Presentation to further discussions on Japan’s proposal to establish a new UN Regulation on lane-keeping assistance systems.

Joint invitation by Sweden and Japan to an ad hoc meeting to discuss the possibility of amendment Regulation No. 79 to introduce provisions of lane-keeping assistance and other corrective steering systems.

Proposal to authorize the establishment of an expert group to draft test procedures and performance requirements for M1/N1 with regard to automatic emergency braking, including stationary and moving obstacles, and for pedestrian AEBS.

Proposal to allow adaptation of speed and distance calculations in accordance with national speed limits since some nations enforce maximum speed limits below the 130 km/h used as the basis for the proposals on automated lane-change systems. Japan expects to refine the proposal in order to address mutual recognition concerns inherent in such recourse to national requirements. Japan further proposes clarification of the approaching vehicle (motorcycle) test target pending development of uniform test target specifications.

Japan comments on the changes agreed by the informal group of experts which reviewed the content of Annex 6 and proposed (via document GRRF-85-1/Rev.1) to clarify the purpose of Annex 6 and ensure its suitability when used in the assessment of steering systems featuring advances in automation (i.e., ACSF). The proposal

1. corrects an editorial error by inserting a missing clause in paragraph 1, and
2. deletes the phrase “at least 10%” from paragraph 4.1.1. which changes the current meaning of text with regard to assessment of “the System”
   • Japanese technical services already verify each declared function by the manufacturer under the paragraph,
   • The wording “at least 10%” may result in a decrease in the number of tests where Japan believes number of tests should be decided by the Technical service considering which tests should apply.

Possible scenarios for developing regulatory provisions for snow tyres under UN tyre regulations.

Text prepared by Japan to clarify requirements on electromagnetic compatibility in Regulations Nos. 13 and 13-H via reference to Regulation No. 10.

Proposal to establish an expert group with a mandate to prepare new harmonized regulations for lane-keeping and parking-assist systems.

The proposal offers four options to ensure appropriate approvals of LKAS and related CSF systems until such time as more precise requirements can be defined:

• Option 1 and option 2: Not to grant any type approvals for corrective steering functions until detailed technical requirements for CSF are incorporated into this Regulation.
• Option 3: Amend the definition of CSF as proposed in this document.
• Option 4: Amend the definition of corrective steering functions and to include technical requirements for LKAS as an ASCF of Category B1 as proposed in this document.

Update of the references to UN R10 in UN R97 (to align the regulation with UN R10 series 04 amendments which have entered into force).

Japanese response to OICA’s comments and recommendations regarding Germany’s proposed amendments to UN R58.

Japan proposes revisions to certain collision conditions in the UN R34 provisions for fire prevention in the event of a rear collision to conform to conditions that have been made mandatory in Japan. Once amended, Japan would adopt UN R34 pursuant to the whole vehicle type approval (IWVTA) effort.

Proposal to add field-of-vision provisions to enhance the safety of pedestrians and other vulnerable road users in narrow alleys and by-streets and other improvements to Regulation No. 46, including to further the development of the International Whole Vehicle Type Approval (IWVTA) program.

Presentation on Japan’s concerns and proposals regarding the rear vision of large vehicles on narrow streets and alleyways and pedestrian safety. Japan wishes to resolve this issue in order to make progress towards the International Whole Vehicle Type Approval system.

Pursuant to research conducted in Japan, this document recommends amending UN R110 with regard to:

1. Welded metal cylinders
2. Steel cylinders (CNG-1 cylinder) and Steel liner cylinders (CNG-2 cylinder)
3. Accessories fitted to the cylinder, and
4. Indication of cylinder and accessories fitted to the cylinder.

The document also raises the possibility of further considerations concerning LNG cylinders.

Proposal to exclude M1 vehicles from the close-proximity field of vision requirements pursuant to the establishment of the international whole vehicle type approval system.

Proposal for improvements to marking provisions and changes to high-strength steel specifications pursuant to the deliberations of the Japanese ’Study Group for CNG Cylinders/LNG Tanks’, a stakeholder expert group.

Proposal to correct an oversight by aligning the “alternative procedures” provisions of the regulation with the previously adopted amendment of the regulation that raised the rear-impact speed to between 48 and 52 km/h (03 series of amendments).
