UN R13 allows for the exemption of certain vehicles from the requirement for electronic stability controls. This proposal seeks to clarify the scope of the exemptions to include any special purpose vehicle with a non-standard chassis. The change was prompted by a modified vehicle where use of ESC was not feasible, but where the current UN R13 language left doubt as to whether the ESC requirement was applicable. This revised proposal takes into account comments received during the February 2016 GRRF session.

13. The expert from CLEPA presented ECE/TRANS/WP.29/GRRF/2016/27, as amended by GRRF-82-03. GRRF supported the aim of this proposal. The proposal received several comments of editorial nature. GRRF agreed to keep both documents on the agenda of the next GRRF session.
14. The expert from CLEPA presented ECE/TRANS/WP.29/GRRF/2016/27, as amended by GRRF-82-03. Following discussions, the experts from the European Commission and from CLEPA presented GRRF-83-31. GRRF agreed to resume consideration of this subject and requested the secretariat to distribute this informal document with an official symbol at its September 2017 session.
13. The expert from CLEPA introduced ECE/TRANS/WP.29/GRRF/2017/11 with a clarification of Footnote 12. GRRF adopted this proposal.
15. GRRF requested the secretariat to submit the three official documents above as draft Supplement 15 to the 11 series of amendments to Regulation No. 13 for consideration and vote by WP.29 and AC.1 at their March 2018 session.

24. The expert from Italy consulted GRRF (GRRF-82-04) on a proposal to develop an amendment to GTR No. 3 on motorcycle braking. He informed that Italy, at the forty-eighth session of AC.3, would propose to sponsor this amendment, harmonizing the provisions of the GTR and those in Regulation No. 78, dealing with Electromagnetic Compatibility (EMC), tri-cycles Anti-lock Braking Systems (ABS), Emergency Stop Signal and means to disable the ABS function (‘ABS switch’). The expert from Canada pointed out potential challenges related to the absence of specific EMC testing requirements for braking systems and the obligation to justify why mandating the fitment of ABS on tri-cycles. GRRF supported the content of GRRF-82-04. The expert from Italy volunteered to request the authorization to develop Amend. 3 to GTR No. 3 at the forty-eighth session of AC. 3 in November 2016.
24. The expert from Italy introduced GRRF-83-09 proposing to insert in Global Technical Regulation (GTR) No. 3 (Motorcycle braking) provisions on tri-cycles Anti-lock Braking Systems (ABS), Emergency Stop Signal and means to disable the ABS function (‘ABS switch’) prepared in collaboration with the expert from IMMA. He informed GRRF on the related discussion at the Executive Committee AC.3 in November 2016 that agreed in principle with the proposal to align GTR No. 3 and Regulation No. 78. The expert from Canada answered to the proposal (GRRF-83-10). The GRRF agreed to resume consideration of these proposals on the basis of an official working document that the experts from Canada and Italy volunteered to prepare.

The expert from IMMA introduced GRRF-82-06-Rev.1, proposing three minor corrections. GRRF reconfirmed ECE/TRANS/WP.29/2016/114, adopted the editorial corrections, as reproduced in Annex III and requested the secretariat to submit it to WP.29 and AC.1, as an informal document amending ECE/TRANS/WP.29/2016/114 at their November 2016 sessions.

FIA proposes the deletion of data storage (DSSA) provisions under the draft texts for ACSF.

57. The expert from FIA presented GRRF-82-07 on data privacy and cybersecurity of (partly) automated driving and on Data Storage Systems for ACSF (DSSA). He advocated against potential DSSA installation requirements for data protection and cybersecurity reasons as, to date, no clarity would be provided on consumer protective measures. He stated that such systems could facilitate the collection (also over-the-air, outside of the vehicle) and interpretation of a large amount of data, that could easily be used against the driver, in various situations (e.g. for commercial, warranty, recall and liability purposes). He urged therefore GRRF to ban such systems as long as no fair and balanced relations among stakeholders would be guaranteed.

