Proposal to address type-approval numbering issues specific to tyres under the new version of the 1958 Agreement.

The light vehicle emissions GTR (WLTP) is being transposed into a UN Regulation. Given its complexity, the preferred approach is to draft a UN Regulation that would allow national/regional application with different stringency levels. The task force preparing the UN Regulation version of the GTR seeks IWVTA informal group input to understand issues that may impact the application of the light vehicle emissions regulation to whole vehicle type approvals.

OICA proposal to clarify that the numbering of type approvals for “conventional” UN Regulations does not apply to the proposed UN Regulation No. 0 on international whole vehicle type approval. A separate paragraph would deal with the interpolation of IWVTA approval codes into type approval codes.

Proposal submitted by the informal working group on the International Whole Vehicle Type Approval for the establishment of UN Regulation No. 0 regarding the approval of whole vehicles within the framework of the 1958 Agreement. The regulations would establish an International Whole Vehicle Type Approval (IWVTA) scheme whereby Contracting Parties adhering to the Regulation may issue approvals to either a limited level (L-IWVTA) or to a wider range of technical topics included in the universal level (U-IWVTA). Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation.

The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA.

The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations.

Proposal from the IWVTA informal group to extract provisions from UN R116 into a new UN Regulation concerning the approval of immobilizers and the approval of a vehicle with regard to its immobilizer.

The mandate of IWVTA Informal Group will terminate by the end of the year 2017. This document is the first tentative draft proposal of “Rules of Procedure and Terms of Reference for IWVTA Phase 2 Informal Group” to be further scrutinized and refined by IWVTA Informal Group, taking into account views expressed in the June session of WP. 29. IWVTA Informal Group plans to submit final proposal to WP.29 for consideration at its November session.

The International Whole Vehicle Type Approval will involve granting whole vehicle approvals based upon component-level approvals granted to manufacturers (i.e., OEM suppliers) other than the manufacturer (i.e., vehicle maker) applying for the whole vehicle approval. This document provides comments solicited from EU type approval authorities regarding the management of this system of direct and indirect application of UN Regulation approvals to a whole vehicle.

The question and answer document aims to clarify the operation of the international whole vehicle type approval system. This question would confirm that a Contracting Party may apply additional requirements taken from a UN Regulation beyond those regulations specifically required under a limited whole vehicle approval (L-IWVTA). The L-IWVTA partially applies the list of requirements for a “Universal International Whole Vehicle Approval” (U-IWVTA). A CP could list UN Regulations required for an L-IWVTA and then notify WP.29 of additional requirements taken from other UN Regulations.

Update on the Working Party discussions towards including additional UN Regulations within the International Whole Vehicle Type Approval system.

Working draft proposal to establish an informal working group to prepare the materials necessary for the management of the international whole vehicle type approval (IWVTA) process and for the exchange of type approval data (DETA). In particular, this group would include the type approval authorities in order to ensure coverage of all the remaining administrative and technical issues related to the IWVTA process.

Proposal to consolidate provisions concerning ISOFIX anchorages systems, ISOFIX top tether anchorages and i-Size seating positions removed from Regulation No. 14 in a new regulation. This change removes obstacles to the inclusion of UN R14 into Annex 4 of the future UN Regulation No. 0 of the International Whole Vehicle Type Approval (IWVTA).

Proposal to clarify the requirements for light sources in the lighting and light-signalling Regulations listed in Annex 4 to Regulation No. 0 on the International Whole Vehicle Type Approval (IWVTA).

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

The regulation of lighting includes individual regulations for specific lighting devices (headlamps, direction indicators, etc.), for light source (filament, gas, LED), and for installation (UN R48). The proposed UN R0 on the type approval of whole vehicles requires submission of approval certificates for components and systems to be included within the whole vehicle approval. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.
