Proposal to clarify the text with regard to the extension of approvals for category N vehicles in order to avoid a possible misinterpretation that extensions may not be granted to vehicles with a reference mass greater than the mass of the type-approved vehicle.

Proposal to exclude pure electric vehicles, including vehicles with auxiliary electric propulsion, from the scope of the regulation, to include sound-level measurement conditions for powered cycles equipped with compressed air engine and to introduce sound-level limits for powered cycles.

Proposal to add indoor testing, including ISO 362-3, as an alternative to the type approval tests in Annex 3. In addition, UN R51 allows the use mechanical or electronic devices to control the gear shifting and measures to avoid accelerations greater than 2.0 m/s². However, the measures are not defined and the manufacturer or technical service is not obliged to document the methodology in the test report. This proposal introduces a table with examples for devices and measures for reference and would require documentation of methodology used.

Proposal to improve the “random check requirement” and define the rounding of test results calculated according to Annex 4A in the 05 series of amendments.

Proposal to improve the Engine Control Unit (ECU) torque signal validation requirement in the 06 series of amendments to R49 with regard to dual-fuel or flex-fuel vehicles. Under the regulation, the ECU torque information can be calibrated only to one fuel’s heat value (usually the basic reference fuel) even though the heat value of the alternative fuel is different. In order to increase the accuracy of the torque values used for calculating the emission results during in-service conformity testing, OICA proposes to change the provisions to either:

1. Demonstrate that both fuels comply because the ODB system is able to detect the fuel used, or
2. Determine the torque deviation caused by the alternative fuel heat value compared to the standard fuel and apply this correction factor to calculate a more accurate power signal for the emission calculation.

Proposal to clarify the text with regard to the extension of approvals for category N vehicles in order to avoid a possible misinterpretation that extensions may not be granted to vehicles with a reference mass greater than the mass of the type-approved vehicle.

Proposal to clarify the wording of the determination of the net power for electric motors and to correct an error in the formula presented in paragraph 5.4.2. Diesel engines – Factor αd. The parameter “f_m” in the equation should be a superscript (e.g., meaning “to the power of f_m”). Through a transcription error, this factor was rendered in normal text.

Proposal of a consolidated revision of UN R96 to align the UN Regulation with Regulation (EU) 2016/162 concerning gaseous and particulate pollutant emission limits and type-approval for internal combustion engines for non-road mobile machinery.

Proposal to align UN R120 with the proposed 05 series of amendments to UN R96.

Proposal to modify the frequency of conformity of production inspections and random sampling and to prohibit the use of the DETA program Unique Identifier in place of the approval mark specified in UN R22 because the current mark provides important consumer information that would be lost through use of the UI. This latter prohibition has similarly been approved for child restraint systems (UN R44 and R129).

Proposal to cease new approvals of non-integral group 2 and group 2/3 child restraint systems under UN Regulation No. 44 as of 1 September 2019, to delete a reference to the “Y” symbol denoting a crotch strap, to allow for the use of digital means (QR code, smartphone software application, etc.) in furnishing the consumer with the list of vehicle applications of a CRS, to clarify that the opening force applied to the ISOFIX attachments of a complete seat or of a seat component under the test protocol is 50 ± 1 N, and to clarify the test protocol for positioning and securing the child restraint system on the vehicle.

Proposal to delete the requirement for chest deflection and abdominal pressure data under the dynamic tests. These criteria were not required in this (original or 00 series) version of UN R129.

Proposal to clarify that the opening force applied to the ISOFIX attachments of a complete seat or of a seat component under the test protocol is 50 ± 1 N.

Proposal to specify the proper use and behavior of an adult safety-belt used to install a non-integral Enhanced CRS during dynamic tests. These instructions are present in UN R44, but not in UN R129. Therefore, this proposal would align the two regulations. The proposal also clarifies that the opening force applied to the ISOFIX attachments of a complete seat or of a seat component under the test protocol is 50 ± 1 N.

Proposal to delete a reference to the measurement of the femur bending moments because such measurements are unnecessary under the full width rigid impact test. Specifically, paragraph 5.2.4.1. is changed from “The axial compressive force and the bending moments are measured with a CFC of 600.” to read “The axial compressive force is measured with a CFC of 600.”

Proposal to clarify the text of UN R14. The current text has produced differing interpretations among Technical Services with regard to which requirements apply to central seating positions in rear rows of category M1 and N1 vehicles and the minimum distance between two effective lower belt anchorages (L1 and L2). The proposed amendments clarify that a reduced minimum distance of 240 mm is only allowed in the case where there is only one central seating position (i.e. in a row of 3 seating positions). Rear seat rows with an even number of seats always shall have a distance of at least 350 mm. Given that it entails new requirements, the proposal is presented as a new series of amendments with transitional provisions (starting from September 2019 through into 2025).

