The Government of Ecuador is facing substantial opposition to its proposed use of UN Regulations, Global Technical Regulations, and type-approval process to improve vehicle safety in its domestic market, including from automakers. Ecuador, therefore, is seeking written expressions of support for the use of these international standards from participants in WP.29, including OICA.

Editorial corrections to document WP.29/2014/50.

Amendment prepared by the secretariat to correct an omission in the proposal as submitted in document WP.29/2014/41 (consolidated 250+ page version of the regulation) and based upon GRPE/2014/2.

Amendment to correct the omission of text concerning the transitional provisions.

At its 76th session, GRRF agreed on amendments to the transitional provisions of Regulation No. 13-H. When preparing the official document GRRF/2014/16, the text presented in this amendment was inadvertently omitted.

OICA raises a number of concerns over the direction of the AECS discussions including implications for all “connectivity” technologies. OICA stresses need for AECS to establish true harmonization through performance (rather than design) requirements and for mutual recognition under the 1958 Agreement as well as to maintain the focus on vehicles (as opposed to unwarranted digressions into broader infrastructure, telecommunications systems, bandwidth, etc.).

Draft proposal transposing the provisions of the pole side-impact protection Global Technical Regulation into a UN Regulation as approved by the Working Party on Passive Safety (document GRSP/2014/9, as amended by Annex VII to the report of the 55th GRSP session). This proposal is submitted with a request for guidance on the use of references to an ISO Standard (ISO 15830:2013) instead of preparing an Addendum to the Mutual Resolution No. 1 (M.R.1.) for the WorldSID 50th male specifications.

Proposal for an 01 series of amendments to the proposed new UN Regulation on pole side-impact protection (transposing GTR No. 14). This proposal would permit contracting parties to to require a vehicle-to-pole impact speed of 32 ± 1 km/h regardless of the “vehicle width” and is based upon document GRSP/2014/12 and amends the draft PSI regulation as proposed in document WP.29/163/14. The Working Party on Passive Safety approved this proposal provided that Australia would seek guidance on its transitional provisions (since this amendment would, in principle, be adopted at the same time as the original PSI regulation at the November 2014 WP.29 session). This draft incorporates comments from Germany, Japan, and OICA received after the GRSP 55th session.

Explanatory document on the deliberations and outstanding issues concerning the draft UN Regulation and its proposed 01 series of amendments. These issues concern the references to an ISO standard and transitional provisions for the amendment.

Amendments to the proposals to harmonize the provisions of UN Rules Nos. 1 and 2 with those of the latest UN Regulations annexed to the 1958 Agreement and EU Directives.

Correction to paragraph 12.3 so it reads " As from 24 months after the date of entry into force of the 01 series of amendments, Contracting Parties applying this Regulation shall grant type approvals only if the vehicle type to be approved meets the requirements of this Regulation as amended by the 01 series of amendments."

Proposal to introduce provisions for ISOFIX in convertible cars, to exempt vehicles with one seating position per row from the ISOFIX provisions of UN R14 and to correct an editorial error in Supplement 4 to the 07 series of the regulation, as adopted by the Working Party on Passive Safety (GRSP) at its 54th session. The proposal is based on documents GRSP/2013/18 amended and GRSP/2013/4 as amended by GRSP-54-19-Rev.2, both documents reproduced as amended in Annex III to the GRSP session report.

Proposal to clarify the scope of UN Regulation No. 29 and the tests to be performed on the various types of category N vehicles as adopted by the GRSP at its 54th session based upon a proposal from Russia (document GRSP/2013/19).

Proposal from Japan to extend the overturning test to a broader range of child restraint systems, to require load application devices on the dummy, and from the Netherlands to correct an error in the Corrigendum 1 to Supplement 5 to the 03 series, as adopted by the Working Party on Passive Safety (GRSP) at its 54th session based on document GRSP/2013/10 as amended by Annex IV to the session report and on document GRSP/2013/20 not amended.

Modifications primarily to the headform test procedures in accordance with the proposed amendment 2 to GTR No. 9 as amended and adopted by the GRSP as its 54th session (document GRSP-54-09/Rev.1 as amended and reproduced in Annex V to the GRSP session report. The proposal addresses the adult headform test area and bumper test area.

Draft 01 series of amendments to Regulation No. 127 presented in a consolidated text of the regulation as adopted by GRSP and which aligns the test requirements of UN Regulation No. 127 with UN GTR No. 9 Phase 2 (Flex-PLI), incorporating Supplement 1 to the original version of the UN Regulation (determination of the headform test points). This proposal was adopted by the GRSP at its 54th session based on document GRSP-54-15-Rev. 1 as reproduced in Addendum 1 (document GRSP/54/Add.1) to the session report.

