Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

Proposal to insert new paras. 0., 0.1., 0.1.1., and 0.1.2. addressing introduction of Supplement 6 to extend application to vehicles of category X and Y₁ and other vehicles with manual mode operating at speeds above 6 km/h equipped with an automated Driving System, amend para. 1.1. footnote 1 to update reference to ECE/TRANS/WP.29/78/Rev.8., amend para. 2.5. to define Device to prevent unauthorized use to include locking of steering, transmission, gearshift control, or brakes with provision regarding brake deactivation, insert new paras. 2.13. and 2.14. defining ADS feature of type 1 and type 2, amend para. 4.4.1. footnote 2 to update reference to ECE/TRANS/WP.29/78/Rev.8., amend Annex 1 para. 1.4. footnote 2 to update reference to ECE/TRANS/WP.29/78/Rev.8., amend Annex 2 para. 1.4. footnote 4 to update reference to ECE/TRANS/WP.29/78/Rev.8., and amend Annex 9 para. 4.3.2. to exclude requirements during remote-control manoeuvring and remote-control parking, for vehicles of categories X and Y, or when ADSF-2 is activated by authorized registered digital key.

Proposal to amend UN R161 to introduce Supplement 6. This document amends and supersedes ECE/TRANS/GRSG/2026/13. The amendment extends application to vehicles of category X and Y without a driver and without manual driving controls equipped with an automated Driving System. New paragraphs define ADS feature of type 1 and type 2. Paragraph 2.5. is amended to specify device to prevent unauthorized use requirements. Paragraph 4.3.2. is amended to exclude requirements during remote-control manoeuvring and remote-control parking as defined in UN R79, for vehicles of categories X and Y, or when an ADSF-2 is activated by an authorized registered digital key.