Proposal to introduce provisions for the approval of universal belted and specific-to-vehicle belted child restraint systems. The proposal also introduces provisions for lower tether straps. This proposal represents the culmination of the “Phase 3” amendments prepared by the CRS informal group. This amendment concludes the three-phased program to develop a new UN Regulation for CRS to supersede UN R44.

Proposal to establish a WP.29 program to develop a UN GTR specifying a methodology for determining the real driving emissions of light-duty vehicles based on the European RDE methodology appropriately adapted for specific regional traffic conditions and boundaries.

Amendment 1 to UN GTR No. 19 adds a test procedure for sealed fuel tank systems in addition to modifications related to testing of non-sealed fuel tank systems which were raised during the work on sealed fuel tank systems.

Proposal of minor corrections to the draft Amendment 1 to GTR 19 (WP.29/2018/73).

Background information on the development of Amendment 1 to GTR 19.

Report on the development of Amendment 4 to GTR 15. Amendment 4 is part of the second phase development of the GTR mandated to:

1. Introduce definitions of response time, delay time and rise time harmonized with those in GTR Nos. 4 and 11
2. Introduce improvements to the gear shifting procedures
3. Ensure consistency in the use of the terms accuracy, precision, resolution, tolerance, repeatability and deviation
4. Address bi-fuel and bi-fuel gas vehicles in accordance with UN R83
5. Clearly define the appropriate positioning of payload mass (25 kg plus the mass of vehicle load)
6. Correct terminology such as “classes of rolling resistance coefficients”
7. Correct minor spelling and/or punctuation mistakes, and restructuring some paragraphs
8. orrect some equations and to make them all consistent with Word’s use of mathematical symbols
9. Exclude all Rechargeable Electric Energy Storage Systems (REESSs) that do not contribute to vehicle propulsion from monitoring
10. Better define the purity of certain gases such as nitrogen and synthetic air
11. Define more specifically the difference in mass of CO2 during charge sustaining between the test with the highest and lowest positive and negative electric energy charge

Proposal for a new UN Regulation on uniform provisions concerning the approval of mechanical coupling components of combinations of agricultural vehicles. [Regulation adopted with Australia and Japan abstaining.]

Proposal to introduce formulae for tyre sizes in Annex 5, Table B, add sizes in Annex 5, Part II, Tables C and E for old sizes that do not follow the guidelines/formulae applicable for high flotation tyres, amends footnotes in Annex 5, Part II, Table B in order to clarify categories of use, clarify tyre width tolerances, correct paragraph numbering and references, align the text editorially with UN R30 and to make other editorial improvements.

Proposal to clarify that the second level warning requirement in the 02 series of amendments to the UN R16 is dependent upon the needs of each seating position. A strict reading of paragraph 2.45. would require a second-level warning in the event of any unfastened seat-belt in a front or rear position. This proposal would clarify that the second-level warning is required depending on the individual position requirement (e.g., based on detection that a position is occupied).

Proposal to add tyre sizes and tyre classification codes common in the United States and standardised by the Tire and Rim Association, but needed under UN Regulation No. 106 in order to permit their type approval in conformity with Regulation EU 167/2013 for imported tyres. The proposal adds kPa marking specifications for use in measurements and tyre testing. The proposal further includes changes to the text and addition of tyre size designations to Annex 5 and Annex 7:

1. Paragraph 2.33.2 deleted since new tables for IF and VF were added to Annex 7
2. Paras 3.2., 3.2.2. and 5.4. modified because “tyres submitted for approval” cannot bear an approval mark until approved and the “only” as it is written can be misunderstood. Para. 3.2.2. was aligned to the wording in other UN Regulations. Reference to para. 3.3 in paragraph 5.4. is deleted because paragraph 3.3 does not refer to specific markings
3. Para 6.1.2. amended to align the wording to the headers in Annex 5 and to correct the reference to the footnote
4. Para 6.2.1. amended to restore the proper references after renumbering resulting from the latest Supplements
5. The amendment of Annex 5, Table 5 adds the value for the overall diameter (D) in column (*) that applies to tyres marked with classification code “I-3”
6. Annex 5, Table 6, Note 1 amended because most of the tyre sizes listed in the table, especially those identified by the “classification code I‐3” (i.e. Traction tread), are currently available in both versions: ‘implement’ to be used on agricultural machinery and ‘IND’ to be used on construction vehicles. The two types of tyres have the same type of size designation and the same dimensions. Therefore some manufacturers identify those tyres with the suffix ‘IND’ rather than with the suffix ‘IMP’ thus applying the variation of load capacity with speed as published in Annex 7 Part E. The reason for this proposal is to avoid a duplication of tables with a new table only replacing the suffix IMP with the suffix IND.
7. The addition of the footnote to Annex 5, Table 7 answers the request by GRRF to introduce appropriate formulae in the Regulation instead of continuously updating Annex 5.
8. References in Annex 7 corrected pursuant to the renumbering following the introduction of three new paragraphs in Supplement 15 approved during the 172nd session of WP.29.
9. Annex 7, Part A amended to conform with Tire and Rim Association specifications for code designated diagonal tyres with speed symbol A8.

