44. The Chair of GRE introduced a new staged approach and timeline for the simplification of the lighting and light-signalling Regulations in the period of 2016-2019 (WP.29-169-04-Rev.1). He explained that Stage 1 would include consolidation and freeze of the existing Regulations and their gradual replacement by three new Regulations on road illumination devices, light-signalling devices and retro-reflective devices. Stage 2 would include further amending of the three new Regulations and Regulation No. 48 to introduce technology-neutral and performance-based requirements. WP.29 endorsed the proposed approach and extended the mandate of the Informal Working Group “Simplification of the Lighting and Light-Signalling Regulations” until 2018.

72. The representative of the Russian Federation, Co-Chair of IWG on PTI, presented the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2 developed by the group. He noted that the documents were harmonized with the provisions of the latest Regulations, annexed to the 1958 Agreement, and harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
73. He explained that to ease the conditions for accession to the 1997 Agreement by the majority of Member States of the United Nations, the group proposed to exclude M1 and N1 vehicle categories from the scope of the Rules.
74. He, however, recalled that WP.29 at its 156th session (ECE/TRANS/WP.29/1095, para 84), had decided to extend the scope of the UN Rules to M1 and N1 vehicle categories, which had been reconfirmed at its 162nd session (ECE/TRANS/WP.29/1108) and that the corresponding draft amendments (ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1) had been developed by the Russian Federation and CITA. He noted that a limited number of the Contracting Parties attended IWG on PTI and asked, therefore, for guidance by WP.29 on the subject.
75. The representative of Finland proposed to keep M1 and N1 vehicle categories in the scope of the Rules.
76. The representative from Hungary confirmed that for his country UN Rules covering M1 and N1 vehicle categories, harmonized with EU legislation, would be necessary.
77. WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
78. The representative of the Russian Federation introduced ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1 proposing amendments to UN Rules No. 1 and 2. The representatives of Finland and the Netherlands indicated that the documents would need further amendments to be fully aligned with the corresponding EU directives. WP.29 noted that six out of the twelve Contracting Parties to the Agreement were EU member States and that any divergence between the UN Rules and the corresponding EU Directive would be unacceptable. WP.29 agreed not to hold the session of the Administrative Committee of the 1997 Agreement (AC.4).
Revised proposals for draft amendments to Rule 2
The document PTI-04-02 with the proposal of the organization Glass for Europe was discussed. The group preferred not to include the suggestions of this document to keep the Rule 2 as in line as possible with the Directive 2014/45.
The document PTI-04-09 contains the output of the meeting regarding the proposals for draft amendments to Rule 2. It was agreed to send it to the WP.29 as an informal document for the meeting on June 2016.
The Co-Chair, Mr. Komarov, informed the group, that the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2, developed by the group, were considered by WP.29 at its the 169th session. In result WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
The representatives of United Kingdom, Netherland and Japan explained that they have to define their final position regarding the inclusion of light vehicles into the scope of the Rules. Meanwhile they noted that the technical requirements for the vehicles, laid down in the draft amendments to the Rules, could be acceptable. The representative of the Russian Federation supported this conclusion.
Romania and Serbia stated that they preferred to keep light vehicles out of the scope.
ACEA and CITA were in favour of UN Rules Nos. 1 and 2, covering both M1 and N1 vehicle categories, to make them harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
Provided that the task of the IWG on PTI is completing draft amendments to UN Rule 1 and Rule 2 for their possible adoption by AC.4 by voting and following the guidance of WP.29, the group decided to submit the draft amendments to the Rules, covering both M1 and N1 vehicle categories, for the 170-th session of WP.29.
Romania highlighted the importance of having transitional provisions in the amended UN Rules Nos. 1 and 2 to synchronise their enter into force with the Directive 2014/45/EU.
The group agreed that document PTI-05-04 does not require additional modifications except addition of M1 and N1 vehicle categories and their inspection periodicities (item 3). Secretariat of the group volunteered to make necessary corrections and submit the document to WP.29.
The group concluded that document PTI-05-05 shall be added with M1 and N1 vehicle categories and their inspection periodicities (items 2.4 and 3), as well as related to them contents and methods of testing and assessment of deficiencies of vehicles, deleted by the group at previous stages. Secretariat of the group volunteered to make necessary corrections and submit the document to WP.29.

