This document summarises the reviews conducted by the GR working parties on the fitness for ADS of UN Regulations and GTR for application to ADS vehicles. This document represents the current opinions of the experts at the time of submission, and the recommendations contained inside may evolve significantly during the next steps of the process of reviewing and amending Regulations.

Proposal to clarify the provisions for ACSF Cat. A “Remote Controlled Parking (RCP)” for vehicle combinations. The current definition for RCP S_RCPmax sets a maximum limit of 6m distance to the motor vehicle, which is insufficient in situations where the operation is supervised by the driver located behind the vehicle combination.

Proposal to clarify the requirements on the final steering amplitude in cases where front tyre saturation occurs before the calculated magnitude angle.

Proposal to amend the Consolidated Resolution on the Construction of Vehicles (RE3) under the 1958 Agreement to introduce technical definitions for subcategories of vehicles equipped with automated driving systems.

Proposal to align UN R79 and UN R157 with UN R152 (AEBS for M1 and N1) regarding the conditions for automatic re-instatement of a system at the “initiation of each engine start / run cycle”.

Proposal to permit the use of a positive lock type system as an alternative to a friction type parking brake system.

Proposal to clarify provisions concerning the type-IIA test and the test mass of vehicles authorized to tow trailer(s) (responding to the proposal made in document GRVA/2024/7).

Proposal to clarify the provisions for full power steering systems such as steer by wire systems (based on discussions held under the EBSIG interest group addressing electro-mechanical braking systems under UN R13 and 13-H).

Proposal to clarify that only one braking control (e.g., service braking control, parking brake control) shall be used for each test condition of the secondary braking effectiveness and to permit the selection of the braking control based on the vehicle load condition.

Proposal to introduce transitional provisions pursuant to the adoption of Supplements by W.29 that inadvertently included changes to the approval requirements.

Proposal for amendments to the 05 series of UN R79 to enable the type approval of ADS vehicles, including those without manual controls.

Proposal to amend Annex 4 and introduce Annex 7 regarding critical incident reporting:

• Amend paragraph 3.5.4 to require the manufacturer to report critical incidents to the granting type-approval authority
• Insert new paragraph 3.5.4.1 requiring the type approval authority to upload information received from the manufacturer in English language to the secure internet database “DETA” without undue delay but no later than 14 days after receipt
• Introduce new Annex 7 providing guidance for data exchange via DETA in accordance with paragraph 3.5.4.1.

Proposal to insert para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Party territories to provide information on traffic rules identification, territory-specific testing, and contact details, insert paras. 4.8. to 4.8.6. establishing procedures for granting approval authorities to inform and consult receiving approval authorities at least 30 days before approval, allow receiving authorities 30 days to comment on regulation interpretation, require dispute resolution under Article 10 and Schedule 6 of the 1958 Agreement, and insert footnote [Y] stating these provisions shall be kept under periodic review by GRVA for amendment as necessary.

Proposal to amend para. 5.1.6.3.4. to specify that the intervention shall generate the signal to activate hazard warning lights and to clarify that for verification of timing requirements applicable to Risk Mitigation Functions, the signal to activate hazard warning lights is deemed to start the intervention, and amend Annex 8, para. 3.6.1.(b) to specify that the signal to activate hazard warning lights is generated at the earliest five seconds after the warning signal specified in para. 5.1.6.3.2. has been generated.

Proposal to insert a new sub-paragraph 5.6.1.1.4.1 to establish exemptions for Automatically Commanded Steering Function Category A functions designed for off-road low-speed vehicle recovery manoeuvres, and amend para. 5.6.1.2.7 to increase the specified maximum Remote-Control Parking operating range from 6 m to 15 m.