56. GRRF adopted GRRF-82-12-Rev.3, subject to confirmation in January 2017 by GRRF, and requested the secretariat to submit it to WP.29 and AC.1 as a draft Supplement 6 to the 01 series of amendments to Regulation No. 79 (Steering equipment) for consideration and vote in March 2017.
8. The expert from OICA introduced GRRF-83-22, proposing clarifications to the provisions related to the stability control optical warning in Regulations No. 13, 13-H and 140. He explained that, to date, braking regulations explicitly permitted the use of the Electronic Stability Control (ESC) flashing symbol for the purpose of showing interventions of systems related to the vehicle stability function (e.g. traction control etc.). He added that with the proposed clarification, it would be clarified that the use of the ESC flashing symbol would be permitted for indicating the intervention of individual steering control for vehicle stability such as Corrective Steering Functions, if related to the vehicle stability function.
9. GRRF agreed to resume consideration of this document while reviewing the proposal on Automatically Commanded Steering Function (ACSF) under agenda item 9.
57. The Secretary of the IWG on Automatically Commanded Steering Function (ACSF) presented (GRRF-83-27) the modifications proposed (GRRF-83-08) to the document already adopted by GRRF at its September 2016 session (ECE/TRANS/WP.29/2017/10) and subject to reconfirmation by GRRF.
58. GRRF reviewed the proposal made by the IWG (GRRF-83-08), briefly mentioned GRRF-83-21 and discussed the necessity to submit the document as the draft 02 series amendments to Regulation No. 79.
59. GRRF discussed the proposal made by OICA (GRRF-83-22) under agenda item 3(a) in the context of the definitions for Corrective Steering Function (CSF) and ACSF discussed under this agenda item. GRRF agreed to resume consideration on this item at its next session.
60. At the end of the formal meeting, GRRF adopted the proposal as amended by GRRF-83-08-Rev.2. GRRF also agreed to invite the secretariat to continue, after the closure of the meeting, drafting the transitional provisions (corresponding to the intention of GRRF expressed during the session) together with the interested experts still present (GRRF-83-08-Rev.3).
61. GRRF requested the secretariat to submit the adopted amendments (reproduced in Annex V) to ECE/TRANS/WP.29/2017/10 to WP.29 and AC.1 for consideration and vote at their March 2017 sessions. Annex V also contains Transitional Provisions in square brackets. These provisions were not part of adopted amendments but are nevertheless forwarded to WP.29 for consideration.
45. The GRRF chair informed that GRRF reconfirmed ECE/TRANS/WP.29/2017/10 proposing a new series of amendments to Regulation No. 79 (Steering equipment) with provisions for Corrective Steering Function (CSF) and Automatically Commanded Steering Function (ACSF), but proposed amendments and clarifications to the document as reproduced in WP.29-171-06. He highlighted that some dates were still in square brackets.
69. Concerning the proposal under item 4.7.3., WP.29 took note that the technical provisions were proposed to WP.29 and AC.1 on the basis of a consensus by GRRF. The Chair of GRRF informed WP.29 that GRRF did not conclude their discussion on the dates of the transitional provisions, necessary for the introduction of the technical requirements as the 02 series of amendments to Regulation No. 79. WP.29, with the exception of Japan, agreed that this policy matter should be decided during this session. The representative from OICA introduced WP.29-171-28 proposing to align the transitional provisions on those in the guidelines proposed in ECE/TRANS/WP.29/2017/53 as well as proposing alternative transitional provisions dates. The representative from Japan introduced WP.29-171-34 expressing concerns that the application date of the new technical requirements for all types of vehicles was decided without an ad hoc meeting of GRRF and that the application date could have some influence for existing models equipped with these functions being beneficial for safety that would need to be modified to comply with the 02 series of amendments to UN Regulation No.79. He proposed to discuss this issue before next June session and introduce a footnote in the Regulation stating that the date mentioned in para. 12.3 (“[2021/2024]”) may be reassessed at the 172nd session of WP.29. The representative of OICA welcomed the statements by the representative of Japan and explained that the proposed 02 series of amendments to UN Regulation No. 79 entailed far more than software changes and that the implications were far-reaching, as detailed in WP.29-171-28. The secretariat mentioned that the proposed footnote (if adopted) would not take effect before the potential entry into force of this 02 series, expected in January 2018 and proposed instead to insert the corresponding information in the session report, recalling the wish of Japan to reassess para. 12.3. at the June 2017 session of WP.29. The representative of EU mentioned that fatalities occurred in the past related to the misuse of these advanced technologies and informed about their mandate to vote in favour of the current proposed text at this session on the basis of the year 2021 as an application date.

