Draft Terms of Reference for an Ad-hoc Special Interest Group on model regulation regarding the safety of electric vehicles with a focus on thermal propagation requirements. The purpose is to set up a special interest group (SIG TP) that will deliver a draft regulatory text proposal for a model regulation regarding the safety of electric vehicles with a focus on a thermal propagation test method. Proposal to extend the mandate of the informal working group on heavy-duty hybrids to allow for the adaptation of the hybrid provisions developed for GTR No. 4 (WHDC heavy-duty emissions test cycle) to GTR No. 11 (Non-road vehicle emissions).

The European Commission proposes to amend the draft EVE mandate in order to avoid overlap in the scope of work with other GRPE informal working groups whose scope includes aspects of electric vehicle environmental performance. In addition, the EC proposes an extended duration for the mandate given its assessment of the complexity of this effort.

Progress report on the development of GTR concerning safety aspects of electric vehicles.

The purpose of this paper is to provide a framework through which the delegates to the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can examine the experience with the 1998 Global Agreement and agree on ideas and processes for improvement in its implementation. This version supersedes the previous documents WP.29-167-12 and WP.29/2015/108.

Proposal to develop an amendment to GTR No. 1 to provide alternatives to ensure adequate protection against accidental opening of the rear door while the vehicle is in motion.

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

Proposal to remove the amendment to the heat test cycle related to the movement of the passing beam proposed in the draft supplement (document WP.29/2017/39). The EU views the proposed test cycle changes (based on document GRE/2016/32) as a substantial revision of the procedure amounting to a new requirement. Therefore, the EU will only agree to the proposed Supplement 7 to the 01 series if the requirement concerning the heat test cycle is removed from the proposal WP.29/2017/39.