78. The representative of the Russian Federation, Co-Chair of IWG on PTI, presented the results of the fourth meeting of IWG on PTI. He thanked Automobile and Motorcycle Association of Serbia (AMSS) for arranging the last meeting.
79. He informed WP.29 that the group had agreed on requirements for test methods, test tools, devices and equipment to be used for demonstrating compliance with vehicle performance requirements for incorporation into UN Rules.
80. He added that the general obligations and responsibilities of the Contracting Parties necessary to arrange PTI would be inserted in the 1997 Agreement.
81. He reported that the IWG on PTI had decided to develop a Resolution for detailed recommendations ensuring the objectivity and the high quality of the technical inspections. Contracting Parties would refer to this Resolution when establishing the suitability of their PTI system for the assessment of compliance with the prescriptions of UN Rules in the framework of the 1997 Agreement.
82. He recalled that, according to the Terms of Reference of IWG on PTI, the draft proposals on conformity of PTI process incorporating the draft amendments to the 1997 Agreement and the draft Resolution should be submitted to WP.29 in November 2016. Submission of draft documents on minimum inspection requirements for Liquefied Petroleum Gas (LPG)/Compressed Natural Gas (CNG) vehicles and electric and hybrid-electric vehicles to WP.29, was confirmed by the group for March 2017 and November 2017 accordingly.
83. The Co-Chair informed WP.29 that the next meeting had been scheduled for the beginning of September 2016 in Bucharest and invited the interested countries to take part.

122. The expert from the Republic of Korea introduced a proposal for authorization to amend UN GTR (WP.29-169-10), to incorporate provisions for active deployable systems in the bonnet area. AC.3 requested the secretariat to distribute it with an official symbol at its November 2016 session.
10. The experts from the Republic of Korea and OICA introduced a proposal of amendments to UN GTR (GRSP-58-31), to incorporate provisions for active deployable systems in the bonnet area. The expert from OICA clarified that the proposal aimed to use a well-established procedure that had been presented several years ago and that had been recommended to Contracting Parties (CPs) for consideration. The Chair of GRSP informed the Group that he would be able to provide some NHTSA research information on pedestrian safety active systems at the national level to GRSP at its May 2016 session.
11. GRSP agreed to resume consideration on these matters at its May 2016 session and to keep GRSP-58-31 as an informal document for further development.
9. The expert from the Republic of Korea introduced a proposal of authorization to amend UN GTR (GRSP-59-16), to incorporate provisions for active deployable systems in the bonnet area. GRSP noted that the proposal would be preliminarily sent to AC.3 as an informal document to the June 2016 session of AC.3 aiming to its official adoption at the November 2016 session by the Committee. It was also agreed that the expert from the Republic of Korea would submit an official proposal of amendments to the December 2016 session of GRSP, amending the current text of the UN GTR (Phase 1) and the draft text of the Phase 2 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15). GRSP noted that the proposed time schedule to finalization was tight (December 2017). The expert from the Republic of Korea proposed the establishment of a task force to develop the proposed amendments instead of an IWG. The expert from OICA recommended the participation of the experts of all the Contracting Parties to the 1958 and 1998 Agreements so that the group could develop a globally harmonized test procedure.
133. AC.3 adopted ECE/TRANS/WP.29/2016/115, submitted by the representative of the Republic of Korea, on the authorization to develop an amendment to the UN GTR to provide the test procedure for deployable systems of the outer surface to ensure an adequate protection of pedestrians. The secretariat was requested to prepare the corresponding AC.3 document.
134. The representative of the United States of America reported that they had begun discussions with the Chair of the IWG on a way forward for Phase 2. He informed AC.3 that the cost benefits analysis in his country continued to be delayed, but NHTSA was hopeful that during the December 2016 session of GRSP, he would be able to provide a path towards completion of Phase 2. Finally, he suggested an extension of the mandate for the IWG to allow time for completion of this phase of the GTR until December 2017. AC.3 endorsed this request.