During its 8th meeting (Stockholm), the ACSF informal group decided that all functions to “assist the avoidance of a collision” would be excluded from the definition of “Corrective Steering Function”. ACSF decided to establish a new definition for “Emergency Steering Functions (ESF)” with specific requirements. The intention was to draft this definition during a second phase effort through which requirements for ACSF categories beyond B1 will be established. In order to enable the approval of ESF systems critical to road safety, OICA has prepared this proposal for an ESF definition and simple requirements based upon provisions for Complex Electronics (CEL) in Annex 6. A footnote has also been added to define the specific conditions for the approval of these systems, until uniform provisions are defined by the ACSF informal group.

In order to enhance the safety of B1 corrective steering functions (by reducing the probability of driver over-reliance and misunderstanding of system limitations), OICA proposes a minimum value of 0.8 m/s2 for maximum lateral acceleration in place of the draft 1 m/s2 for the speed range between 100-130 km/h for M1 and N1 vehicles. OICA believes that this would ensure that a system is capable under all conditions of generating the required minimum acceleration.

54. The expert from Sweden commented on GRRF-82-14 informing that road construction standards would define design requirements (inclination profile) leading to the road side forces corresponding to 1 m/s2 and that this value was even higher on roads designed for low speed. GRRF adopted the value 0.8 m/2 proposed in this document for ACSF of categories A and B1 only, as a strict minimum, noting that it was taking account of a 0.2 m/2 measurement uncertainty and that the value 0.8 m/2 would de facto impose manufacturers to design systems according to a higher value in practice.

The proposed new wording for the triggering condition of the warning (“any front tyre of the vehicle is crossing the lane marking”) is technically more specific than the original (“the vehicle is going to leave the lane”). The use of a haptic signal as an alternative to the acoustic signal achieves the goal pursued by Germany. This proposal is consistent with the warning strategy of AEBS specified in UN R131. In the case of M2 M3 N2 N3 vehicle categories, it is proposed to take as a base the requirements specified in UN R130 LDWS regulation, which achieves the goal.

GRRF received an oral report from the Secretary of the IWG on Intelligent Transport Systems / Automated Driving on the outcome of the latest meeting that took place one day before the start of this GRRF session. The Secretary referred to GRRF-82-16 containing the latest document discussed with elements determining the definitions of automation levels. He noted that it was intended to be a living document delivering the conceptual framework, while GRRF was dealing with technical requirements. GRRF noted the importance of the work done by the IWG and supported the view expressed by the Chair on the necessity to allocate more time for this IWG in the framework of the WP.29 activities.

The proposal received written comments (GRRF-83-20 and GRRF-83-24) from the experts from the Netherlands and from OICA. GRRF combined the comments received as reproduced in GRRF-83-29.
56. GRRF agreed with the Chair’s proposal to convene an informal meeting to further develop the document on the basis of the comments received. The expert from UK volunteered to convene a meeting end of April or beginning of May.

60. The expert from Germany introduced on behalf of Germany and Japan revised draft ToR for the IWG on ACSF (GRRF-82-20-Rev.1). GRRF adopted the document as reproduced in Annex V.
25. The representative of Germany presented WP.29-172-08 proposing to mandate GRRF to address higher level of automations in its regulatory work. The Chair of the IWG on Intelligent Transport Systems and Automated Driving (ITS/AD) recalled the decision of WP.29 in March 2017 on this matter (ECE/TRANS/WP.29/1129, para. 24). WP.29 agreed to request GRRF to address SAE level 3 and 4, to defer the document to GRRF and to request GRRF to report on their view of the document at the November session of WP.29.

