Proposal for amendments to clarify and correct the current text of the draft regulation on the safety of electric L-category vehicles.

Updated version of the proposed 01 series of amendments to UN R129 prepared by the Informal Group on Child Restraint Systems. The amendments propose to extend the scope of the regulation to cover non-Integral child restraint systems (“Universal Booster” or “Specific to vehicle Booster”) (Phase 2 of the UN Regulation).

Proposal revising an initial German proposal, with the new suggested requirements under 6.3.1.1, to reduce the risks of a person being unintentionally “full locked” inside a locked vehicle, taking into account the anti-theft benefits of fully locking door systems.

Presentation by the secretariat to open discussion of issues related to the introduction of provisions for electrified vehicles and systems within the context of the International Whole Vehicle Type Approval (which allows Contracting Parties to grant approvals under earlier series of amendments).

Explanation of the steps taken to transpose the provisions of GTR No. 14 into a type-approval UN Regulation on pole side-impact protection, including discussion of the scope, impact side, treatment of hydrogen vehicles, and proposal for a 01 series of amendments that would entail a 26 km/h impact speed for narrow vehicles initially before the amendments would bring narrow vehicles into line with other vehicles at 32 km/h.

Correction to include provisions for the exemption of certain headrests of M₂ and M₃ vehicles approved according to UN R80.

Proposal to clarify the requirements of UN R100 specified under paragraph 5.1.1. This paragraph describes the general requirements for the protection of all high voltage parts, including the obligation that such protection against live parts cannot be opened without the use of tools. If connectors can be opened without use of tools or if they do not satisfy the IPXXD/IPXXB protection limits, the provisions of 5.1.1.3 have to be met.

Proposal to define the moment of intertia in the luggage-impact test as “0.3 ± 0.05 kgm² (around all 3 principal axis of inertia of the luggage blocks)”. UN R17 presently lacks such a definition, resulting in variations in trajectory and behavior of the luggage cubes before and after impact.

Proposal to clarify the requirements of UN R100 specified under paragraph 5.1.1. Proposal to amend the draft 01 series of amendments (document WP.29/2014/38 pending for the June 2014 WP.29 session) to bring its “commencement date” and validity-of-approvals provisions into line with the recommendations for the International Whole Vehicle Type Approval system (i.e., to set the effective date to 1 September 2018 and confirm the validity of earlier approvals after the introduction of the 01 series of amendments).

Text incorporating informal documents GRSP-55-07 and GRSP-55-22 and amending ECE/TRANS/WP.29/GRSP/2014/11 as prepared by the Informal Working Group (IWG) on Rechargeable Energy Storage System (REESS) proposing to establish a new UN Regulation annexed to the 1958 Agreement on electric vehicles of category L. Paragraphs in square brackets were not agreed by GRSP experts as outcome of discussion of its 55th session.

Draft text transposing the provisions of GTR No. 13 into a new UN Regulation for the type approval of hydrogen fuel-cell vehicles with regard to safety performance. This text supersedes document GRSP/2013/22 and reflects the results of informal discussions among the European Commission, Japan and OICA.

Proposal to amend the scope and clarify the transitional provisions to avoid misinterpretations for the installation of side-facing seats in category M₃vehicles. The proposal exempts vehicles exceeding 10 tonnes from the prohibition on side-facing seat provided the seat meet conditions specified in the 03 series of amendments to the Regulation.

Text to add a paragraph concerning fuel cell vehicles unintentionally omitted from the original draft document GRSP/2014/11.

Proposal to clarify the prohibition of side-facing seats on category N vehicles and close the related loophole in the current text in this regard.

Proposal to replace references to “hydrogen fuelled” with “hydrogen fuel cell” in order to exclude application to liquefied hydrogen storage systems.

Proposal to clarify figure 11 in the draft amendments to GTR No. 9 by substituting the description “Figure 11: Example of marking of HIC 1000 zone and HIC 1700 zone”.

Presentation on Japan’s evaluation of the use of three- or four-wheeled “New Mobility Vehicles” with a passenger capacity of 2 persons and smaller than M1 category as a way to diversify transportation means and offer environmental countermeasures.

Proposal to add classifications covering agricultural trailers and towed agricultural machinery in the Consolidated Resolution on the Construction of Vehicles (R.E.3) transmitted from GRSG to GRSP for input.

Draft text transposing the provisions of GTR No. 13 into a new UN Regulation for the type approval of hydrogen fuel-cell vehicles with regard to safety performance. This text supersedes document GRSP/2013/22, incorporates changes requested by Korea (document GRSP-55-23) and reflects the results comments received during the 55th GRSP session.

The current text of UN R14 requires the installation of two ISOFIX anchorages in a vehicle. Vehicles with only one seat row are exempted from this requirement. This proposal refines the previous German proposal to introduce provisions for at least one set of ISOFIX anchorages in vehicles having only one seat row or having several seat rows with only one seat per row (document GRSP-53-11) which modified the proposal for Supplement 6 to the 07 series of amendments (document GRSP/2013/15).
