Presentation of Australian concerns over incompatibilities between its local requirements for top-tether anchorages in child restraint systems and the provisions of UN R14. Since it wishes to participate fully in the IWVTA system, Australia proposes that UN R14 be transferred from the IWVTA List A (single global requirement) to List B (multiple requirements to account for regional differences). Australia also can thus accept UN R16 (occupant restraint systems) on List A. Australia needs more time to reach a position on UN R10 (electromagnetic compatibility).

WP.29 secretariat recommendation to delete paragraph 12 proposing introductory and transitional provisions for the draft UN Regulation No. 0 on whole vehicle approvals. Since the application of new regulations is voluntary and government authorities may decide if and when to apply them, the use of transitional provisions would be redundant.

Revisions to the proposed paragraphs 11, 12, and 13 concerning, respectively, Technical Services, procedures for amending the draft regulation on international whole vehicle type approvals, and provisions for Contracting Party acceptance of approvals. The document also addresses Annex 2 on approval markings and Annex 4 on limited whole vehicle approvals (L-IWVTA).

The proposed text is submitted for insertion into the draft Regulation (SGR0-11-03) in response to the action items noted in document SGR0-11-01.

Memorandum from the secretariat reporting on WP.29 subsidiary working party responses to the proposal for a common date of entry-into-force for new series of amendments to existing regulations. The Working Parties on Lighting and Light-signalling Equipment, General Safety, Passive Safety, and Pollution and Energy had no objections to setting a uniform annual date of September 1.

Updated status of deliberations on aligning certain UN Regulations with the requirements of the proposed international whole vehicle type approval system.

Questionnaire for 1958 Agreement contracting parties to solicit input on the UN Regulations to include in the whole vehicle type approval. In addition, the questionnaire solicits input concerning replacement parts. Under IWVTA, a contracting party could apply UN Regulation 0 and accept type-approved vehicles while not necessarily applying all the regulations included in the whole vehicle approval. This raises the prospect of a situation where a contracting party accepts a type-approved vehicle but not all the type-approvals of replacement parts used for its maintenance.
