38. The expert from Germany, Chair of the IWG on Rechargeable Energy Storage System (REESS), introduced ECE/TRANS/WP.29/GRSP/2014/26 amending ECE/TRANS/WP.29/GRSP/2014/11 and proposing a draft UN Regulation on safety requirements with respect to the electric power train of vehicles of categories L with a maximum design speed exceeding 6 km/h. The expert from IMMA proposed some amendments (GRSP-56-01) superseding ECE/TRANS/WP.29/GRSP/2014/26. Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2014/11 as amended by Annex VI to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions as a new draft UN Regulation on electric vehicles of category L.
39. The expert from Germany, Chair of the IWG on Rechargeable Energy Storage System (REESS) made a presentation (GRSP-55-29) to introduce ECE/TRANS/WP.29/GRSP/2014/11, aimed at proposing a draft UN Regulation on safety requirements with respect to the electric power train of vehicles of categories L1 with a maximum design speed exceeding 6 km/h. The expert from IMMA proposed some amendments (GRSP-55-07) to ECE/TRANS/WP.29/GRSP/2014/11. The majority of the Contracting Parties (Australia, France, Germany, the Netherlands, Spain, Sweden and the United Kingdom) rejected the introduction of additional provisions (para. 12 of ECE/TRANS/WP.29/GRSP/2014/11) in the text of the draft UN Regulation, to allow Contracting Parties to continue requiring the proof of compliance for post-crash requirements as proposed by the expert from Japan. GRSP referred GRSP-55-25-Rev.1 back to the IWG (including GRSP-55-22 proposed by the expert from Japan) and agreed to resume consideration of this agenda item at its December 2014 session, on the basis of an updated proposal submitted by the IWG. Finally, GRSP agreed to seek consent from WP.29 at its June 2014 session to extend the mandate of the IWG until June 2015.

The expert from EC introduced ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30, submitted by the Task Force on Bumper Test Area (TF-BTA), a subgroup of the Informal Working Group on global technical regulation No. 9 – Phase 2, and proposing an amendment to the provisions of the bumper test. He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.

He clarified that the IWG had defined a short list of candidate injury criteria to be used in the test of the UN GTR Phase 2. He added that the test pulse had been defined and that good repeatability and reproducibility of the biomechanical rear impact dummy (bioRID) had been achieved. He concluded that a full set of drawings and specifications of the dummy would be incorporated in the draft Addendum 1 of the Mutual Resolution No. 1 (M.R.1), along with the draft amendment to the UN GTR by the December 2015 session of GRSP. The expert from Japan added the presentation of the expert from Germany by introducing the status report of the IWG (GRSP-56-05).

The test procedure would be modified, including an increase in the applied load to exceed the maximum allowed resistance to permit sliding of the strap through the quick adjuster and through rigid parts, increased tolerances related thereto, deletion of the option for shorter shift (deemed unnecessary since it is a test on the strap, not on the complete component), and modification of drawings to improve consistency with the text.

26. The expert from Spain introduced GRSP-56-06, to improve dynamic test provisions for CRS and to cope with the presence of load limiters on safety belts used to fix CRS. The expert from EC raised a study reservation and GRSP agreed to resume discussion on this subject at its May 2015 session. In the meantime, the secretariat was requested to distribute GRSP-56-06 with an official symbol at the next session of GRSP.
23. The expert from Spain introduced ECE/TRANS/WP.29/GRSP/2015/5, to improve dynamic test provisions for CRS and to cope with the presence of load limiters on safety belts used to fix CRS. GRSP adopted the proposal not amended and requested the secretariat to submit the proposal for consideration and vote at the November 2015 sessions of WP.29 and AC.3 as draft Supplement 10 to the 04 series of amendments to UN Regulation No. 44.

22. Referring to the discussion under agenda item 7 (see para. 16), the expert from the Netherlands introduced GRSP-56-07, proposing a possible amendment to cover the issue of occupant displacement due to the presence of safety-belt load limiters installed on seats other than front seats. He announced the intention to submit a new proposal on this subject for the May 2015 session of GRSP.
13. The expert from CLEPA introduced a presentation (GRSP-57-25) to explain ECE/TRANS/WP.29/GRSP/2015/16 and GRSP-57-03 (superseding ECE/TRANS/WP.29/GRSP/2015/4) aimed at clarifying the provisions for dynamic testing of rear seat system and advanced restraint system approval. The expert from Japan argued that the proposal was not assessing the air-bag performance through UN Regulation No. 94 because it was addressing other occupants than those seating in lateral frontal positions. The expert from France clarified that the proposal was addressing the concept of restraint systems to other seating positions than front outboard positions. The expert from EC suggested aligning the proposed provisions with those of UN Regulation No. 21, concerning the speed of impact of seating position protected by an air-bag. Accordingly, the expert from CLEPA introduced GRSP-57-28 incorporating the comments received during the discussion. The experts from France and Japan raised study reservations on the proposal. Moreover, the expert from the Netherlands noted that the proposal would affect not only the safety-belt component but also the vehicle. The experts from EC and OICA stated that the proposal should be discussed as a full package with the corresponding amendment to UN Regulation No. 17, namely ECE/TRANS/WP.29/GRSP/2015/14 (see para. 19 below). GRSP agreed to resume discussion on this subject at its December 2015 session and requested the secretariat to distribute GRSP-57-28 with an official symbol.
19. Referring to the discussion held under agenda item 7 (see para. 13 above), the expert from the Netherlands introduced ECE/TRANS/WP.29/GRSP/2015/14, calling for increased energy absorption capabilities on the rear part of seat backs, taking into account the increased forward displacement of the rear occupants restrained by new safety-belts equipped with improved load limiter devices. However, he proposed to defer the discussion at the December 2015 session of GRSP, since the proposal would involve a parallel amendment to UN Regulation No. 16 to extend contact requirements of occupants against rear seats backs. GRSP agreed to resume discussion at its next session on the basis of a new proposal as an outcome of an exchange of views among the experts from the Netherlands, CLEPA, OICA and other interested parties.

