Updated version of the draft text under development within the ACSF informal group, based upon the previous version in document ACSF-04-20.

One of the outcomes of the work on updating UN R55 was the recognition that agricultural couplings present a set of challenges distinct from other vehicles. Therefore, Germany proposes the establishment of an informal working group to develop a new regulations (UN R55-A) to respond to the specific needs of agricultural vehicle couplings.

Presentation on paragraph 5.6.1.4 of the draft amendment to UN R79 intended to enable the approval of automatically controlled steering functions at speeds above 10 km/h. This paragraph concerns transitions between the human driver and the automated steering system.

Overview of proposed test modes/procedures for Category E automatically commanded steering systems.

Proposal to clarify the requirements with regard to daytime running lamps and direction indicators in order to prevent DRL from masking or otherwise interfering with the visibility of the direction indicator lamps. Germany believes that the current text produces different interpretations with different results that risk degrading vehicle safety.

Test procedure application for advanced systems of category D depending upon the steering configuration per category B (B1:hands-on with detection system steering, B2: hands-off enabled steering).

This revised proposal takes into account comments received during the February 2016 GRRF session for the establishment of an informal working group to develop a new regulation (UN R55-A) to respond to the specific needs of agricultural vehicle couplings.

Proposal to clarify the scope and the application of the regulation. The proposal clarifies that the regulation applies to “the burning behaviour of electric cables and cable sleeves or cable conduits used in the vehicle” and it updates the reference to paragraph 5.22. of ISO 6722-1:2011. Specifically, the proposal would apply testing to electric cables, cable sleeves, and cable conduits that exceed a length of 100 mm.

Discussion paper on security and data protection for automated and connected vehicles, including initial proposals for guidelines and concepts towards providing a framework for building out requirements for countermeasures and performance.

Proposal to delete provisions concerning Technical Services (Schedule 2). Germany cannot support the introduction of these provisions because they would conflict with the European Commission proposal of 27 January 2016 to replace Directive 2007/46/EC and tighten EU legislation on the type approval of vehicles, especially with regard to the role of the Technical Services and the related requirements to assess the quality of Technical Services. Germany proposes modifications to the draft text that still envision the introduction of a new Schedule 2 at a later stage while noting that document ECE/TRANS/WP.29/1059 would continue to govern Technical Services as a separate document until that time.

Tyre rolling resistance falls outside the scope of UN R0 because this attribute is used in the calculation of C02 emissions and IWVTA does not include UN R83 or UN R101.

UN R0 does not define or describe the family type (Type). Therefore, the first instance of an IWVTA should provide a type in order to establish the family type.

The Communication requirement of UN R0 follows that of the EC-WVTA and refers to the attachment of an information package. Germany proposes that this reference be replaced with an index of attachments referring to the relevant information document and test report(s).

Request for interpretation on approvals of LED direction indicators integrated with daytime running lamps and using sequential activation of horizontal bars. Germany proposes a task for on sequential activation of direction indicators to develop clear provisions within the regulation, especially with regard to paragraph 5.6 (c): sequential activation … shall be one continuous line with no repeating alternation in the vertical direction.

Presentation on the “phantom effect” of sunlight reflection on vehicle taillights, its role as a causation factor in road accidents, and research on a possible test method to evaluate light-signaling performance towards avoiding light washout under certain ambient conditions.

Changes proposed by Germany to the draft ACSF amendment (document ACSF-05-16)

Proposal to enable the use of alternate colors (per footnote 18 of Table 1 and in line with ISO Standard 2575) for certain lighting tell-tales in order to indicate light source failures in response to the proposals for light failure indicators under UN Regulations Nos. 7, 48 and 87 (GRE/2016/7, GRE/2016/12 and GRE/2016/17) as adopted by GRE. This proposal anticipates use of the same approach in response to plans for additional failure indication requirements for other lighting regulations.

Presentation on blind-spot accident data and work on the development of a test cycle to assess the effectiveness of blind-spot countermeasures to reduce the risk of VRU collisions.