46. The representative of Japan, Chair of the IWG on IWVTA, reported on the good progress made during the meetings of the group on the development of draft UN Regulation No. 0 (WP.29-169-11) and of the Question and Answer document. He also outlined the positive outcome of the pretesting exercise by the group of draft UN Regulation No. 0, which will be made available to WP.29 delegates together with “the Question and Answer document”.
47. The Chair of the IWG on IWVTA announced the group’s intention to present the draft of UN Regulation No. 0 at the forthcoming session of WP.29 on the basis of an informal document.

92. The secretariat introduced WP.29-169-13, recalling the discussion that took place at GRRF in the context of IWVTA (WP.29-168-15) and, separately, on the issue of the performance of automotive systems in conditions other than those tested according to the regulated test procedures as well as the fact that the new regulation on TPMS systems could serve as a case study for consideration by the Working Parties. He added that the document had listed the existing tools used to regulate the performance of automotive systems in conditions other than those tested in the framework of type-approval or self-certification.
93. The representative of the Russian Federation supported the document and noted that the importance of taking into consideration the wide variety of intelligent systems in vehicles. In his opinion, there should be requirements for the reliability of the vehicles and components and requirements for the performance of the vehicles in use. The first group of requirements could be covered by the methodology applied by the manufacturer to the design process and the information, which should be disclosed to the technical service, for type approval purposes.
94. He noted that the performance of vehicles “in service” differs from performance prescribed for a new motor vehicle in UN Regulations and referred to R.E.3, paragraphs. 8.1.1.1. and 8.1.1.2. According to these paragraphs, the braking performance may be verified by methods and at speeds different from those prescribed in the relevant UN Regulations No. 13 and 13-H. The representative of the Russian Federation proposed an approach to install limits for decreasing performance of vehicles in use and verify them in the frame of the 1997 Agreement Rules. He proposed that the task could be reviewed by IWG on PTI to develop related proposals.
95. The representative of the EU welcomes a discussion on this important topic on the basis of this document yet sees the need for further horizontal reflections at the level of WP.29.
96. The representative of the United Kingdom, Chair of GRRF stated that the matter might be considered under the PTI view point, but that the first priority would be to verify the fitness of UN Regulations with regard to the points raised in the document.
97. Following the intervention of the representative of EU, WP.29 welcomed the document and agreed that the Chairs of Working Parties should check the suitability of Regulations dealing with complex electronic systems and software and, specifically focus on the responsibilities of the approval applicant, the technical service and the Type Approval Authorities, the precision of the requirements and identify, if needed, provisions that could provide clarification to avoid ambiguity.

66. The World Forum noted the consolidated document containing the status of the Agreement (ECE/TRANS/WP.29/1073/Rev.16). The secretariat reported that some Contracting Parties had not fulfilled their obligation to send their status reports and final notifications on the progress of transposition of the UN GTRs and their amendments into their domestic law. The representatives of the Contracting Parties were reminded about their obligation to send the reports and final notifications on the transposition (explicitly specified in the document) only through their Permanent Missions in Geneva via the “1998 AGREEMENT-MISSIONS List” electronic system, as mandatorily requested by UN OLA. The World Forum noted that these reports and notifications were not processed if submitted by e-mail to the secretariat.
67. The World Forum agreed that agenda items 5.2 to 5.6 should be considered in detail by the Executive Committee of the 1998 Agreement (AC.3).

Proposal to define provisions for “Integral” and “Non-Integral” Enhanced Child Restraint Systems (ECRS). “Integral” refers to systems where the child is restrained only by components which comprise the ECRS (e.g. strap harness, impact shield, etc.), and not by means connected directly to the vehicle (e.g. adult seat belt). “Non-Integral”, then, refers to systems where the child is retained by use of the adult seat belt connected directly to the vehicle. This proposal represents “Phase 1” in the development of UN R129.

GRSP adopted ECE/TRANS/WP.29/GRSP/2015/24, as amended by Annex IV to this report. The secretariat was requested to submit it to WP.29 and AC.1, for consideration and vote at their June 2016 sessions as draft 01 series of amendments to UN Regulation No. 129. Finally GRSP agreed to resume consideration on the Phase 2 of the UN Regulation at its May 2016 session and requested the secretariat to distribute GRSP-58-08 with an official symbol for that session.

