In order for the proposed new UN Regulation transposing the GTR on hydrogen fuel-cell vehicles into the 1958 Agreement to be applicable in Japan, the regulation needs to make clear that its scope does not include (i) the electrical safety of electric power train, (ii) the material compatibility and hydrogen embrittlement of the vehicle fuel system and (iii) the post-crash fuel system integrity in the event of full width frontal impact and rear impact. This allows Japanese national regulations to be applied even when accepting a vehicle type-approved under the UN Regulation.

Proposal to raise the voting threshold required under the 1958 Agreement to approve a given text (e.g., new UN Regulation or amendment of an existing regulation) from the present two-thirds majority (achievable by the EU vote alone) to a four-fifths majority.

Notification that the Government of Japan is considering the details of the test procedures of the Worldwide Harmonized Heavy-duty Vehicle Emissions Certification Procedures (GTR No. 4) in order to decide whether to transpose the provisions into its national regulations.

Notification that the Government of Japan began applying the Global Technical Regulation on Pedestrian Safety (GTR No. 9) through the application of Amendment 1 to the GTR on 1 June 2011.

Notification that the Government of Japan has been considering threshold values for the Global Technical Regulation on On-Board Diagnostic Systems (GTR No. 5) necessary to its adoption into its national regulations.

Japan transposed the Non-Road Transient Cycle (NRTC) of the GTR on Non-Road Mobile Machinery Emissions (GTR No. 11) into its regulations as a new emissions test mode for specialty diesel vehicles on 18 March 2010, but decided not to introduce provisions for crankcase emissions on 28 October 2010.

Proposal for a further “phase 1b” in the development of the GTR on light vehicle emissions. In order to meet Contracting Party objectives, the draft GTR has been submitted for adoption by the Forum in March 2014. Although the current draft offers a complete test cycle, the WLTP experts want to improve the regulation by further addressing a number of technical elements that were set aside due to time and resource constraints.

This document is a progress report to the Executive Committee of the 1998 Agreement (AC.3) on the development of the draft gtr for electric vehicle safety (EVS), as recommended by the Working Party on Passive Safety (GRSP) at its May 2014 session. An extension of the mandate for the informal working group (IWG) is requested.

The purpose of this paper is to provide a framework through which the delegates to the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can examine the experience with the 1998 Global Agreement and agree on ideas and processes for improvement in its implementation.
