| Modifications to the draft Resolution on the common specification of light source categories (ECE/TRANS/WP.29/GRE/2015/28) |
| Reference Number: GRE-75-02 |
|
Proposal from the Informal Working for a new Resolution on light sources to simplify the content and amendment process for the light-source regulations UN R37, 99 and 128. The data sheets for light sources are moved from Annexes 1 of these Regulations to the draft Resolution. In addition, the draft phases out some filament light source categories (per the earlier document GRE/2015/29), add new LED categories LW3, LY3, LR5, LW5, and LY5 (per document GRE/2015/30), and aligns drawings of category LR4 with drawings of these new categories. These latter items were all approved during the 74th GRE session. |

| OICA comments on document GRE/2016/10 |
| Reference Number: GRE-75-12 |
|
Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10). |

| Proposal for a draft Resolution on the common specification of light source categories |
| Reference Number: GRE/2016/5 |
|
Proposal from the informal working group on the Simplification of Lighting Regulations to consolidate data sheets for light-source categories (UN R37 on filament lamps, UN R99 on gas-discharge light sources, and UN R128 on LED light sources). The data sheets for light sources are moved from Annexes 1 of these Regulations to the proposed Resolution. Moreover, the proposals to phase out some filament light source categories (ECE/TRANS/WP.29/GRE/2015/29), to introduce new LED light source categories LW3, LY3, LR5, LW5 and LY5 and to align some drawings of category LR4 (ECE/TRANS/WP.29/GRE/2015/30), all adopted by the Working Party on Lighting and Light-Signalling at its seventy-fourth session, were merged with this proposal. |

Proposal to further refine the transitional provisions of UN R48. In 2014, the transitional provisions of UN R48 were changed in order to avoid having more than one series of amendments in force at the same time (via Supplement 3 to the 06 series of amendments). This change allows earlier series of amendments to be “frozen” and used under the International Whole Vehicle Type Approval system (IWVTA) as “versions” of UN R48. However, the possibility for the partial application of a series of amendments resulting from the installation of new equipment on a vehicle approved to an earlier series has been raised within the IWVTA. This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. At the same time, the proposal aims to ensure that the safety objectives of UN R48 are met. |

Proposal to refine the requirements for lamps equipped with several light sources, including in systems fitted with an operating tell-tale that indicates the failure of any one of these light sources. In the case of failure of any one light source in a single lamp containing more than one light source, either the light intensity must comply with the minimum intensity required in the table of standard light distribution in space or, for lamps used in systems where a tell-tale indicates the failure of any one of the light sources, the light intensity in the axis of reference must be at least 50 per cent of the minimum intensity required. |

Proposal to amend the formula for the dirt mixture used in testing to address an error introduced by Supplement 9 to the 01 series of amendments to UN R45 where the specified quantity of “2 ± 1 parts by weight” of surfactant results in invalid testing. The correct specification should be “2 ± 1 drops” of surfactant. While GTB notes that the specification should eventually be incorporated differently under the pending simplification of lighting regulations, the organization strongly urges amending UN R45 as quickly as possible. |