47. The expert from ETRTO presented GRRF-82-21 collecting the definitions in UN Regulations on tyres. He added that doing this review, they noted some possible harmonization of definitions across the Regulations. They invited the delegates to review the document and to indicate whether GRRF would support amending the Regulations in order to harmonize the definitions when relevant or develop a Resolution containing definitions. GRRF agreed to keep this document on the agenda of the next session.
48. The expert from Germany introduced GRRF-83-05 looking for guidance on the possibility to develop snow tyre provisions for all tyres and vehicles categories as it was already existing for snow tyres of category C1, C2 and C3 for vehicles categories M and N by amending all relevant Regulations or by amending the scope of Regulation No. 117. The expert from Japan and the Russian Federation volunteered to contribute to the work item proposed by Germany. GRRF requested to add an agenda item dedicated to snow tyres on the agenda.
12. The expert from ETRTO introduced a new Supplement to UN Regulation No. 30 and an accompanying transitional provision (paragraph 11.4.) that would delay for three months the mandatory application of the Supplement (ECE/TRANS/WP.29/GRBP/2020/3). In particular, he proposed excluding tyres with radial and run flat structure from the dimensional requirements after the load speed endurance test (GRBP-71-07). Various experts commented on the proposal and suggested modifications (GRBP-71-30). Finally, GRBP adopted the proposal, as contained in Annex VI, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2020 sessions as Supplement 22 to the 02 series of amendments to UN Regulation No. 30.
13. GRBP noted that the adopted transitional provision 11.4. does not contradict the WP.29 Guidelines for regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.2). At the same time, several GRBP experts expressed concerns about the rationale given by ETRTO for this provision which was the delays in issuance by the United Nations Office for Legal Affairs (OLA) of depository notifications about the entry into force of amendments to UN Regulations. GRBP was of the view that this is a general problem that affects all UN Regulations and other WP.29 Working Parties as well. Therefore, GRBP requested the Chair to raise this issue at the next session of the Administrative Committee for Coordination of Work (AC.2).

The Secretary of the IWG on Automatically Commanded Steering Function (ACSF) gave a presentation reporting on the progress made by the group (GRRF-82-17). The Secretary of the IWG introduced ECE/TRANS/WP.29/GRRF/2016/29 (amended by GRRF-82-27) with technical requirements for coupling devices for the purpose of modular vehicle combinations as well as “in-use” requirements for the combination of vehicles. The proposal, supported by GRRF, received some comments about the possibility to verify, at the time of type approval, the compliance with these “in use” requirements. GRRF questioned whether a driver could be requested to verify during a coupling phase the compatibility requirements defined in the proposal. The expert from CLEPA showed that calculation tools were available on the website of his company (www.vbg.se) and argued that it would be possible. GRRF agreed that this aspect of the proposal would need further consideration by the IWG who should recognise that new measures must be enforceable via type approval.
20. The expert from Germany volunteered to prepare a consolidated document encompassing all documents above (see paras. 16-19) while addressing the comments received. GRRF requested for this new document to be brought to the next session.

15. The Chair of GRRF invited the expert from RVIA to present GRRF-82-29. The expert from RVIA presented his association (being to date in the Economic and Social Council (ECOSOC) NGO accreditation process) and explained the difficulties of its members to receive approvals for their products according to Regulation No. 13 and sought guidance from GRRF on ways to address the issue. The expert from CLEPA stated that the products mentioned would not comply with several essential provisions of Regulation No. 13 and suggested to delete recreational vehicles of the scope of Regulation No. 13. The Chair wondered whether an NGO not yet successfully holding an ECOSOC accreditation would be entitled to make proposal to GRRF. The Secretary referred to the discussion held at WP.29 at its June 2016 session (see ECE/TRANS/WP.29/1123, para. 14 [note: this refers in principle to discussions on the EU-Japan-US “trilateral paper” which identified involvement of all stakeholders in the development of regulations as a WP.29 priority.]) and the need to keep WP.29 informed.

The expert from Italy responded to the proposal (GRRF-82-05). GRRF supported this proposal as amended and reproduced in GRRF-82-33.

GRRF adopted this proposal.