The expert from OICA proposed to reduce the height of the measuring device, to evaluate a universal booster cushion, from 910 mm to 830 mm. He explained that this last value would be less restrictive for vehicle design. The expert from EC informed GRSP that a research test report on child abdominal injuries would be published soon. Accordingly, he raised a study reservation to consider the above-mentioned outcome of research and to complete the assessment of GRSP-56-08. GRSP agreed to resume discussion at its May 2015 session to consider and adopt, as a whole, draft 01 series of amendments and the parallel amendments to UN Regulation No. 16 (see para. 17). Finally, the secretariat was requested to distribute GRSP-56-08 with an official symbol at the next GRSP session.
29. The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced a presentation (GRSP-57-22) to show the work progress of the IWG and the main content of draft 01 series of amendments incorporating provisions for booster seats (GRSP-57-20 and GRSP-57-21 superseding ECE/TRANS/WP.29/GRSP/2015/9). He added that for Phase II of the UN Regulation there were still some pending issues such as safety for children in cars on booster cushions without a backrest and geometric definition of the test fixture (gabarit) for booster seats with an integrated backrest. The expert from Germany suggested only the inclusion of booster cushions with backrests in UN Regulation No. 129, while provisions for other kind of boosters should remain for the time being in UN Regulation No. 44 pending a whole revision of this last UN Regulation. The expert from EC endorsed the work of the IWG and he proposed further promotion of the of i-size concept to allow the installation of three ECRS on the same row seat in larger family cars. GRSP agreed to resume discussion at its December 2015 session on this subject awaiting the outcome of the IWG and requested to distribute GRSP-57-20 with an official symbol.

GRSP agreed to refer GRSP-55-08 back to the IWG and to resume consideration of this agenda item at its December 2014 session on the basis of an updated proposal submitted by the IWG on ECRS.

16. The expert from CLEPA introduced GRSP-56-10 (superseding ECE/TRANS/WP.29/GRSP/2014/27) aimed at clarifying the provisions for dynamic testing of rear seat system and advanced restraint system approval. The expert from France stressed the need to update the test provisions to verify displacement of rear occupants wearing safety-belts equipped with load limiters. He informed GRSP that the New Car Assessment Programme was defining similar provisions by using the fifth percentile female dummy. GRSP agreed to resume discussion on this subject at its May 2015 session and requested the secretariat to distribute GRSP-56-10 with an official symbol.

The expert from Japan argued that the proposal was not assessing the air-bag performance through UN Regulation No. 94 because it was addressing other occupants than those seating in lateral frontal positions. The expert from France clarified that the proposal was addressing the concept of restraint systems to other seating positions than front outboard positions. The expert from EC suggested aligning the proposed provisions with those of UN Regulation No. 21, concerning the speed of impact of seating position protected by an air-bag. Accordingly, the expert from CLEPA introduced GRSP-57-28 incorporating the comments received during the discussion. The experts from France and Japan raised study reservations on the proposal. Moreover, the expert from the Netherlands noted that the proposal would affect not only the safety-belt component but also the vehicle. The experts from EC and OICA stated that the proposal should be discussed as a full package with the corresponding amendment to UN Regulation No. 17, namely ECE/TRANS/WP.29/GRSP/2015/14 (see para. 19 below). GRSP agreed to resume discussion on this subject at its December 2015 session and requested the secretariat to distribute GRSP-57-28 with an official symbol.

The expert from OICA introduced GRSP-56-11-Rev.1, amending ECE/TRANS/WP.29/2014/34, superseding ECE/TRANS/WP.29/GRSP/2014/18 and ECE/TRANS/WP.29/GRSP/2013/15 and addressing the widest range of possible vehicle types and configurations. GRSP adopted ECE/TRANS/WP.29/2014/34 as amended by Annex II to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions, as draft Supplement 6 to the 07 series of amendments to UN Regulation No. 14.
52. The World Forum agreed to refer ECE/TRANS/WP.29/2014/34 (agenda item 4.6.1) back to GRSP for further consideration.
The decision to postpone was due to a European Commission identification of a possible inconsistency in text with regard to paragraph 5.3.8.2.

