| UN R48: 700 cd limitation for answer-back signal |
| Reference Number: GRE-95-03 |
|
Document describes the current answer-back signal requirement in UN R48-09, which limits maximum luminous intensity to 700 cd on or above the HH line. The regulation practically prohibits use of direction indicators with filament bulb light sources as answer-back signals, despite conventional widespread use without safety issues. Japan proposes excluding direction indicators from the 700 cd limitation to allow conventional answer-back signals using direction indicators with filament light sources, while maintaining other restrictions including the 700 cd limitation for other functions and prohibition of front fog lamps, rear fog lamps and stop lamps as answer-back signals. Revision is needed before UN R48-09 mandate for new vehicles in September 2027. |

|
This paper provides additional information and justification regarding document GRE/2026/19, introducing four new LED replacement light source categories: H9_LEDr, HIR2_LEDr, HB3_LEDr, and H10_LEDr. All proposals were developed considering equivalence criteria including photometric, thermal, and electrical performance. H9_LEDr, HIR2_LEDr, and HB3_LEDr address high beam applications, while H10_LEDr completes the front fog applications set. The H9_LEDr proposal specifies a single luminous flux of 1875 lm at 13.2V to accommodate both high-beam-only and bi-functional applications. |

| Logos on Marker Lamps |
| Reference Number: GRE-95-05 |
|
FIA expresses concerns about logos on side marker lamps, stating that distraction in road traffic is a main reason for accidents and injuries. From a traffic safety perspective, there is no need for logo presentation on light sources or lamps, as their primary function should remain strictly focused on visibility and safety. FIA recommends that if Contracting Parties see a need for illuminated logos on side marker lamps, these should appear in a size not visible on moving traffic, only from close distance, with a maximum total size of 4 cm. |

| Proposal for a Front Zero-Speed Indicator (FZSI) |
| Reference Number: GRE-95-06 |
|
Proposal to introduce a Front Zero-Speed Indicator (FZSI) system on motor vehicles to signal complete vehicle stops to vulnerable road users. The system activates exclusively when vehicle speed equals 0 km/h and deactivates when speed exceeds 0 km/h. A horizontal light strip of minimum 30 cm width positioned at the upper windshield edge or front roofline provides the signal. Primary color is red (wavelength 620–750 nm); secondary option is high-luminance turquoise or green if required by applicable legislation. Brightness adjusts automatically via ambient light sensors. The system integrates with existing vehicle CAN-bus networks and serves as direct communication for autonomous vehicles. |

| Proposal for a Front Zero-Speed Indicator Vehicle (FZSIV) (Installation of lighting and light-signalling devices) |
| Reference Number: GRE-95-30 |
|
Proposal to amend the definitions of stop lamps in UN R48, paragraph 2.7.12, and UN R7, paragraph 1.3, to indicate that stop lamps signal when a vehicle is stopped, when one or more wheels are blocked, and to transmit an equivalent signal on the front of the vehicle. The document presents a Front Stop Lamp system designed to activate only when the vehicle is at rest with zero speed or when wheels are locked, using a dynamic sensor to detect wheel rotation angles below 5.6 degrees as blocked and above 5.6 degrees as unblocked, remaining inactive during vehicle motion except to signal incidents involving wheel blockage, thereby providing clearer communication of vehicle status to other road users and pedestrians at intersections, roundabouts, and other traffic situations. |

| UN R48: GTB comments on Proposal for a Supplement 10 to 07 series of amendments |
| Reference Number: GRE-95-39 |
|
GTB comments on proposals to restrict lighting options such as band, strip, or illuminated logo. GTB presents findings from a 2025 study by Vrije Universiteit Brussel on daytime running light (DRL) designs, comparing dual and single DRL configurations at different speeds. At 90 km/h no significant difference was found between designs; at 50 km/h dual DRLs showed slightly earlier detection by 30–50 metres (approximately 4 seconds), which researchers considered a perceptual side effect rather than safety-critical. GTB concludes single DRLs provide comparable safety performance to dual DRLs and are viable alternatives. GTB advocates for improved provisions to ensure consistent and harmonised interpretation among Contracting Parties, referencing proposals GRE/2026/6 and GRE/2026/21. |

| UN R48: OICA Comments on Supplement 10 to 07 series of amendments |
| Reference Number: GRE-95-40 |
|
OICA comments on proposed amendments to introduce minimum separation requirements for stop lamps and position lamps in GRE-95-11. OICA contests the justification for the proposed 400 mm separation requirement for M₁ and N₁ vehicles and 600 mm for all vehicle categories, arguing the EC has not established a causal link between continuous lighting and safety deficits, that the claimed recognition distance differences lack meaningful influence on safe driving, and that introducing divergent UN requirements would create technical barriers to international trade contrary to the 1958 Agreement. OICA references published research indicating strip-type taillights provide optimal ergonomic solutions for vehicle conspicuity. |

Document addresses the Rear-End Collision Alert Signal (RECAS) in UN R48. It identifies unclear speed thresholds for RECAS activation, noting that RECAS may not operate when vehicles are stationary or moving at low speeds depending on system design. Accident data analysis shows 59 percent of rear-end crashes involved stopped lead vehicles and 22 percent involved decelerating lead vehicles. The document requests views on whether RECAS should flash when vehicles are completely stopped, whether owner manuals should state RECAS activation limitations, and seeks information on RECAS verification during type approval. |
