to 5.8. as 5.5. to 5.7.

Proposal to amend UN Regulation No. 129 to remove rebound head contact from the head acceleration requirement for all Child Restraint Systems. The regulation currently lacks consistency regarding whether rebound head movement is considered in testing. Variations in test bench design cause booster seats to pass in some laboratories but fail in others based solely on rebound contact. The proposal ensures consistency between different CRS types and reproducibility across laboratories with different test bench designs, and aligns with the approach in UN Regulations 94 and 137.