The expert from France, Chair of the Frontal Impact IWG, introduced the latest draft amendments of his group (ECE/TRANS/WP.29/GRSP/2014/23) to the draft UN Regulation (ECE/TRANS/WP.29/GRSP/2014/10) on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced GRSP-56-36, showing three possible solutions to implement a ThCC of 34 mm for the Hybrid III fifth percentile female dummy as requested by the expert from Japan. The expert from OICA introduced GRSP-56-13-Rev.1 endorsing 42 mm criterion because more balanced to protect both young and elderly people. He added that if a decision would be taken by GRSP to endorse 34 mm, this should be introduced at a later stage as a new series of amendments. The expert from Japan introduced GRSP-56-23-Rev.2 aimed at supporting a ThCC of 34 mm and stated that this value was evidence based for its feasibility. The expert from Sweden stated that she was not in the position to support one of the two values. The expert from Italy was in favour of 42 mm because the ThCC of 34 mm criterion needed further investigation. The expert from EU announced that a test programme (sponsored by the European Union) would start at the beginning of 2015 to investigate on this issue. GRSP agreed to resume discussion at its May 2015 session on the basis of revised proposals to be submitted by the expert from France (including GRSP-56-13-Rev.1 and GRSP-56-23-Rev.2).
37. The expert from France, Chair of the FI IWG, introduced the status report of the group (GRSP-55-43) as well as the latest amendments (GRSP-55-20-Rev.1) to the official proposal (ECE/TRANS/WP.29/GRSP/2014/10) of a new UN Regulation on frontal impact with focus on the restraint system. He added that the IWG focused on two possible scenarios for the threshold of front passenger’s thorax compression criteria:
(a) thorax compression criteria (Thcc) of ≤ 34 mm (considering the injury risk curve for the elderly 5th percentile female);
(b) Thcc ≤ 42 mm (considering the injury risk curve for the 5th percentile female).
38. He asked GRSP for guidance on choosing the scenario to be addressed by the draft UN Regulation. The expert from EC suggested that the first scenario complemented by an additional test (e.g. sled test) with a 95th percentile male dummy. However, the expert from France reminded GRSP that the proposal aimed to reduce the number of tests. The expert from OICA presented a recommendation (GRSP-55-42) for a Thcc ≤ 42 mm to address the 5th percentile female because a Thcc of ≤ 34 mm would only address a limited percentage of the population and because the test tool variations need to be taken into account. He remarked that the higher injury risk for elderly occupants would be considered by a reduced Thcc threshold of 42 mm for the 50th percentile male dummy Hybrid III as was also proposed for UN Regulation No. 94. GRSP finally agreed to resume consideration of this agenda item at its December 2014 session and requested its experts to provide clear guidance on the two above-mentioned scenarios. The secretariat was requested to distribute GRSP-55-20-Rev.1 with an official symbol at the next session of GRSP.
33. The expert from France, Chair of the Frontal Impact IWG, introduced ECE/TRANS/WP.29/GRSP/2015/11 as the final draft UN Regulation on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced ECE/TRANS/WP.29/GRSP/2015/12, amended by GRSP-57-01 to require ThCC limit at 34 mm in the 01 series of amendments to the UN Regulation. The expert from Japan suggested also aligning the provisions of the draft UN Regulation with the new Camera-Monitor Systems provisions of UN Regulation No. 46 (see para. 27 above). GRSP noted also the lack of availability of drawings and specification of the 5th percentile female dummy and agreed to insert a footnote as a reminder to interested parties to provide the above mentioned specifications in time for adoption of the draft UN Regulation by WP.29 and AC.1. GRSP considered GRSP-57-29-Rev.1, amending ECE/TRANS/WP.29/GRSP/2015/11 and incorporating all the comments received during the discussion (including GRSP-57-02). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2015/11 and ECE/TRANS/WP.29/GRSP/2015/12, both as amended by Annex V to this report. The secretariat was requested to submit for consideration and vote to WP.29 and AC.1 at their November 2015 sessions:
(i) ECE/TRANS/WP.29/GRSP/2015/11 as new draft UN Regulation on frontal impact with focus on the restraint system and
(ii) ECE/TRANS/WP.29/GRSP/2015/12 as 01 series of amendments to the new UN Regulation.
The expert from France introduced GRSP-57-31, for information only, to provide further justification of the biomechanical chest deflection thresholds introduced in the draft UN Regulation.

GRSP noted ECE/TRANS/WP.29/GRSP/2015/10, tabled by the expert from the Netherlands to clarify that the adjustment device for the height of the effective upper anchorage (introduced recently for buses) might be part of the anchorage or of the safety-belt requirements. The expert from Denmark expressed concerns that the system would be used as a CRS in buses, as has happened in the past because it is cheaper than a real CRS. The expert from France supported in principle the proposal pending further clarifications. GRSP agreed to resume discussion at its December 2015 session on the basis of a revised proposal voluntarily prepared by the expert from the Netherlands.

The expert from EC introduced ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30, submitted by the Task Force on Bumper Test Area (TF-BTA), a subgroup of the Informal Working Group on global technical regulation No. 9 – Phase 2, and proposing an amendment to the provisions of the bumper test. He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.
No objections to the proposals which are passed for consideration to adopt during the AC.1 session.

10. Finally, the expert from the Republic of Korea introduced GRSP-56-21 for information only. He explained that pedestrian safety was a relevant road safety issue in his country, causing more than 2000 casualties each year and stated the availability of his delegation to prepare proposals concerning tests of active devices to further improve vehicle performances.
10. The experts from the Republic of Korea and OICA introduced a proposal of amendments to UN GTR (GRSP-58-31), to incorporate provisions for active deployable systems in the bonnet area. The expert from OICA clarified that the proposal aimed to use a well-established procedure that had been presented several years ago and that had been recommended to Contracting Parties (CPs) for consideration. The Chair of GRSP informed the Group that he would be able to provide some NHTSA research information on pedestrian safety active systems at the national level to GRSP at its May 2016 session.
11. GRSP agreed to resume consideration on these matters at its May 2016 session and to keep GRSP-58-31 as an informal document for further development.

The expert from France, Chair of the Frontal Impact IWG, introduced the latest draft amendments of his group (ECE/TRANS/WP.29/GRSP/2014/23) to the draft UN Regulation (ECE/TRANS/WP.29/GRSP/2014/10) on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced GRSP-56-36, showing three possible solutions to implement a ThCC of 34 mm for the Hybrid III fifth percentile female dummy as requested by the expert from Japan. The expert from OICA introduced GRSP-56-13-Rev.1 endorsing 42 mm criterion because more balanced to protect both young and elderly people. He added that if a decision would be taken by GRSP to endorse 34 mm, this should be introduced at a later stage as a new series of amendments. The expert from Japan introduced GRSP-56-23-Rev.2 aimed at supporting a ThCC of 34 mm and stated that this value was evidence based for its feasibility. The expert from Sweden stated that she was not in the position to support one of the two values. The expert from Italy was in favour of 42 mm because the ThCC of 34 mm criterion needed further investigation. The expert from EU announced that a test programme (sponsored by the European Union) would start at the beginning of 2015 to investigate on this issue. GRSP agreed to resume discussion at its May 2015 session on the basis of revised proposals to be submitted by the expert from France (including GRSP-56-13-Rev.1 and GRSP-56-23-Rev.2).
33. The expert from France, Chair of the Frontal Impact IWG, introduced ECE/TRANS/WP.29/GRSP/2015/11 as the final draft UN Regulation on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced ECE/TRANS/WP.29/GRSP/2015/12, amended by GRSP-57-01 to require ThCC limit at 34 mm in the 01 series of amendments to the UN Regulation. The expert from Japan suggested also aligning the provisions of the draft UN Regulation with the new Camera-Monitor Systems provisions of UN Regulation No. 46 (see para. 27 above). GRSP noted also the lack of availability of drawings and specification of the 5th percentile female dummy and agreed to insert a footnote as a reminder to interested parties to provide the above mentioned specifications in time for adoption of the draft UN Regulation by WP.29 and AC.1. GRSP considered GRSP-57-29-Rev.1, amending ECE/TRANS/WP.29/GRSP/2015/11 and incorporating all the comments received during the discussion (including GRSP-57-02). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2015/11 and ECE/TRANS/WP.29/GRSP/2015/12, both as amended by Annex V to this report. The secretariat was requested to submit for consideration and vote to WP.29 and AC.1 at their November 2015 sessions:
(i) ECE/TRANS/WP.29/GRSP/2015/11 as new draft UN Regulation on frontal impact with focus on the restraint system and
(ii) ECE/TRANS/WP.29/GRSP/2015/12 as 01 series of amendments to the new UN Regulation.
The expert from France introduced GRSP-57-31, for information only, to provide further justification of the biomechanical chest deflection thresholds introduced in the draft UN Regulation.