17. The Secretary of the IWG introduced ECE/TRANS/WP.29/GRRF/2016/29 (amended by GRRF-82-27) with technical requirements for coupling devices for the purpose of modular vehicle combinations as well as “in-use” requirements for the combination of vehicles. The proposal, supported by GRRF, received some comments about the possibility to verify, at the time of type approval, the compliance with these “in use” requirements. GRRF questioned whether a driver could be requested to verify during a coupling phase the compatibility requirements defined in the proposal. The expert from CLEPA showed that calculation tools were available on the website of his company (www.vbg.se) and argued that it would be possible. GRRF agreed that this aspect of the proposal would need further consideration by the IWG who should recognise that new measures must be enforceable via type approval.
17. The expert from CLEPA also presented GRRF-81-06, proposing amendments to Regulation No. 55 in the case of Multiple Vehicle Combinations. GRRF as well as the IWG on MVC supported in principle the proposal and requested that the IWG on Regulation No. 55 prepares an official document for consideration at the next GRRF session.
18. The expert from CLEPA introduced GRRF-81-07, proposing the procedure to identify allowable combinations of performance values Dc and V for drawbar coupling equipment. The expert from the UK noted that an editorial correction would be needed in paragraph 4.1.1. and proposed to assist the Secretary of the IWG to prepare an official document for consideration at the next GRRF session.

21. The expert from Poland introduced ECE/TRANS/WP.29/GRRF/2016/32 proposing to introduce requirements in Regulation No. 55 imposing that a coupling device can only be installed on an M1 vehicle which was designed for its installation. The intention of the proposal received a general support. The expert from Denmark proposed that it should also apply to vehicles of category N1. The experts from the Netherlands and Spain noted that the text of the Regulation already contained provisions in that sense (a list with such provisions is available in the IWG working paper R55-07-06). GRRF supported the idea proposed and agreed to revisit this item at its January 2017 session on the basis of a revised proposal that the experts from Denmark, the Netherlands, Poland and Spain volunteered to prepare.
21. The expert from Poland informed GRSG about the purpose of ECE/TRANS/WP.29/GRSG/2016/4, proposing to insert into UN Regulation No. 55 an amendment imposing a new general constraint for granting component type-approval for mechanical coupling devices dedicated to category M1 vehicles only if they were designed to tow trailers. He announced the submission of the document to GRRF for consideration at its next session in September. GRSG endorsed that position and agreed to remove the agenda item.
Item w14 (Coupling installed to vehicles without towable mass) (GRSG/2016/4)
This item was originating from Poland that had brought it up at the TAAM. It concerns retrofitting a coupling (class A) to a vehicle not having a towable mass assigned by the vehicle manufacturer. Would it be possible to have this installation approved? The general opinion was that it is not possible to have such a vehicle approved according to regulation 55. There is no a possibility make a change to regulation 55 to have such an approval. The argument around this issue went like this. Assigning a towable mass to a vehicle includes a rigorous testing and analysis by the vehicle manufacturer. There are uphill tests, stability test, slalom test, cooling system capacity tests, endurance test for the fixing points, braking system tests, … A vehicle not having a towable mass assigned by the vehicle manufacturer has not been subject to these tests. Accordingly it cannot have a coupling with D-, Dc-, S- or V- value installed. If such installations shall anyway be brought up for an approval it shall be shown that the relevant tests as required by the vehicle manufacturer to assign a towable mass have been carried out. It is the general opinion of the working group that it is a bad practice to install a class A coupling for the sole purpose to enable the usage of special appliances as e.g. bicycle carriers. If such arrangements are still on the agenda it is the opinion of this working group that measures shall be taken that excludes the installation can be used to tow a trailer. Detailed regulation for appliances aimed at other applications than towing a trailer shall be the subject for the GRSG to consider.
20. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2016/32, aimed at imposing a new general constraint for granting component type-approval for mechanical coupling devices dedicated to category M1 vehicles only if the vehicle type is designed to tow trailers. An ad hoc group of experts proposed an alternative wording, in GRRF-83-25-Rev.1.
21. GRRF adopted the proposal as reproduced in Annex III and requested the secretariat to submit it as part of the Supplement 7 to the 01 series of amendments to Regulation No. 55 (Mechanical coupling) to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

|
Proposal to allow for the case of a tyre designed for a special application that also fulfills the requirements for a snow tyre such that the tyre, at the manufacturers initiative, shall be marked with the inscription M+S or M.S or M&S while remaining in the category of use “special use tyre”. The proposal further adds “test laboratories” in the headline of paragraph 12. as quoted in subparagraph 12.1. in document WP.29/2016/51 as adopted during the June WP.29 session with the aim of harmonizing the tyre regulations.

i) Align the current rules for calculating the dimensional limits in accordance with ISO, all major tyre standards, and as proposed for UN R30, R54, and R75.

