UN R83: Proposal for a Supplement 1 to the 09 series of amendments

Proposal to amend Footnote 1 to reference ECE/TRANS/WP.29/78/Rev.8, amend para. 2.6. of Annex 1 to exclude driver mass for vehicles of categories X and Y, amend para. 3.4.3. of Annex 1 and para. 1.9.2. of Annex 2 to refer to user-selectable operating mode switch, amend para. 5.7.2. of Annex 4 to modify vehicle examination and maintenance checks, amend Table A4/2 of Annex 4 to add procedure to engage ADS testing mode, amend Appendix 1 to Annex 4 to modify examination lines, amend Appendix 5 to Annex 4 to replace driver with user-selectable mode references, insert new para. 3.4. and sub-paragraphs to Annex 6 for additional requirements for vehicles equipped with an ADS, and insert new para. 3.6. and sub-paragraphs to Annex 8 for additional requirements for vehicles equipped with an ADS, remove the provisions relating to manipulation devices and manipulation strategies that are being moved to UN R154 and clarify that in-service conformity checks for electric range of pure electric vehicles at low temperatures are optional, introduce in-service conformity requirements for system power, delete two paragraphs relating to “Operating Mode Switch” that were overlooked when that concept was removed from R83, from both the manufacturer’s information document (Annex 1) and the approval certificate addendum (Annex 2), correct several outdated references following structural changes to UN R154 (04 series of amendments), including updated appendix numbering in paragraphs 2.47, 2.48, and Annex 5, removal of “worst case certified energy consumption Part B family” from Table 4 reporting requirements, and correction of the vehicle survey reference to reflect its relocation to the 9 Series of amendments to UN R83.

12. The co-Chairs of the TF-AVRS introduced ECE/TRANS/WP.29/GRPE/2026/6 to ECE/TRANS/WP.29/GRPE/2026/10 together with GRPE-94-30, GRPE-94-32, GRPE-94-33-Rev.2 and GRPE-94-37-Rev.2.

13. The representative of OICA introduced ECE/TRANS/WP.29/GRPE/2026/12, GRPE-94-17, GRPE-94-18-Rev.1, GRPE-94-19, GRPE-94-20, GRPE-94-22, GRPE-94-50, GRPE-94-51, GRPE-94-55, GRPE-94-56, GRPE-94-57-Rev.2, GRPE-94-58-Rev.1, GRPE-94-59, GRPE-94-63-Rev.1.

14. The representative of the EC introduced ECE/TRANS/WP.29/GRPE/2026/11, GRPE-94-24-Rev.1, GRPE-94-65, GRPE-94-66.

15. GRPE adopted ECE/TRANS/WP.29/GRPE/2026/6 and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2026 sessions as draft new supplement to UN Regulation No. 68 (Measurement of the maximum speed, including electric vehicles).

16. GRPE adopted GRPE-94-18-Rev.1 and agreed to merge this proposal with the proposal to amend the 08 series of amendments to UN Regulation No. 83 adopted during the last session of GRPE (ECE/TRANS/WP.29/GRPE/93, para. 17 and Annex IV). GRPE requested the secretariat to submit the merged proposal to WP.29 and AC.1 for consideration and vote at their June 2026 sessions as draft new supplement to the 08 series of amendments to UN Regulation No. 83 (Emissions of M1 and N1 vehicles).

17. The Vice-Chair introduced GRPE-94-67, summarizing all proposed changes to the 09 series of amendments to UN Regulation No. 83. GRPE agreed to reconsider GRPE-94-17 and GRPE-94-19 to forthcoming sessions of GRPE. The representative of the EC clarified GRPE-94-65 compiled ECE/TRANS/WP.29/GRPE/2026/7, ECE/TRANS/WP.29/GRPE/2026/11, ECE/TRANS/WP.29/GRPE/2026/12, GPRE-94-24-Rev.1, GPRE-94-30, GRPE-94-51 into a single full consolidated version.

18. GRPE adopted GRPE-94-65 and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2026 sessions as draft new supplement to the 09 series of amendments to UN Regulation No. 83 (Emissions of M1 and N1 vehicles).

19. Following discussions during the session, GRPE agreed to postpone the consideration of ECE/TRANS/WP.29/GRPE/2026/8, GRPE-94-32 and GRPE-94-63-Rev.1, allowing more time for scrutiny following the decision to expand the amendments to the original version, 01, 02 and 03 series of amendments to UN Regulation No. 154.

20. The representative of Japan introduced GRPE-94-64, summarizing all proposed changes to the 04 series of amendments to UN Regulation No. 154. The representative of the EC clarified GRPE-94-66 compiled ECE/TRANS/WP.29/GRPE/2026/9, ECE/TRANS/WP.29/GRPE/2026/13, GPRE-94-33-Rev.1, GRPE-94-55, GRPE-94-56, GRPE-94-57-Rev.2 and other modifications proposed during the session into a single full consolidated version.

21. GRPE adopted GRPE-94-66 and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2026 sessions as draft new supplement to the 04 series of amendments to UN Regulation No. 154 (WLTP).

22. GRPE adopted ECE/TRANS/WP.29/GRPE/2026/10, complimented by GRPE-93-37-Rev.2 and GRPE-94-61-Rev.1, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2026 sessions as draft new supplement to UN Regulation No. 180 (OBM).