49. GRSP considered and adopted GRSP-56-25 to correct information provided by a label permanently affixed on hydrogen containers, as reproduced in Annex VIII to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions, as draft Supplement 1 to the new UN Regulation on hydrogen and fuel cell vehicles (HFCV).
71(bis). The representative of OICA supported the adoption of the new draft UN Regulation on hydrogen and fuel cell vehicles as submitted to WP.29 and AC.1. He pointed out that this draft also contains post-crash requirements, because it fully transposes UN GTR No. 13 into the 1958 Agreement framework. He added that the normal procedure would have been to insert these provisions in the relevant UN Regulations on frontal and lateral collision, such as UN Regulations Nos. 94 or 95, similar to the approach used for UN Regulation No. 100 (Safety of battery electric vehicles). Therefore, he suggested that GRSP should revise, in a further step, the UN Regulation focusing on safety requirements for the construction and use of HFCV vehicles, while the post-crash requirements would be transferred to the relevant post-crash Regulations under the 1958 Agreement. WP.29 endorsed this approach.

15. The expert from OICA introduced GRSP-56-32, improving the provisions concerning vehicle of category M1 having only one seat row and introducing a new definition of “bucket seat”. The expert from EC stated that this last definition needed further discussion. The expert from Japan in principle disagreed on the proposed limit of 140 for the power to mass ratio index to exempt vehicles, exceeding that value, from having ISOFIX positions. Finally, GRSP requested the secretariat to distribute GRSP-56-32 with an official symbol at its May 2015 session.
12. The expert from OICA introduced ECE/TRANS/WP.29/GRSP/2015/3, aimed at improving the provisions concerning vehicles of category M1 having only one seat row and introducing a new definition of “bucket seat”. The expert from the Netherlands noted that ECE/TRANS/WP.29/2015/46, submitted for consideration and voting at the June 2015 session of WP.29 was amending the same provisions and that further proposal of amendments would create confusion. The expert from OICA withdrew ECE/TRANS/WP.29/GRSP/2015/3. Finally, GRSP agreed to resume discussion on this subject at its December 2015 session and requested the secretariat to keep ECE/TRANS/WP.29/GRSP/2015/3 as a reference in the agenda of that session.

Based on the OICA proposal (document GRSP-56-12) and ensuing discussions, Australia proposes to limit the scope of the GTR to both M1 vehicles under 3.5 t maximum vehicle mass and to certain N1 vehicles based on geometric measurements.

17. The expert from OICA introduced GRSP-56-14, complemented by GRSP-56-16 reproducing a consolidated text of the amendments proposed [in document GRSP-56-14]. He explained that the proposal was needed to verify which seating positions would allow the installation of the universal booster child restraint system (CRS) proposed by the draft 01 series of amendments to the UN Regulation No. 129 (Enhanced Child Restraint Systems) (see para. 33 below). He clarified that the proposal was aimed at introducing physical [testing], computer simulation or any other means [acceptable to a type-approval authority] to assess [compliance with the child-restraint fixture installation requirements]. The expert from CLEPA introduced GRSP-56-35 to clarify the dimensions of ISOFIX anchorages of the proposed fixture. The expert from OICA argued that GRSP-56-35 could lead to misinterpretation since UN Regulation No. 16 is not dealing with ISOFIX anchorage provisions. The expert from EC noted that the required information on ISOFIX installation (see Annex 17, Appendix 3, tables 1-3 of the UN Regulation No. 16) could be misleading for consumers. The expert from France clarified that the introduction of booster cushion was aimed at improving comfort rather than safety and that the IWG designed provisions for a universal system of this type of CRS as per other CRS. GRSP agreed to refer GRSP-56-14, GRSP-56-16 and GRSP-56-35 to the IWG on CRS for further discussion and agreed to resume consideration on this subject at its May 2015 session.

The expert from France, Chair of the Frontal Impact IWG, introduced the latest draft amendments of his group (ECE/TRANS/WP.29/GRSP/2014/23) to the draft UN Regulation (ECE/TRANS/WP.29/GRSP/2014/10) on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced GRSP-56-36, showing three possible solutions to implement a ThCC of 34 mm for the Hybrid III fifth percentile female dummy as requested by the expert from Japan. The expert from OICA introduced GRSP-56-13-Rev.1 endorsing 42 mm criterion because more balanced to protect both young and elderly people. He added that if a decision would be taken by GRSP to endorse 34 mm, this should be introduced at a later stage as a new series of amendments. The expert from Japan introduced GRSP-56-23-Rev.2 aimed at supporting a ThCC of 34 mm and stated that this value was evidence based for its feasibility. The expert from Sweden stated that she was not in the position to support one of the two values. The expert from Italy was in favour of 42 mm because the ThCC of 34 mm criterion needed further investigation. The expert from EU announced that a test programme (sponsored by the European Union) would start at the beginning of 2015 to investigate on this issue. GRSP agreed to resume discussion at its May 2015 session on the basis of revised proposals to be submitted by the expert from France (including GRSP-56-13-Rev.1 and GRSP-56-23-Rev.2).