He expressed his concern on the possible impact this may have on the CO2 emissions type approval value and, thus, on the correlation program between WLTP and the New European Driving Cycle (NEDC). He suggested considering amendments to the 06 and 07 series of amendments to Regulation No. 83 and to Regulation No. 101 as an entire package at the next GRPE session.
11. The Chair of GRPE suggested adopting the proposal not only for the 07 series but also for the 06 series of amendments to Regulation No. 83 since the text and the paragraph numbering were the same in both cases. The experts from the Netherlands, UK and T&E expressed their support to ECE/TRANS/WP.29/GRPE/2016/4. The expert from EC volunteered to review Regulation No. 101 to align it with this proposal at the next GRPE session in June 2016. He also clarified that the correlation program between WLTP and NEDC ensuring that both tests were properly coupled would not be affected by this proposal.
12. GRPE adopted ECE/TRANS/WP.29/GRPE/2016/4 with the following correction:

10. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2012/21, proposing to remove the signature of the Type Approval Authority from the test report defined in Annex 12 of Regulation No. 13. GRRF adopted this document and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2013 sessions as part of draft Supplement 10 to the 11 series of amendments to Regulation No. 13 (see para. 5).
54. The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/6 removing (as suggested by the IWG on IWVTA) the provisions on ESC and Brake Assist Systems (BAS) from Regulation No. 13-H, taking into consideration the comments received at previous sessions of GRRF as well as the transitional provisions proposed by the expert from UK in ECE/TRANS/WP.29/GRRF/2016/10. He introduced ECE/TRANS/WP.29/GRRF/2016/7 proposing a new Regulation on BAS. He also introduced a proposal for a new Regulation on ESC (ECE/TRANS/WP.29/GRRF/2016/8). After discussion, GRRF agreed on the revised proposals in GRRF-81-23, GRRF-81-24 and GRRF-81-25.
55. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/6 as amended by Annex VII to the report and requested the Secretariat to submit it as well as the adopted proposal in ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration and vote in June 2016 as draft 01 series of amendments to Regulation No. 13-H

21. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2015/21 proposing a wording to include Electromagnetic Compatibility requirements in Regulation No. 78. GRRF agreed with the principles of the proposal stating that an approval according to Regulation No. 10 is not a prerequisite for obtaining an approval according to Regulation No. 78. GRRF preferred to harmonise the wording of the proposal with the one in ECE/TRANS/WP.29/GRRF/2013/13 and adopted the proposal as reproduced in Annex IV to the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 03 series of amendments to Regulation No. 78.
22. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2015/42, proposing to apply to tricycles the existing Anti-lock Braking Systems (ABS) requirements for Powered Two Wheelers (PTWs). The proposal was accepted in principle as it proposed a harmonization with the corresponding EU directive. As the proposed wording would also affect L6 and L7 category vehicles, some experts were of the opinion that transitional provisions would be necessary. The expert from EC volunteered to prepare a revised proposal for the February 2016 session of GRRF.
21. GRRF agreed with the proposal of the expert from EC to reintroduce ECE/TRANS/WP.29/GRRF/2015/41 under agenda item 5(a) and to reconsider the proposal clarifying the possibility to install means to disable the ABS function in certain conditions for L-category vehicles. The expert recalled that a majority of experts expressed specific concerns related to the condition (f) in the proposal at the previous session and therefore agreed to delete it, as shown in GRRF-81-28. The proposal, received some comments to amend the text in a more stringent manner. The expert from IMMA advocated for transitional provisions aligned with those of Euro 5 in Europe. He added that the newly proposed wording was too restrictive and may exclude some vehicles that were already equipped with the feature. GRRF agreed therefore on longer transitional provisions for existing vehicle types, and also to not excessively restrict the kind of vehicle that could be equipped with the ABS off switch function, by softening the wording of these provisions. The Contracting Parties agreed on the amended proposal GRRF-81-28-Rev.1. The expert from Italy expressed a scrutiny reservation on the provisions related to the off road switch. GRRF adopted the proposal as reproduced in Annex III and requested the Secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as a new 04 series of amendments to Regulation No. 78, subject to final review by GRRF in September 2016.

