Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

Proposal to amend UN R159:

• Insert new title establishing a three-part regulatory structure for Moving Off Information Systems approvals,
• amend and renumber paragraphs throughout to reorganize content into Part I (vehicles regarding MOIS), Part II (vehicles regarding MOIS installation of approved Component or Separate Technical Unit), and Part III (MOIS Component or Separate Technical Unit),
• insert new paragraphs defining approval types and vehicle/component/STU classifications,
• amend definitions to clarify MOIS Component and Separate Technical Unit,
• establish permitted variations and representative test setup requirements,
• insert new Part II specifications and test procedures for installed approved-type systems,
• insert new Part III comprehensive specifications and test procedures for Component and STU covering detection, control, human-machine interface, automatic deactivation, information signals, collision warnings, and failure warnings,
• insert new Part III test procedures including static crossing tests, longitudinal stopping and moving-off cyclist tests, failure detection and automatic deactivation tests,
• insert new Annexes 2–7 providing communication and information documents for vehicle and component/STU approvals,
• renumber existing Annexes to 8 and 9,
• introduce approval mark provisions for components and STUs.

Proposal to amend UN R86 for Automated Driving Systems:

• Insert new paras. 0.8., 0.8.1., and 0.8.2. defining Supplement 3 and scope for Automated Driving Systems
• Amend para. 1.1. to add footnote reference for vehicle categories M₂, M₃, N₂, and N₃
• Amend para. 1.3. to exempt vehicles of category Y and vehicles of category X without manual mode intended to be operated on-board the vehicle
• Amend para. 2.11. to specify ocular reference point measurement and renumber its footnote
• Insert new para. 2.33. defining Safety Concept
• Amend para. 4.5. to clarify approval mark requirements and renumber its footnote
• Amend para. 5. to permit alternative requirements for vehicles of category X with manual mode not using a driver’s seat
• Amend para. 5.1.1. to specify conditions for MOIS automatic deactivation and reactivation with ADS features
• Amend Annex 2 heading

Proposal to amend UN R159 to insert new paragraphs 0.8. and 0.8.1. to 0.8.32. addressing vehicles of categories X and Y with Automated Driving Systems. The Regulation is amended to clarify that Moving Off Information Systems are only required when a driver is in control and that vehicles without manual driver control capability are not required to comply. Paragraph 1.1. is amended to apply to vehicles of categories M₂, M₃, N₂ and N₃. Paragraph 1.3. is amended to exempt vehicles of category Y and vehicles of category X without manual on-board operation capability. Various other paragraphs and annexes are amended accordingly. This proposal amends and supersedes ECE/TRANS/GRSG/2026/12.

The Special Interest Group on Component & Separate Technical Units (SIG-C&STU) proposes amendments to UN R159, UN R158, UN R151, and UN R166 to add Component and Separate Technical Unit approvals. For UN R159, the proposal introduces a universal functional block structure separating Detection, Control, and Human Machine Interface functions, with Component or Separate Technical Unit fulfilling Detection and Control as minimum requirements. The regulation is restructured into three parts: vehicles without approved Component or Separate Technical Unit, vehicles with approved Component or Separate Technical Unit, and Component or Separate Technical Unit specifications. UN R158 adds new devices for Rear-View Camera Systems and Detection Systems to Part I, with corresponding installation requirements in Part II. The group requests written comments within four weeks and plans submission to Working Party 29 in June 2026.

This proposal is to add Component and Separate Technical Units (STU) approvals regulatory supplement to the UN Regulation No. 159 for “Uniform provisions concerning the approval of motor vehicles with regard to the Moving Off Information System for the Detection of Pedestrians and Cyclist”

Proposal from the GRSG task force on Automated Vehicles Regulation Screening to exempt vehicles not operated by a human driver from the requirements of this Regulation, including vehicles of subcategories X and Y, and to delete the provisions concerning Unique Identifier markings.