He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.
9. GRSP endorsed GRSP-56-39, but did not support GRSP-56-38. The secretariat was requested to distribute GRSP-56-39 with an official symbol for consideration at its May 2015 session. It was agreed that this proposal would be discussed further by the Contracting Parties under the 1998 Agreement and by GRSP at its next session as a full package with: (i) an updated draft proposal of Phase 2 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15) and (ii) an updated final report of the IWG (ECE/TRANS/WP.29/GRSP/2014/16).
5. The expert from Germany, on behalf of the Chair of the IWG, informed GRSP that the group had met on 24 November 2017. As a result of this meeting, he was able to introduce the consolidated text of draft Amendment 2 to UN GTR No. 9 (GRSP-62-15-Rev.1), incorporating: (a) the flexible pedestrian legform impactor (FlexPLI) (ECE/TRANS/WP.29/GRSP/2014/15), (b) the new bumper test area (ECE/TRANS/WP.29/GRSP/2015/2) and the removal of the study reservation on the Injury Assessment Values (IARVs) (ECE/TRANS/WP.29/GRSP/2017/3). He also introduced the progress report of the IWG (GRSP-62-16) superseding ECE/TRANS/WP.29/GRSP/2014/16. GRSP was not yet in the position to adopt the proposal and requested the secretariat to distribute GRSP-62-15-Rev.1 and GRSP-62-16 with official symbols for final review at its May 2018 session. Moreover, GRSP requested the IWG to draft Addendum 3 to Mutual Resolution No. 1 of the 1958 and the 1998 Agreements to provide drawings and technical specifications of the FlexPLI. GRSP also requested the IWG to liaise with the FlexPLI manufacturer to have free availability of the above-mentioned technical information. Finally, GRSP agreed to seek endorsement from WP.29 and the Executive Committee of the 1998 Agreement (AC.3) at their March 2018 sessions to extend the mandate of the IWG by one year.

The expert from OICA introduced GRSP-57-12, explaining that the new definition of the test area leads to test bumper surfaces at an angle greater than the justified 30°. He added that this might result in occurrence of total and relative rotation of the leg as well as sliding along the surface and produce non-repeatable data. The expert from the United States of America requested a study reservation on this proposal based on the above concern regarding the test tool’s repeatability at an impact angle of 30 degrees or higher. She announced that results of this research would be available at the December 2015 session of GRSP. The expert from Japan proposed to share data from his country to be included in the cost benefit analysis. GRSP agreed to resume discussion on this subject and on the pending issues of the proposal of amendments to the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15, ECE/TRANS/WP.29/GRSP/2014/16 and ECE/TRANS/WP.29/GRSP/2015/2) at its December 2015 session.

Referring to the decision held under agenda item 3(a) (see paragraphs 8. and 9.), GRSP endorsed in principle GRSP-56-41 (superseding ECE/TRANS/WP.29/GRSP/2014/31, ECE/TRANS/WP.29/GRSP/2014/32 and GRSP-56-40), introducing the new bumper test method and the definition of bumper beam. GRSP agreed to resume discussion at its May 2015 session to define proper transitional provisions and decide whether to adopt the proposal either as a new series of amendments or as a supplement. Finally, the secretariat was requested to distribute GRSP-56-41 with an official symbol at the next session of GRSP.

GRSP adopted ECE/TRANS/WP.29/GRSP/2015/8, as amended by Annex IV (including GRSP-57-16-Rev.1) to this report. The secretariat was requested to submit the proposal to WP.29 and AC.1 for consideration and vote at their November 2015 sessions, as draft 02 series of amendments to UN Regulation No. 127.

