Description: - Proposal to amend the 04 and 05 series of UN R41 and the 02 series of UN R63 to allow use of the latest state of the art ISO 10844 test track.
- ISO has updated the ISO 10844 standard to reduce track-to-track variability caused by differing interpretations and implementations of the technical requirements. The tyre/road contribution to the overall sound performance of a motorcycle is lower compared to cars.
- The improvements from the ISO 10844:2014 to the 2021 version would not result in a need for updating the surface for L-category test tracks: Updating the ISO 10844 reference would have negligible impact on the measurement procedure and measurement results.
- If however the ISO reference in the L-category noise regulations would be updated without maintaining the current ISO 10844:2014 as an option, IMMA sees a potential risk of tracks needing recertification, creating administrative burden with no practical benefit.
- If later on, the tracks would need re-surfacing anyway (e.g. due to wear), then these can be built and certified according to ISO10844:2021. Because of the above, IMMA would like to allow certification with the tracks complying to either ISO10844:2014 or ISO10844:2021.
- This proposal takes the opportunity to introduce proposals for additional corrections in R41/04 and R41/05 as specified below:
- Supplement 9 to the 04 series of amendments to UN Regulation 41 introduced a new paragraph 12.4, needing to renumber the (former) paragraphs 12.4 to 12.9 (WP.29/2021/4). Due to this renumbering, the reference to paragraph 12.7 in Annex 6 footnote a, and Annex 7 paragraph 2.6 is no longer correct and should be replaced by a reference to paragraph 12.8.
- With the introduction of the 05 series of amendments the Transitional Provisions were rewritten and footnote a of Annex 6 became obsolete.

106. The expert from IMMA presented ECE/TRANS/WP.29/GRVA/2022/26, introducing provisions for the type approval of automatically commanded braking systems. The experts from France, Germany, Italy, Japan, the Netherlands, Spain and the United Kingdom of Great Britain and Northern Ireland supported the proposal. The expert from Canada noted that automatically commanded braking systems might surprise riders and might have unintended consequences. He inquired whether the safety of these systems would be covered elsewhere. The expert from IMMA explained that the safety requirements were included in the proposal in GRVA-14-09.
107. The expert from the Netherlands introduced GRVA-14-09, prepared together with the expert from IMMA. He explained that the proposal was aimed at introducing a complex electronic annex on the model of the one in other braking regulations.
108. The expert from Canada noted that such annex was based on audit requirements, without pass/fail requirements. The expert from IMMA acknowledged that a discussion under the 1998 Agreement would require measurable pass/fail criteria.
109. The expert from France and from the United Kingdom of Great Britain and Northern Ireland supported the aim of the proposal.
110. GRVA adopted ECE/TRANS/WP.29/GRVA/2022/26 and requested the secretariat to submit it as a supplement to the 05 series of amendments to UN Regulation No. 78 to WP.29 and AC.1 for consideration and vote at their March 2023 sessions.
111. GRVA requested the secretariat to distribute GRVA-14-09 with an official symbol at the next GRVA session. The expert from IMMA confirmed, upon request by the secretariat, that it was a proposal for a new 06 series of amendments.

The expert from IMMA presented informal document GRVA-13-15, proposing further alignment of the stop lamp signal provisions in UN Regulation No. 78 with UN Regulation No. 13-H, to keep a consistent stop lamp behaviour across different vehicle categories and therefore avoid confusion to road users driving behind a braking vehicle, regardless of its category.
96. GRVA welcomed IMMA’s intention to submit an official document, developed on the basis of GRVA-13-15, for consideration at the September 2022 session of GRVA.

92. The expert from Italy recalled the purpose of GRVA-12-15 and presented GRVA-13-17 superseding it. He detailed the proposed harmonization of UN GTR No.3 with UN Regulation No. 78.
93. The expert from Canada explained that the technical requirements applicable in his country do not impose a deceleration threshold when a brake lamp must be lit. He noted that adding such a threshold in UN GTR No. 3 would require to provide justifications for such an amendment that would highlight the safety benefit associated to it, as well as details on the costs it would generate. He asked whether some background information regarding some definitions could be provided so that it would become clearer what systems fall in the scope of the definitions.
94. GRVA invited delegations to share information on the safety benefits and costs considerations related to the 1.3 m/s2 threshold for the brake light activation and on the genesis of the new definition proposed.