10. The expert from the United Kingdom proposed introducing similar amendments into Regulation No. 78. The expert from IMMA offered his support to check Regulation No. 78 for the next session. GRRF agreed to resume consideration of this proposal at it next session.
28. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSG/2015/12 proposing to also align the provisions of UN Regulation No. 79 (Steering equipment) with the new CMS provisions. GRSG endorsed the document and requested the secretariat to transmit the proposal to the Working Party on Brakes and Running Gear (GRRF) for consideration at the September 2015 session as a draft Supplement to the 01 series of amendments to UN Regulation No. 79.
6. GRRF adopted ECE/TRANS/WP.29/GRRF/2015/17 with the amendments below, and requested the secretariat to submit the proposal (together with ECE/TRANS/WP.29/GRRF/2013/13) to WP.29 and AC.1 for consideration at their March 2016 sessions, as Supplement 1 to Regulation No. 130.

10. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2013/13, adopted during the seventy-fifth GRRF session. The document remained on the agenda of GRRF, pending submission to WP.29 and AC.1 of the adopted text for Regulations Nos. 13 (Heavy vehicle braking), 13-H (Brakes of M1 and N1 vehicles), 79 (Steering equipment), 89 (Speed limitation devices), 130 (Lane Departure Warning Systems (AEBS)) and 131 (Advanced Emergency Braking System (AEBS)). At this stage, the proposal was incorporated in Regulation No. 13 (see ECE/TRANS/WP.29/2014/3).
51. Referring to GRRF-78-27, the expert from CLEPA, on behalf of CLEPA and OICA, introduced ECE/TRANS/WP.29/GRRF/2015/37 proposing to align the requirements to be met in case of the steering system and the braking system of a vehicle share the same energy source with those of Regulations Nos. 13 and 13-H. GRRF adopted the proposal as reproduced below:
Insert a new paragraph 5.3.1.6., to read: “5.3.1.6. | The requirements for the braking performance in paragraphs 5.3.1.4. and 5.3.1.5. above shall not apply if the braking system is such that in the absence of any energy reserve it is possible with the service brake control to achieve the safety requirement for the secondary braking system mentioned in: | | (a) Paragraph 2.2. of Regulation No. 13-H, Annex 3 (for M1-, N1-vehicles);
(b) Paragraph 2.2. of Regulation No. 13, Annex 4 (for M2-, M3-, N-vehicles).” |

52. The Secretary of GRSG introduced ECE/TRANS/WP.29/GRSG/2015/12, proposing amendments to Regulation No. 79 related to the recent adoption of a Supplement to Regulation No. 43 introducing Camera-Monitoring-Systems. GRRF adopted the proposal.
53. GRRF requested the secretariat to submit both adopted proposals to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 79.

GRRF adopted the proposal as amended by Annex V to the report and requested the secretariat to submit it together with ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 79.

The expert presented a revised proposal GRRF-81-04 limiting the thickness variation requirement modification to vehicles of category O2, O3, N3 and M3. The expert from Italy expressed his concern with the proposed requirement relaxation. After discussion, GRRF agreed on the revised document GRRF-81-04-Rev.1. GRRF adopted the proposal amended by Annex IV to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 02 series of amendments to Regulation No. 90.
56. Due to the lack of time, GRVA agreed to postpone the consideration of
GRVA-01-12 and the oral report of the expert from Spain on the activities of the Special Interest Group of experts on UN Regulation No. 90 until the January 2019 session.

GRRF adopted with the proposal as amended (GRRF-81-17-Rev.1). GRRF noted that the agreed proposal would not modify the test procedures as described in Annex 3 of the Regulation. The expert from the Russian Federation and some type-approval authorities raised a question about general provisions in UN Regulations for which no procedure was defined to verify the compliance with these general provisions for manufacturers. GRRF suggested that WP.29 could have a general discussion on the compliance off the test procedures and could provide guidance to the WP.29 subsidiary bodies.
61. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/5 as amended by Annex XI of the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions.