9. GRSP endorsed GRSP-56-39, but did not support GRSP-56-38. The secretariat was requested to distribute GRSP-56-39 with an official symbol for consideration at its May 2015 session. It was agreed that this proposal would be discussed further by the Contracting Parties under the 1998 Agreement and by GRSP at its next session as a full package with: (i) an updated draft proposal of Phase 2 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15) and (ii) an updated final report of the IWG (ECE/TRANS/WP.29/GRSP/2014/16).
7. The expert from Germany, co-Chair of the IWG on pedestrian safety introduced the draft UN GTR No. 9 Phase 2 (GRSP-54-33) to incorporate the flexible pedestrian legform impactor (FlexPLI), as a result of the last meeting of the IWG held on 16 and 17 December 2013, prior to the GRSP proper session. He explained that the proposal superseded ECE/TRANS/WP.29/GRSP/2011/13, ECE/TRANS/WP.29/GRSP/2013/25 and GRSP-54-08, leaving pending the issues of the Injury Assessment Reference Values (IARVs) for the flexible lower legform to bumper test (para. 5.1.1) and for the tolerance of the FlexPLI mass (paras. 6.3.1.1. and 6.3.1.1.3.). The proposal received comments from the expert of the United States of America (GRSP-54-32) who questioned the lack of information concerning the above-mentioned IARVs. He stated that the draft UN GTR could not be recommended unless Contracting Parties would be allowed to choose appropriate IARVs when transposing the UN GTR into their national legislations. In response, the expert from Germany introduced GRSP-54-33-Rev.2 addressing this concern. The expert from OICA regretted the lack of agreement on this last issue which would result in a number of options, thus hampering harmonization.
8. GRSP recommended ECE/TRANS/WP.29/GRSP/2013/25, as amended by Annex II to the session report and adopted the final progress report of the IWG (GRSP-54-34-Rev.1), as reproduced in Annex II. GRSP agreed to seek guidance of the Executive Committee of the 1998 Agreement (AC.3) at its March 2014 session concerning IARVs of para. 5.1.1. and seek endorsement of AC.3 to extend the mandate of the IWG until November 2014 to complete the addendum to M.R.1 to incorporate the FlexPLI. Finally, GRSP requested the secretariat to submit the proposal as draft Amendment 2 to UN GTR No. 9 and its final progress report to AC.3 for consideration and vote at its June 2014 session.
6. The expert from EC introduced GRSP-57-15-Rev.1, superseding ECE/TRANS/WP.29/GRSP/2015/2, and proposing the introduction of the definition of rigid bumper beam in the test area in addition to the proposed bumper test method with the flexible pedestrian legform impactor (FlexPLI). The expert from OICA introduced GRSP-57-12, explaining that the new definition of the test area leads to test bumper surfaces at an angle greater than the justified 30°. He added that this might result in occurrence of total and relative rotation of the leg as well as sliding along the surface and produce non-repeatable data. The expert from the United States of America requested a study reservation on this proposal based on the above concern regarding the test tool’s repeatability at an impact angle of 30 degrees or higher. She announced that results of this research would be available at the December 2015 session of GRSP. The expert from Japan proposed to share data from his country to be included in the cost benefit analysis. GRSP agreed to resume discussion on this subject and on the pending issues of the proposal of amendments to the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15, ECE/TRANS/WP.29/GRSP/2014/16 and ECE/TRANS/WP.29/GRSP/2015/2) at its December 2015 session.
6. The expert from the United States of America announced that the National Highway Traffic Safety Administration (NHTSA) had agreed to accept Injury Assessment Reference Values (IARVs) to move Phase 2 forward and to incorporate the flexible pedestrian legform impactor (FlexPLI). He added that IARVs could change as a result of cost benefits analysis conducted during the adoption process of the GTR when transposed into the national legislation of Contracting Parties. Accordingly, he proposed GRSP-60-17 to amend Part A of the statement of technical rationale and to justify of ECE/TRANS/WP.29/GRSP/2014/15. Moreover, he reported that his administration had not yet completed its cost-benefit analysis, but the United States of America New Car Assessment Programme was already using the FlexPLI and the new improved bumper test proposed by the Task Force on Bumper Test Area (TF-BTA) (ECE/TRANS/WP.29/GRSP/2015/2). He concluded that for the new proposed requirements for the head form tests (ECE/TRANS/WP.29/GRSP/2014/5) some more analysis would be needed.
7. Referring to the statement of the expert from the United States of America, GRSP noted that at its May 2017 session it would likely be in the position to recommend the Phase 2 of the GTR as a full package: ECE/TRANS/WP.29/GRSP/2014/15, ECE/TRANS/WP.29/GRSP/2015/2 and GRSP-60-17. The expert from the United States of America announced that a meeting of the IWG in Washington, D.C. would be scheduled at the beginning of 2017. Thus, GRSP recommended for its May 2017 session: - IWG to provide a final report of the development of Phase 2 (update of ECE/TRANS/WP.29/GRSP/2014/16, fifth status report of the IWG),
- IWG to finalise the analysis because the new headform test were incorporated as well (ECE/TRANS/WP.29/GRSP/2014/5) and
- the secretariat to distribute GRSP-60-17 with an official symbol.
5. The expert from Germany informed GRSP that the IWG had planned to meet for the last time to move Phase 2 forward and incorporate the flexible pedestrian legform impactor (FlexPLI). GRSP agreed to resume discussion at its December 2017 session on a consolidated document provided by the IWG incorporating: (i) the draft amendment to the UN GTR on FlexPLI (ECE/TRANS/WP.29/GRSP/2014/15), (ii) the new improved bumper test proposed by the Task Force on Bumper Test Area (TF-BTA) (ECE/TRANS/WP.29/GRSP/2015/2) and (iii) the Injury Assessment Reference Values (IARVs)(ECE/TRANS/WP.29/GRSP/2017/3). Moreover, the IWG would provide, at that time, a final report of the activities of the group based on ECE/TRANS/WP.29/GRSP/2014/16. The Chair of GRSP offered to host the meeting of the IWG at its earliest convenience in Washington, D.C.
5. The expert from Germany, on behalf of the Chair of the IWG, informed GRSP that the group had met on 24 November 2017. As a result of this meeting, he was able to introduce the consolidated text of draft Amendment 2 to UN GTR No. 9 (GRSP-62-15-Rev.1), incorporating: (a) the flexible pedestrian legform impactor (FlexPLI) (ECE/TRANS/WP.29/GRSP/2014/15), (b) the new bumper test area (ECE/TRANS/WP.29/GRSP/2015/2) and the removal of the study reservation on the Injury Assessment Values (IARVs) (ECE/TRANS/WP.29/GRSP/2017/3). He also introduced the progress report of the IWG (GRSP-62-16) superseding ECE/TRANS/WP.29/GRSP/2014/16. GRSP was not yet in the position to adopt the proposal and requested the secretariat to distribute GRSP-62-15-Rev.1 and GRSP-62-16 with official symbols for final review at its May 2018 session. Moreover, GRSP requested the IWG to draft Addendum 3 to Mutual Resolution No. 1 of the 1958 and the 1998 Agreements to provide drawings and technical specifications of the FlexPLI. GRSP also requested the IWG to liaise with the FlexPLI manufacturer to have free availability of the above-mentioned technical information. Finally, GRSP agreed to seek endorsement from WP.29 and the Executive Committee of the 1998 Agreement (AC.3) at their March 2018 sessions to extend the mandate of the IWG by one year.
5. The expert from Germany, on behalf of the Chair of the IWG, introduced the consolidated text of draft Amendment 2 to UN GTR No. 9 (ECE/TRANS/WP.29/GRSP/2018/2), which incorporates: (a) the flexible pedestrian legform impactor (FlexPLI), and (b) the new bumper test area and on the Injury Assessment Values (IARVs). He also introduced the final progress report of the IWG ECE/TRANS/WP.29/GRSP/2018/3. As suggested by the expert from the Republic of Korea, he announced that a possible amendment of part I of the UN GTR (statement of technical rationale and justification) would be introduced in the future to reflect the activity of the IWG on Deployable Pedestrian Protection Systems (DPPS). GRSP recommended Amendment 2 (ECE/TRANS/WP.29/GRSP/2018/2) and the final progress report (ECE/TRANS/WP.29/GRSP/2018/3) both not amended, for establishment in the global registry. The expert from EC introduced ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30, submitted by the Task Force on Bumper Test Area (TF-BTA), a subgroup of the Informal Working Group on global technical regulation No. 9 – Phase 2, and proposing an amendment to the provisions of the bumper test. He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.
9. Moreover, the expert from OICA gave a presentation (GRSP-55-40) on the work progress of the Task Force Bumper Test Area (TF-BTA), a subgroup of the IWG on UN GTR No. 9 – Phase 2 and proposing an amendment (GRSP-55-41) to the provisions of the bumper test.
10. GRSP agreed to resume consideration of this agenda item at its December 2014 session, awaiting the outcome of research on this issue from Contracting Parties concerned. GRSP requested the secretariat to distribute GRSP-55-41 with an official symbol at its next session. Finally, it was agreed to consider GRSP-55-24 under agenda item 17.