Proposal to amend GRSG/2015/36 introducing requirements for the operation of a CNG heater when the vehicle is stationary and before starting the engine. The limitation on the number of valves used to operate the CNG combustion heater will require technical changes without any significant benefit. The proposal therefore deletes the limitation and introduces additional clarifications.

Proposal to change the latency for scanning a field of vision (total process of scanning, rendering and reset to its initial position) from a maximum of 2 seconds to a maximum of 200 ms. This proposal corresponds to the current state of technology and removes a contradiction within the regulation between paragraphs 6.2.1.2. and 6.2.2.3.4.3. (the latter introduced via supplement 2 to the 04 series of amendments).

UN R80, paragraph 7.4.4. specifies that passengers in side-facing seats “shall be safeguarded by a vehicle part (e.g. partition, wall or seat back of a forward-facing seat) forward of the foremost side-facing seat”. Germany has determined that the current text has been misinterpreted with regard to the intended requirement for a safety device that does not break and maintains its capability to retain a passenger’s body in the event of an accident. This proposal clarifies that such any such structure “shall retain its safeguard function during testing”.

Proposal of provisions regarding the use of a type approval numbering system that includes information on the ACSF capabilities and software version.

Draft procedure for lane-guidance assistance systems (category B1 ACSF).

Proposal for new paragraphs in the draft ACSF amendment concerning provisions to ensure the system capacity to monitor and adapt to road conditions and the environment surrounding the vehicle in order to ensure safe behavior and minimize risks. This proposal replaces paragraphs in the previous document ACSF-06-28 based on the discussions of the 6th meeting and document ACSF-06-18 by OICA and CLEPA.

Proposal to introduce technical requirements for Corrective Steering Functions (lane departure prevention, lane-keeping assistance (LKAS), steering angle correction, etc.) as defined in the regulation. The proposal offers four options to ensure appropriate approvals of LKAS and related CSF systems until such time as more precise requirements can be defined:

• Option 1 and option 2: Not to grant any type approvals for corrective steering functions until detailed technical requirements for CSF are incorporated into this Regulation.
• Option 3: Amend the definition of CSF as proposed in this document.
• Option 4: Amend the definition of corrective steering functions and to include technical requirements for LKAS as an ASCF of Category B1 as proposed in this document.

Proposal to improve and clarify provisions concerning the approval of interior materials, cables and insulation materials. The proposaladds new requirements for cable sleeves and conduits, modifies vertical testing requirements under Annex 8 to allow testing of small test samples and to clarify their fixation to the specimen holder., and adds a new Annex 10 on provisions for testing of electrical cables.

Proposal to augment the provisions to address the needs of persons with reduced mobility by improving accommodations for wheelchair users and for persons who are visually and/or hearing impaired.

Proposal to reduce the administrative burden in obtaining approvals for electrical cables according to UN Regulation No. 118. The experts from Finland, France and Germany agreed that the change from ISO 6722:2006 to ISO 6722-2011 does not impact the degree of safety and, therefore, the test reports or approvals established under the older version of the ISO standard shall remain valid.

Proposal to align the requirements for plastic panes other than windscreens with the requirements of plastic pane windscreens. This includes amendments concerning rigid plastic panes, flexible plastic panes and rigid plastic multiple-glazed units. The proposed modifications to this type of glazing are in line with the requirements of Supplement 4 to the 01 series of amendment of UN Regulation No. 43.

Corrections to the proposal to augment the provisions to address the needs of persons with reduced mobility by improving accommodations for wheelchair users and for persons who are visually and/or hearing impaired. The corrections include an additional paragraph with requirements for loudspeaker systems.

Proposal to amend Regulation No. 48 following the outcome of the 167th session of the World Forum where amendments to Regulations Nos. 97 and 116 on the status indicators for Vehicle Alarm System (VAS), Alarm System (AS) and immobilizer were adopted (WP.29/2015/87 and WP.29/2015/91). The proposal aims at defining and specifying the operation of the external status indicator for VAS, AS and the immobilizer.

Draft proposal to incorporate provisions for audible signals when a vehicle is in reverse gear, including specifications relative to ambient noise levels.
