Phase 2 of GTR No. includes proposals for injury assessment reference values (IARV). The United States has asserted that the IARV have not been sufficiently validated through cost-benefit analysis, which is a requirement in US rulemaking. Therefore, the US has proposed to permit regulators to select IARV that correspond to their local vehicle populations. However, adding this qualification (through a footnote) would create a precedent for future GTR and OICA has lamented that such diversity in application hampers the goal of harmonization. Therefore, the GTR 9 informal group and GRSP are putting this issue before the World Forum for guidance.

Latest version (superceding WP.29/2014/26) of the revision of the 1958 Agreement to enable the deployment of the International Whole Vehicle Type Approval system and to facilitate the global application of the Agreement and its system for the mutual recognition of type approvals. This version proposes solutions to all the remaining open issues except the question of two-thirds voting raised as a measure to address concerns of non-EU governments over the current simple majority procedure.

Proposal approved by the GRB to update UN R41 with the latest amendment of ISO 5130:2012, to correct the typing error of the decibel unit dB(A) (corrected from db(A)) and delete the unnecessary unit, and to revise the current list in Annex 4 as an itemized list for greater clarity.

This supplement would introduce provisions for fully automatic coupling systems and clarify references in the regulation to Regulation No. 10 on electromagnetic compatibility. This proposal combines two distinct proposals (document GRRF/2013/12 as amended by Annex II to the GRRF 75th session report and document GRRF/2013/13 not amended) approved by the GRRF at its September 2013 session.

Supplement 2 to the 02 series of amendments to Regulation No. 117 (Document WP.29/2012/54) as adopted at the June WP.29 session contained a typo where the snow temperature range for the snow grip test should be ‐4°C to ‐15°C, but the ‘minus’ sign was omitted before the first figure.

Proposal to introduce type-approval provisions for “valve control at stop-start” into the regulation on LPG equipment. The proposal would allow tank valves stay open in a commanded stop-start phase as is the case for the idling phase of non-stop-start vehicles. These provisions are similar to those for UN R110 on CNG vehicles.

Proposal to amend requirements for the minimum number of priority seats (four in Class I, two in Class II and Class III and one in Class A and Class B), to disallow the priority designation for folding seats, and to establish uniform provisions for gangway barriers in vehicles of Classes I and A, including a proposed 50N force limit for moving such barriers out of the way.

Proposal to reduce the minimum speed for activation of E-class passing beams from 70 km/h to 60 km/h and to prescribe clear alternatives to either detect motorway conditions with sensors or only activate the E mode above a speed of 110km/h. Moreover, the proposal extends the provisions to all vehicles. In addition, the proposal introduces “interdependent lamps”, taking into account the function of direction indicators as hazard warning signals.

Progress report on the second-phase development of the GTR on pedestrian safety focused on the introduction of the flexible pedestrian legform impactor (FlexPLI) as a single harmonized test tool in order to enhance the level of protection for lower legs of pedestrians.

In order to meet Contracting Party objectives, the draft GTR has been submitted for adoption by the Forum in March 2014. Although the current draft offers a complete test cycle, the WLTP experts want to improve the regulation by further addressing a number of technical elements that were set aside due to time and resource constraints.

This supplement concerns child restraint systems comprised of a base fixture to which a portable shell can be attached. The base fixture is attached to the vehicle by the ISOFIX anchorages in the seating position and the shell attached to the base. However, since the shells may also be designed for use without the base fixture in a configuration where the shell is secured by the adult safety belt of the seating position, this supplement would enable type approvals under UN R129 for this configuration.

Updated compendium of the provisions of the 1958 Agreement, the UN Regulations and amendments adopted under the agreement, and the current list of contact points for testing services and type approval authorities.

The main objective of this proposal is to establish an amendment to GTR No. 2 on the Worldwide harmonized Motorcycle emissions Certification-test procedure (WMTC) to insert Environmental and Propulsion Performance Requirements (EPPR), currently only applicable for two-wheeled motorcycles. Where warranted, other amendments or proposals for new regulations may be developed.

The proposed amendments would:

a) clarify possible confusion in the interpretation of the terms “inoperative” and “disconnected”;
b) update requirements for combined braking systems;
c) introduce the “K-method”; and
d) introduce the concept of a representative vehicle based on the
provisions of Regulation No. 13-H.