Proposal to correct a mistake in Supplement 17 to UN R75 (adopted document WP.29/2017/8). Annex 7, Paragraph 1.2., Footnote 1 should refer to UN R54, not UN R106.

Proposal to clarify and correct the reference in paragraph 8.3.6. to UN R14 and the new UN Regulation on ISOFIX anchorages with regard to the measurement of the pitch angle used for the geometrical assessment of the installation of ISOFIX child restraint fixtures. This proposal relates directly to the supplements presented in document WP.29/2017/120.

Proposal to clarify and correct the reference in paragraph 8.3.6. to UN R14 and the new UN Regulation on ISOFIX anchorages with regard to the measurement of the pitch angle used for the geometrical assessment of the installation of ISOFIX child restraint fixtures. This proposal relates to the supplements presented in document WP.29/2017/120.

Proposal for a new UN Rule [No. 3] on Periodical Technical Inspections of motor vehicles using Compressed Natural Gas (CNG), Liquefied Petroleum Gas (LPG) and/or Liquefied Natural Gas (LNG) in their propulsion system

Requirements for the approval of:

1. Compressed hydrogen storage systems for hydrogen-fuelled vehicles of categories L₁, L₂, L₃, L₄ and L₅ on their safety-related performance
2. Specific components for compressed hydrogen storage systems for hydrogen-fuelled vehicles of categories L₁, L₂, L₃, L₄ and L₅ on their safety-related performance
3. Hydrogen-fuelled vehicles of categories L₁, L₂, L₃, L₄ and L₅ incorporating compressed hydrogen storage system on its safety-related performance.

Proposal to correct Table 1 by deleting “F1” (this fixture is part of a corresponding ISO Standard but not in UN R16) and to replace “universal” by “i-Size” in the title of Appendix 5, as UN R129 booster seats can be only i-Size or specific.

Proposal to remove “if fitted” language from the text to clarify that UN R140 can only be applied to a vehicle equipped with a ESC system. UN R140 was originally established through the extraction of electronic stability controls (ESC) provisions from UN R13-H on brake systems. Within the context of UN R13-H, the ESC provisions were written to assess performance in cases where a vehicle was fitted with an electronic stability control system. As a stand-alone regulation, however, UN R140 applies only to vehicles that are equipped with ESC. The proposal also would correct an apparent error in to Annex 4, paragraph 2.1. where the reference to “ISO 15037 Part 1:2005” should read “ISO 15037 Part 1:2006”.

Proposal to clarify the purpose of UN R139 which was originally established through the extraction of brake assist system (BAS) provisions from UN R13-H on brake systems. Within the context of UN R13-H, the BAS provisions were written to assess performance in cases where a vehicle was fitted with a brake assist system. As a stand-alone regulation, UN R139 applies only to vehicles that are equipped with BAS. Therefore, this supplement proposes to refine the text to remove the “if fitted” language and ensure that UN R139 can only be applied to a vehicle equipped with a BAS.

In order to have a Regulation on the retreaded tyres with definitions and provisions structured in the same way of those previously introduced in amendments of “new tyres” Regulations, this amendment:

1. Indicates that for the purpose of this Regulation “tyres” means “pneumatic tyres”, so all the text has been reviewed
2. Introduces a definition of :
   • “retreader” copy based on that “manufacturer” in the tyres regulations
   • Brand name", “Trademark”, “Trade description” and “Commercial name” as defined in the tyre regulations
   • Material manufacturer / material supplier
3. Takes into account the rounding rules (already approved in the other tyre regulations) for the calculation of width and diameter of the tyres
4. Aligns the title and the provisions of the para. 12 related to the names and addresses of Technical Services, Approved Laboratories and administrative Department with their equivalent in the tyres regulations

Proposal to clarify the references to UN R10 in UN R89. This was part of a collective amendment proposal concerning (in addition to UN R89) UN R13, UN R13-H, UN R79; UN R130 and UN R131. Proposal also to

1. exempt cases where the driver has temporarily deactivated the speed limiter from the warning requirement for excess speed in in order to reduce driver distraction
2. introduce throttle control via adjustment of the accelerator pedal position
3. to correct an editorial error in paras. 5.2.5.4.2. and 21.2.5.4.2.

The 02 series of amendments to UN R79 introduced requirements for RCP systems. An RCP system requires the engagement of an EPB (electronic parking brake) once the manoeuvre has finished and the ignition is switched off. This proposal would allow the release or disconnection of the EPB by a remote control system (approved to R79) so the RCP can subsequently drive the vehicle out of a parking spot.
