Icon un blue 1958 Agreement

The 1958 Agreement regulates the functioning of the international system for the recognition of type approvals under UN Regulations. The Agreement specifies how regulations are to be established and how the system operates whereby an approval under a given regulation granted by one country can be accepted by all other countries applying that regulation.

The 1958 Agreement is implemented through two main instruments: The Agreement itself and a Status of the Agreement document updated on a regular basis.

The 1958 Agreement governs how UN Regulations are established and used within the system for the international recognition of type approvals. The agreement enables governments (known as "Contracting Parties") to grant and accept type approvals issued in accordance with each UN Regulation.

The regulations, however, are not in the agreement. Rather, each UN Regulation is "annexed" to the agreement. In particular, although fifty-six governments have joined the agreement (either directly or through membership in a trading bloc such as the European Union), each UN Regulation is a separate subsidiary agreement. In other words, not all 56 parties to the agreement use or accept all UN Regulations.

Therefore, the status document keeps track of which governments legally accept which UN Regulations. In addition, the status document tracks all the changes (amendments, supplements, corrections, etc.) to each UN Regulation. Lastly, the status document maintains the list of services authorized to test for compliance and the list of authorities with the power to grant type approvals under each UN Regulation.

It is worth noting that although the European Union is a signatory to the Agreement; the EU does not have its own vote. Rather, the EU expresses the votes of its member-states as a bloc following an internal decision-making procedure.