35. The expert from ETRTO presented ECE/TRANS/WP.29/GRRF/2016/38, proposing amendments on tyre markings, similar amendments to those proposed by the expert from France (see ECE/TRANS/WP.29/GRRF/2016/37) and harmonized provisions with those in another EU Regulation (namely Regulation EU 167/2013) which defines vehicles of Category S as “interchangeable towed equipment”. GRRF amended the proposal, as reflected in GRRF-82-24-Rev.1.
38. The expert from ETRTO presented a revised proposal ECE/TRANS/WP.29/GRRF/2017/9 with provisions which were already supported at the last session. He introduced the revised transitional provisions related to new marking requirements. The experts from EC and UK proposed an alternative wording (GRRF-83-14). Both proposals received several comments. Therefore GRRF agreed to adopt the agreed provisions that would not be subject to transitional provisions and to remove the others, as reproduced in GRRF-83-23.
39. GRRF requested the secretariat to submit the adopted proposals ECE/TRANS/WP.29/GRRF/2017/9 amended by Annex VI (based on GRRF-83-23 and GRRF-83-15) as well as ECE/TRANS/WP.29/GRRF/2016/39 as draft Supplement 15 to Regulation No. 106 (Agricultural tyres) to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

The expert from ETRTO recalled that the proposed clarifications would also be relevant for Regulations Nos. 30 and 54. GRRF agreed to resume consideration of these clarifications on the basis of a revised proposal that the experts from ETRTO and the Slovak Republic volunteered to prepare for the September 2016 session of GRRF.
39. The expert from ETRTO presented GRRF-81-12 proposing editorial corrections in Annex 7 and Annex 10 of the Regulation, to align the requirements with those of other tyre Regulations and on the provisions for tests performed on two metre test drums. GRRF requested the secretariat to distribute this document with an official symbol at the next GRRF session.

53. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2016/45, containing four options as possible ways forward to progress on ACSF. The Secretary of the IWG on Automatically Commanded Steering Function (ACSF) gave a presentation reporting on the progress made by the group (GRRF-82-17). He reported on definitions proposed for ACSF of Categories A to E, clarifications proposed for Corrective Steering Functions (CSF) and new provisions proposed for RCP. GRRF acknowledged the status report received and agreed to work on an amendment to Option 4 as proposed by GRRF-82-12. The proposal for Option 4 received several comments in GRRF-82-08, GRRF-82-09, GRRF-82-14, GRRF-82-15, GRRF-82-18, GRRF-82-19 and GRRF-82-26.

Uniform Provisions Concerning the Approval of Vehicles with regard to Steering Equipment
|
Proposal to introduce technical requirements for Corrective Steering Functions (lane departure prevention, lane-keeping assistance (LKAS), steering angle correction, etc.) as defined in the regulation. The proposal offers four options to ensure appropriate approvals of LKAS and related CSF systems until such time as more precise requirements can be defined:<ul><li>Option 1 and option 2: Not to grant any type approvals for corrective steering functions until detailed technical requirements for CSF are incorporated into this Regulation.</li><li>Option 3: Amend the definition of CSF as proposed in this document.</li><li>Option 4: Amend the definition of corrective steering functions and to include technical requirements for LKAS as an ASCF of Category B1 as proposed in this document.</li></ul>

Description
|
Regulation No. 106 contains standardized tyre sizes which often need to be updated in line with technical progress. In order to accelerate the update process of the Regulation and limit the number of amendments, it is proposed to establish a new Resolution on standardized sizes and to refer to this Resolution in Annex 5.
