In the absence of complete harmonization with ISO 11439, this proposal recommends that Table 6.4 of UN R110 should be amended by the following for CNG-1 designs:

1. Delete A.17, A.25, and A.7 since they do not match the tests specified in paragraph 7.5 on Cylinder design qualification tests
2. Add A.15 and A.6 since they do match the tests specified in paragraph 7.5 on Cylinder design qualification tests
3. Add A.24 because paragraph 6.9 on Fire protection requires all PRDs on all cylinder types to comply with A.24.

Proposal to modify the type-approval certificate as specified in Annex 2B by introducing additional points:

1. Type (point 2-type of equipment)
2. its version (point 3)
3. variant (point 4) and pressure classification
4. (point 5 – include the component’s working pressure for class 0)

Proposal to require labeling of products with the designation of the version, variant and the number of type-approval certificate extension based on which the product was approved for sale in order to ensure linking of the technical documentation with the product designation and to improve the ability to verify the design of the components.

Proposal to delete “trade name” from the approval definition in order to avoid strict interpretations where a manufacturer would be obliged to define a new container type designation whenever the tank’s trade name is updated (whereas the trade name is inconsequential in terms of product approval).

Discussion of the evolution of UN R73 with a proposal to update load requirements for lateral protection devices:

• Application of a force of 3kN perpendicular to the device (as currently defined)
• Max. strain under loading at 90mm over the 250mm most rearwards part
• Max. strain under loading at 450mm on the other parts.

Proposal to amend geometrical criteria and installation provisions for lateral protection barriers in order to improve their performance with regard to vulnerable road users (e.g., lateral contact with a motorcycle or its rider(s)).

Proposal to update the horizontal static force requirement for lateral protection devices to 3 kN and the deflection under load criteria to 90 mm over the rearmost 250 mm of the device and 450 mm over the remainder of the device. The purpose is to reduce the risk of running over a person (e.g., a motorcycle rider) during a lateral collision.

At its previous session (GRSG-112), GRSG approved a proposal by Germany (GRSG/2016/20) as revised in document GRSG-112-35 with the proviso that OICA would prepare a final document including transitional provisions for consideration at GRSG-113. Based upon the new general guidelines developed for Revision 3 of the 1958 Agreement, the new requirements would transition into application from September 2020 for new types of vehicles and September 2022 for all existing types.

Alternative solution from OICA to the German proposal GRSG/2017/16 regarding visibility/access requirements for PRV/PRD-related components in order to improve maintenance and reduce the risk of critical failures of pressure relief devices.

OICA proposal of modifications to the Turkey proposal to insert new provisions on the location on the vehicle of the filling unit, marking of the LPG container date of production, and a limitation on the maximum service life of LPG containers to 15 years. Given that the risks concern containers located outside and under the vehicle, OICA proposes focusing discussion of the 15-year service life on such containers. In addition, the proposal would introduce new requirements and therefore would require transitional provisions.

Proposal to improve provisions for the visual inspection of CNG cylinders, LNG tanks, and their accessories. Germany has proposed (document GRSG-112-33) the prohibition of components or parts of protective housing which must be disassembled during inspection. Italy has proposed (document GRSG-112-28) that visual inspection of cylinders Include access inside any protective covers of the cylinders. Based upon field experience, OICA believes that corrosion damage between support straps, brackets, and pads and the cylinder can be readily identified during visual inspection. Such corrosion requires cylinder replacement. Therefore, OICA proposes clarifications to inspection procedures to address the German and Italian concerns.

Proposal to include transitional provisions for the alignment of UN Regulation No. 110 with ISO 11439:2013 per document GRSG/2017/31.

Proposal to delete references to European standards for radio transmissions (paragraphs 6.2.3., 7.2.3. and 8.2.2.). Manufacturers must comply with legal requirements established by local authorities around the world. Therefore, the references to European norms present one instance of local requirements rather than an international set of agreed requirements.