Germany submitted a proposal that would require at least one set of ISOFIX anchorages in single-row vehicles (which are currently exempted under UN R14). This proposal (superseding GRSP-55-31) would set a minimum R-point criteria for requiring the ISOFIX anchorages and thus exempt vehicles with R-points below this minimum height. Finally, GRSP agreed to resume discussion on ECE/TRANS/WP.29/GRSP/2013/15 at its May 2014 session, excluding paragraph 5.3.8.8. as already agreed with ECE/TRANS/WP.29/GRSP/2013/4.

GRSP resumed consideration of paragraph 5.3.8.2. of ECE/TRANS/WP.29/GRSP/2013/15, concerning exemption to the mandatory installation of an ISOFIX position anchorages in vehicles with one seat row. However, the expert from OICA showed (GRSP-55-32) differences between sport cars unfitted for the transport of children and conventional cars with one seat row. Therefore, he proposed GRSP-55-31 which introduces a geometric criteria (R- point height above the ground less than 450 mm) to exempt such sport cars. The expert from Germany raised a study reservation on this proposal. GRSP agreed to resume consideration of this subject at its December 2014 session and requested the secretariat to distribute GRSP-55-31 with an official symbol.

Germany submitted a proposal that would require at least one set of ISOFIX anchorages in single-row vehicles (which are currently exempted under UN R14). This proposal (superseding GRSP-55-31) would set a minimum R-point criteria for requiring the ISOFIX anchorages and thus exempt vehicles with R-points below this minimum height. The purpose is to exempt sport vehicles not intended to carry small children requiring child seats from the ISOFIX requirement.

19. GRSP resumed consideration on a proposal tabled by the expert from CLEPA (ECE/TRANS/WP.29/GRSP/2014/19), introducing provisions to define the moment of inertia of the luggage impact test. GRSP adopted the proposal and requested the secretariat to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions as draft Supplement 3 to the 08 series of amendments to UN Regulation No. 17.

20. The expert from Germany introduced ECE/TRANS/WP.29/GRSP/2014/20 proposing the prohibition of side-facing seats for any N category of vehicle. The expert from OICA argued that the proposed amendment would also ban some special purpose vehicles which so far did not create safety issue and offered his cooperation to revise the proposal. GRSP noted that the issue was focused on the corresponding EU Directive rather than UN Regulation No. 17 provisions. Accordingly, the expert from Germany withdrew the proposal and GRSP agreed to remove this subject from the agenda of the May 2015 session.
19. The expert from Germany introduced GRSP-55-19 to extend the prohibition of installation of side-facing seats to all categories of commercial vehicles (N). The expert from Turkey raised a study reservation and the expert from OICA argued that this extension should be carefully examined for special vehicles (e.g. ambulances, hearses). GRSP agreed to resume consideration of this agenda item at its December 2014 session and requested the secretariat to distribute GRSP-55-19 with an official symbol.

37. The expert from France, Chair of the Frontal Impact IWG, introduced the latest draft amendments of his group (ECE/TRANS/WP.29/GRSP/2014/23) to the draft UN Regulation (ECE/TRANS/WP.29/GRSP/2014/10) on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced GRSP-56-36, showing three possible solutions to implement a ThCC of 34 mm for the Hybrid III fifth percentile female dummy as requested by the expert from Japan. The expert from OICA introduced GRSP-56-13-Rev.1 endorsing 42 mm criterion because more balanced to protect both young and elderly people. He added that if a decision would be taken by GRSP to endorse 34 mm, this should be introduced at a later stage as a new series of amendments. The expert from Japan introduced GRSP-56-23-Rev.2 aimed at supporting a ThCC of 34 mm and stated that this value was evidence based for its feasibility. The expert from Sweden stated that she was not in the position to support one of the two values. The expert from Italy was in favour of 42 mm because the ThCC of 34 mm criterion needed further investigation. The expert from EU announced that a test programme (sponsored by the European Union) would start at the beginning of 2015 to investigate on this issue. GRSP agreed to resume discussion at its May 2015 session on the basis of revised proposals to be submitted by the expert from France (including GRSP-56-13-Rev.1 and GRSP-56-23-Rev.2).
37. The expert from France, Chair of the FI IWG, introduced the status report of the group (GRSP-55-43) as well as the latest amendments (GRSP-55-20-Rev.1) to the official proposal (ECE/TRANS/WP.29/GRSP/2014/10) of a new UN Regulation on frontal impact with focus on the restraint system. He added that the IWG focused on two possible scenarios for the threshold of front passenger’s thorax compression criteria:
(a) thorax compression criteria (Thcc) of ≤ 34 mm (considering the injury risk curve for the elderly 5th percentile female);
(b) Thcc ≤ 42 mm (considering the injury risk curve for the 5th percentile female).
38. He asked GRSP for guidance on choosing the scenario to be addressed by the draft UN Regulation. The expert from EC suggested that the first scenario complemented by an additional test (e.g. sled test) with a 95th percentile male dummy. However, the expert from France reminded GRSP that the proposal aimed to reduce the number of tests. The expert from OICA presented a recommendation (GRSP-55-42) for a Thcc ≤ 42 mm to address the 5th percentile female because a Thcc of ≤ 34 mm would only address a limited percentage of the population and because the test tool variations need to be taken into account. He remarked that the higher injury risk for elderly occupants would be considered by a reduced Thcc threshold of 42 mm for the 50th percentile male dummy Hybrid III as was also proposed for UN Regulation No. 94. GRSP finally agreed to resume consideration of this agenda item at its December 2014 session and requested its experts to provide clear guidance on the two above-mentioned scenarios. The secretariat was requested to distribute GRSP-55-20-Rev.1 with an official symbol at the next session of GRSP.
33. The expert from France, Chair of the Frontal Impact IWG, introduced ECE/TRANS/WP.29/GRSP/2015/11 as the final draft UN Regulation on frontal impact with focus on the restraint system, with a thorax compression criterion (ThCC) of 42 mm. He also introduced ECE/TRANS/WP.29/GRSP/2015/12, amended by GRSP-57-01 to require ThCC limit at 34 mm in the 01 series of amendments to the UN Regulation. The expert from Japan suggested also aligning the provisions of the draft UN Regulation with the new Camera-Monitor Systems provisions of UN Regulation No. 46 (see para. 27 above). GRSP noted also the lack of availability of drawings and specification of the 5th percentile female dummy and agreed to insert a footnote as a reminder to interested parties to provide the above mentioned specifications in time for adoption of the draft UN Regulation by WP.29 and AC.1. GRSP considered GRSP-57-29-Rev.1, amending ECE/TRANS/WP.29/GRSP/2015/11 and incorporating all the comments received during the discussion (including GRSP-57-02). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2015/11 and ECE/TRANS/WP.29/GRSP/2015/12, both as amended by Annex V to this report. The secretariat was requested to submit for consideration and vote to WP.29 and AC.1 at their November 2015 sessions:
(i) ECE/TRANS/WP.29/GRSP/2015/11 as new draft UN Regulation on frontal impact with focus on the restraint system and
(ii) ECE/TRANS/WP.29/GRSP/2015/12 as 01 series of amendments to the new UN Regulation.
The expert from France introduced GRSP-57-31, for information only, to provide further justification of the biomechanical chest deflection thresholds introduced in the draft UN Regulation.

