The IWG on SCUNV reports on activities from March 2026 to June 2026. The IWG concentrates on drafting requirements for safe and clean used vehicles based on a multi-pillar approach including Roadworthiness Inspections, Periodical Technical Inspection, data sharing, and random testing. The IWG held meetings on 30 March 2026 and 15 June 2026. The IWG adopted document ECE/TRANS/WP.29/2026/10, the Resolution on the inspection criteria for Used Vehicles, for submission to the 199th Session of WP.29, targeting formal adoption at the 200th Session of WP.29 in November 2026. The IWG proposes extending its mandate to address feedback following adoption of the Resolution.

The Draft Resolution on Used Vehicles was discussed; Chapter 9 on Environment was updated to remove references to Euro levels and replace them with standard text linked to model year. Footnote 2 required clarification regarding regional requirements. Editorial proposals were reviewed and agreed. The Secretary would compare Chapter 9 with previous proposals, with comments requested by 8 April. Agreement was reached on text for the June WP29 meeting, with formal review at June meeting and adoption at November WP29 session. Editorial comments on transfer of information related to vehicles in transfer to low- and middle-income countries were reviewed and agreed.

The agenda includes discussion of Draft Resolution on Used Vehicles being submitted to WP.29 as document ECE/TRANS/WP.29/2026/10, anticipated comments on the Formal Document, discussion on the mandate and way forward following adoption of the resolution, dates of the next IWG, and any other business.

Proposal to establish minimum inspection criteria for used vehicles before importation into countries. The Resolution provides inspection requirements across nine main categories including braking equipment, steering, visibility, lamps, axles, chassis, safety equipment, environmental emissions, and supplementary tests for passenger vehicles and battery/hybrid electric vehicles. The recommended inspection method includes visual inspections, functional checks, and performance testing using available techniques and equipment without vehicle dismantling. A Certificate of Roadworthiness and Communication Form example is provided for communication between importers and testing facilities.

The document identifies information for trade in used vehicles, including vehicle certification and de-registration, periodic inspection history with mileage records, structural modification history, export inspection reports, and vehicle specification sheets. Vehicle specification information is the most critical factor for vehicle registration approval from the importing country’s perspective. Confirmation of structural modifications and related information are considered essential. Insurance history information is used to verify whether a vehicle has been involved in major accidents or flooding damage, though procedures and authorities responsible for obtaining such information vary by country and access may be difficult depending on the country.

The document presents an information-sharing template for used vehicles. It specifies vehicle identification data including VIN, mark, model, and category. It requires documentation of vehicle certification history, CoC documents, service records, accident history, and recall status. It mandates export inspection reports with pass or fail results indicating defect severity. It requires specification of safety features including seating positions with safety belts, airbag counts, and ISOFIX anchorages. It calls for tire and wheel details including tread depth and rim type. It requires emissions class documentation and catalytic converter and particulate trap information.

The group discussed emission standards for used vehicles, noting difficulty in comparing US EPA and Euro Standards equivalents and proposing use of vehicle registration year and country as verification method. For electric vehicles, the group agreed to treat inspections similarly to internal combustion vehicles while considering battery lifespan, referencing Rule 4 of the 1997 Agreement, UN GTR 22, and UN R133. The group removed ABS reference from UN R78 for powered two-wheelers in WP.29-194-35 and approved replacing 2025 task force meetings with full IWG meetings as needed.

The IWG on SCUNV held its twentieth meeting on 5 March 2026 with participants from eleven countries and multiple organizations. The group focused on Draft Resolution SCUNV-20-02, specifically Chapter 9 on used vehicle emissions standards. The group confirmed Euro 4 as the minimum emissions requirement and agreed that both OBD and tailpipe testing are acceptable verification methods. Optional guidance for Euro 5/6 vehicles will be included without changing the minimum requirement. References to pre-1980 vehicles will be removed. CITA will submit revised Chapter 9 wording by 9 March 2026 for WP.29 presentation on 11 March 2026. The document submission deadline for the June 2026 WP.29 session is 31 March 2026.

The draft resolution establishes minimum inspection criteria for used vehicles to ensure they meet safety and environmental standards before importation. The document provides performance-based, technology-neutral requirements applicable under UN vehicle agreements. Inspection covers vehicle identification, braking systems, steering, visibility, lighting, axles, suspension, chassis, safety equipment, environmental emissions, and additional tests for passenger vehicles and electric/hybrid vehicles. Annex 1 specifies inspection methods and rejection criteria; Annex 2 provides a certificate template for communicating inspection results to importers.

The IWG reviewed documents SCUNV-15-02, SCUNV-15-04 Rev 1, and SCUNV-15-07 on information sharing for used vehicles in transfer to low- and middle-income countries, noting differences between type approval and self-certification approaches. The IWG reviewed SCUNV-15-03 on new vehicle verification and agreed equivalent ARSO standards should be included. The IWG reviewed SCUNV-15-05 on verification items for imported new vehicles submitted by China and SCUNV-15-06 listing countries applying 1958 and 1998 Agreements for information.

Agenda items include initial discussions on transfer and access to information related to vehicles in transfer to low- and middle-income countries with documentation SCUNV-15-02, minimum requirements for New Vehicles per SCUNV-15-03, discussion of next meeting dates, and any other business.