A first set of follow-up actions were discussed, including increased transparency of the work, improving the website and meeting attendance opportunities, meeting management improvements and developing a revised work plan. Input and cooperation from the secretariat were noted and appreciated. It was also noted that this work could partially apply to WP.29 in general. Lastly, all Contracting Parties were asked to review the 1998 Agreement work plan and provide comments at the November 2016 meeting.
111. The representative of Japan stated their concurrence with the statements made by the representatives of the EU and the United States of America, and reiterated their support and dedication to the proposed process.
112. The Chair of AC.3 summarized the discussion highlighting the main points reflected upon by the representatives, highlighting transparency and the programme of work. He proposed to include an agenda item on the programme of work for the AC.3 session in November 2016.
113. The secretariat clarified that S.R.2 does not require implementation according to the provisions of Article 7 (adoption, and notification of application of established global technical regulations) of the Agreement. AC.3 requested the secretariat to inform Contracting Parties about the establishment of S.R.2 through the “1998 AGREEMENT-MISSIONS List” electronic system.
101. The representative of IMMA emphasised the high ongoing activity in the informal group EPPR, addressing among others new UN GTRs on Evaporative Emissions and On-Board Diagnostics for Category 3 vehicles. He appreciated the intent to clarify in the trilateral paper the use of modules and options and intent to harmonize towards single requirements. Moreover, he emphasised the strong interest from the industry to closely monitor the implementation of the Agreement by the Contracting Parties. AC.3 noted the need for periodic information provided by Contracting Parties as those published on the UNECE website were not complete.
102. The Chair of AC.3 suggested that informal document WP29-168-08 be transformed into an official document for adoption by AC.3 at its June 2016 session. Taking into account however that some of the raised comments might warrant further discussions, in particular the notion of options and modules, he suggested that the document should be considered as living document that may need to be completed/adapted at a later stage. AC.3 agreed with the proposal of the Chair.
164. The representative of OICA introduced WP.29-171-15, Proposal to amend Special Resolution 2 (ECE/TRANS/WP.29/2016/65). He stated that OICA, representing the global auto industry, re-confirmed its strong support for Special Resolution 2 being an important step towards an improved functioning of the 1998 Agreement.
165. He noted that WP29-171-15 took into account comments made at the March 2016 AC.3 session, He added that further work could clarify the concepts of alternatives, modules, and options. He emphasized the position of OICA that such clarification would constitute a further improvement and that it would help in the development of new or amended global technical regulations.
166. Due to the lack of time, AC.3 did not conclude on this item but agreed allocate more time for it and to resume its consideration at its June 2017 session. Contracting Parties were invited to prepare their contributions.

23. The expert from EC presented ECE/TRANS/WP.29/GRPE/2016/3 proposing amendments to GTR No. 15 as a result of Phase 1B activities of the IWG on WLTP. He provided some background information on Phase 1A and on the main objectives of Phase 1B. He explained the technical topics addressed by ECE/TRANS/WP.29/GRPE/2016/3 with regard to conventional Internal Combustion Engine (ICE) vehicles, electrified vehicles, alternative pollutants and other improvements of the provisions of GTR No. 15.
24. The expert from OICA presented GRPE-72-09-Rev.2 introducing editorial corrections and improvements to the text of ECE/TRANS/WP.29/GRPE/2016/3 that had been identified since the last IWG meeting held in Tokyo in late September 2015. He mentioned that OICA accepted the task to collect and to consolidate all amendments to ECE/TRANS/WP.29/GRPE/2016/3 since the drafting coordinator could not be funded any longer by the Contracting Parties. He introduced GRPE-72-10-Rev.2 as a consolidated version of ECE/TRANS/WP.29/GRPE/2016/3 including all the modifications laid out in GRPE-72-09-Rev.2.
26. GRPE adopted GRPE-72-10-Rev.2 as reproduced in Addendum 1 to this report and requested the secretariat to submit it to WP.29 and the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their June 2016 sessions as draft Amendment 1 to GTR No. 15. GRPE also adopted the technical report (GRPE-72-02-Rev.1) as reproduced in Addendum 2 to this report and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their June 2016 sessions.