39. The expert from Germany, Chair of the IWG on Rechargeable Energy Storage System (REESS) made a presentation (GRSP-55-29) to introduce ECE/TRANS/WP.29/GRSP/2014/11, aimed at proposing a draft UN Regulation on safety requirements with respect to the electric power train of vehicles of categories L1 with a maximum design speed exceeding 6 km/h. The expert from IMMA proposed some amendments (GRSP-55-07) to ECE/TRANS/WP.29/GRSP/2014/11. The majority of the Contracting Parties (Australia, France, Germany, the Netherlands, Spain, Sweden and the United Kingdom) rejected the introduction of additional provisions (para. 12 of ECE/TRANS/WP.29/GRSP/2014/11) in the text of the draft UN Regulation, to allow Contracting Parties to continue requiring the proof of compliance for post-crash requirements as proposed by the expert from Japan. GRSP referred GRSP-55-25-Rev.1 back to the IWG (including GRSP-55-22 proposed by the expert from Japan) and agreed to resume consideration of this agenda item at its December 2014 session, on the basis of an updated proposal submitted by the IWG. Finally, GRSP agreed to seek consent from WP.29 at its June 2014 session to extend the mandate of the IWG until June 2015.

The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced: (i) a presentation to show the main content of the draft 01 series of amendments incorporating provisions for booster seats (GRSP-56-28), (ii) the draft proposal (GRSP-56-08 superseding ECE/TRANS/WP.29/GRSP/2014/28) and (iii) the consolidated version of the UN Regulation, incorporating the proposed amendments (GRSP-56-09). The expert from OICA proposed to reduce the height of the measuring device, to evaluate a universal booster cushion, from 910 mm to 830 mm. He explained that this last value would be less restrictive for vehicle design. The expert from EC informed GRSP that a research test report on child abdominal injuries would be published soon. Accordingly, he raised a study reservation to consider the above-mentioned outcome of research and to complete the assessment of GRSP-56-08. GRSP agreed to resume discussion at its May 2015 session to consider and adopt, as a whole, draft 01 series of amendments and the parallel amendments to UN Regulation No. 16 (see para. 17). Finally, the secretariat was requested to distribute GRSP-56-08 with an official symbol at the next GRSP session.
29. The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced: (i) the status report of the progress of his group (GRSP-55-34-Rev.1) and (ii) the latest update of the draft 01 series of amendments to UN Regulation No. 129 that incorporates provisions for booster seats (GRSP-55-08, superseding ECE/TRANS/WP.29/GRSP/2014/7). The expert from OICA gave a presentation (GRSP-55-35) on a possible child restraint fixture, covering booster seats for children older than 4 years. GRSP agreed to refer GRSP-55-08 back to the IWG and to resume consideration of this agenda item at its December 2014 session on the basis of an updated proposal submitted by the IWG on ECRS.

Description
|
The 03 series of amendment introduced a new Test C into UN Regulation No. 29. This proposal adds specifications for the test rig in the case where a pendulum impactor is used (as is already prescribed for Tests A and B. To improve the repeatability of the test, the submission further proposes to place the cab on a horizontal surface and to fix the pendulum with a required angle of 20° of impact against the cab to be tested.

The expert from EC introduced ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30, submitted by the Task Force on Bumper Test Area (TF-BTA), a subgroup of the Informal Working Group on global technical regulation No. 9 – Phase 2, and proposing an amendment to the provisions of the bumper test. He explained that the current provisions allow the area to be narrower than intended in the provisions of the UN GTR. He added that ECE/TRANS/WP.29/GRSP/2014/17 was proposing a new method by introducing a practical determination of angle surfaces, to be tested with the FlexPLI, by using a corner gauge. Moreover, he explained that ECE/TRANS/WP.29/GRSP/2014/30 was proposing the introduction of the definition of rigid bumper beam in the test area in addition to the above-mentioned new test method. He finally informed GRSP that a test report on research conducted by EC on this issue was available. The expert from Japan gave a presentation (GRSP-56-03) to support ECE/TRANS/WP.29/GRSP/2014/17. The expert from Korea presented GRSP-56-20 supporting ECE/TRANS/WP.29/GRSP/2014/30. The expert from OICA introduced GRSP-56-30, supporting the new method as proposed by ECE/TRANS/WP.29/GRSP/2014/17, because the test is less sensitive to specific design features and it could be performed without disassembling parts. Moreover, GRSP discussed GRSP-56-38 and GRSP-56-39, superseding respectively ECE/TRANS/WP.29/GRSP/2014/17 and ECE/TRANS/WP.29/GRSP/2014/30.