Proposal for further discussion concerning technical advances in the use of CNG accumulators as an intermediate technology for promoting high, stable pressure in CNG engine injection systems. The CNG accumulator is used to stabilize the gas pressure and to allow engine operation whenever the LNG supply system is not able to deliver fuel. This proposal would define requirements to enable the certification of these components.

Proposal for discussion to enable the certification of CNG compressor components. Due to density and temperature constraints, LNG fuel systems require technologies to warm the LNG fuel to reach temperatures and pressures suitable for the engine. In some configurations, this involves the use of CNG compressors. Therefore, this proposal seeks to enable use of this technology through establishment of requirements to ensure safety.

Proposal to clarify the test procedure to be applied in assessing compliance with the requirement for “compatibility with heat exchange fluids of non-metallic parts” Annex 5Q is part of UN Regulation No. 110. In Annex 4D, the wording “Compatibility with heat exchange fluids” is used but there is no reference to the applicable tests. The proposal clarifies that the “LNG heat exchanger – vaporizer” falls within Annex 5Q. The proposal correspondingly clarifies the general overview Figure 1-2, with all tests from Annex 5, and Table 5.1 in Annex 5.

The footnote is redundant and potentially confusing since UN R121 already refers to paragraph 5. of ISO 2575-2004 which states, “A given symbol may be shown in more than one of the colours specified in 5.1 in order to convey a change in the operating condition.”

Proposal to insert Footnote 18 for Tell-tale 1 (Master lighting switch) stating, “Symbol may be shown in other colours than specified in column 5 in order to convey different meanings according to the general colour coding as proposed in paragraph 5. of ISO 2575-2004.”

Proposal to replace the prohibition against the use of reinforced insulation for trolleybus circuits directly connected to the overhead power line with a requirement that such circuits shall be double insulated.

Proposal to improve the specifications for LPG multi-valves in response to an LPG vehicle fire that resulted in injuries to first responders. A German Type Approval Authority (KBA) analysis concluded that the hose connecting the PRV/PRD of the multi-valve to the gaseous phase was damaged and hose-fragments blocked both PRV and PRD such that pressure could not be adequately reduced. The PRV and PRD were activated, but the fragments considerably reduced the effective section of the relevant tubing and prevented the release of pressure. This proposal aims to prevent such occurrences.

Proposal for a new series of amendments to UN Regulation No. 110 to improve the specifications for the installation and inspection of CNG cylinders and of LNG tanks and their accessories. This proposal addresses incidents caused by cylinder corrosion. The proposal aims to reinforce the requirements for adequate cylinder protection and for sufficient access to the cylinder and its accessories to allow regular visual inspection.

Supplement 1 to the 02 series of amendments modified the definition of “interior compartment” (previously “passenger compartment”) in paragraph 2.2. The definition replaced the term “roof” by “ceiling” in reference to the upper boundary surface of the compartment definition. Nonetheless, use of the term “roof” was not updated throughout the regulation. This proposal corrects the omission by substituting “ceiling” for “roof” throughout the text.

Proposal to clarify the test requirements in alignment with the French text of the regulation by amending paragraph 5.10 to read “There shall be no protruding parts, sharp edges, etc. near the installed tank likely to increase the risk of damage on the tank in the event a collision to the front, the side or the rear of the vehicle.” (Modified text in bold)

Proposal to require, in instances where ogive protective covers are fitted to a cylinder, that the covers be removed before conducting the impact damage (drop) test.

Proposal presented as an alternative to the previous proposal from Poland (GRSG/2017/10) to require manufacturers to mark the approval extension number on any accessories relevant to the bonfire test (multivalve or, when approved separately, pressure relief valve (discharge valve) and pressure relief device) so that the fitting of any accessory not on the list of approved configurations (Table 3 in the appendix of Annex 2B) will be prevented/forbidden. This solution would imply a new requirement in Annex 2A for the marking of the accessories fitted to the containers.