The scope of EU Euro VI standards for heavy-duty vehicles has been expanded compared with Euro V. In order to prevent inconsistencies that could affect the ability to offer all vehicles for export, this proposal would apply the expanded scope retrospectively to the 05 series of amendments to UN R49. This proposal was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/6, not amended.

Proposal to align the regulation with the full requirements for vehicles that meet “special social needs” under the regulatory framework of the European Union. In response to the extension of the scope of Euro VI legislation down to 2380 kg vehicles, this proposal would also add an exemption to take into account overlap between UN R83 and UN R101 with regard to light-duty vehicle CO₂ emissions and fuel/energy consumption. This proposal was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/3, as amended by para. 25. of the session report and document GRPE/2014/7, not amended.

Proposal as adopted by the GRPE at its 68th session based upon an original proposal (subsequently amended) by the European Commission to align the requirements of Regulation No. 83 with those of European Union Regulation (EC) Nos. 715/2007, 692/2008, 566/2011, 459/2012 and 630/2012.

Proposal to align UN Regulation No. 101 with the latest changes in the regulatory framework of the European Union in relation to the specifications of new reference fuels E10 and B7. Adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/5, not amended.

Proposal to revise the definitions of REC devices and to introduce stricter limit values (reduction levels) for REC systems and transitional provisions for the sale of REC systems that meet the requirements of the REC Regulation in its original form. To assure coherence with the change in the definitions, the text also includes a revision of the test sequence for particulate reduction and the equivalence matrix for the Regulation No. 49 Standard series. The text was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/4 as amended by GRPE-68-17-Rev.2.

Proposal originally by OICA (document GRB/2014/2) to update requirements for the noise test track from ISO 19844:1994 (i.e. Annex 8 of this Regulation) to ISO 10844:2011 and to allow for repaving of existing, non-compliant test tracks to meet the ISO 10844:2011 standards as adopted by the Working Party on Noise (GRB) at its 59th session. This change concerns the measurement of vehicle passing noise.

Proposal to update the transitional provisions of UN R13, including provisions for extensions of type approvals granted according to the antecedent requirements of the original approval. These amendments also relate to the transfer of brake-related telltale provisions to UN R121. The proposal also would clarify and align UN R13 with UN R107 on bus construction with regard to the exemption of articulated buses and coaches from the requirements for vehicle stability equipment. These proposals are based on documents GRRF/2014/7 and GRRF-76-20 as amended and reproduced in Annex II of the report of the GRRF on its 76th session.

Proposal to clarify and update transitional provisions, including provisions for extensions of type approvals granted according to the antecedent requirements of the original approval. These amendments also relate to the transfer of brake-related telltale provisions to UN R121. The proposal was adopted by the Working Party on Brakes and Running Gear (GRRF) at its 76th session, based on document GRRF/2014/16 as reproduced in Annex III to the session report.

Proposal to incorporate additional tire sizes within the regulation for commercial vehicle tires sold in countries requiring type approval according to UN Regulation No. 54. This proposal was adopted by the GRRF at its 75th session based upon a proposal by the ETRTO (document GRRF/2013/19).

Text as adopted by the GRRF from a proposal by the European Tyre and Rim Technical Organisation (ETRTO) to clarify the test procedure of the second load/speed performance test used for tires designed for speeds above 240 km/h for tires (as identified by the letter code “V” or “Z” in the size designation).

Proposal to improve the definition of “identical” parts as applied to replacement brake discs and drums and to introduce an “identical” part definition for brake linings. This proposal simplifies the approval process and was adopted by the Working Party on Brakes and Running Gear (GRRF) at its 67th session as amended by Annex IV of the session report and based on a proposal by OICA, CLEPA and FEMFM (document GRRF/2014/9 ).

Proposal to insert a new marking provision and, under “categories of use”, a definition for construction application (Industrial tractor) tyres into UN R106.

Proposal to correct editorial errors in the adopted proposal for Supplement 18 to Regulation No. 54 (document WP.29/2012/49). This proposed corrigendum was adopted by the GRRF based upon a document prepared by the European Tyre and Rim Technical Organisation (ETRTO) (document GRRF/2013/26).

Series of editorial corrections and clarifications to the resolution prepared by the GRB.

Final proposed text to revise and update the 1958 Agreement pursuant to the project to establish an international whole vehicle type approval system.
