Currently, interpretations of electrical connection requirements for headlamps, lamps of paragraph 5.11 and daytime running lamps differ between Contracting Parties. In general, this working draft proposal being prepared by the Task Force on Headlamp Switching aims to clarify the requirements.

1. Is it allowed that the shape of the apparent surface can be the logo of the manufacturer brand or other brand-identifying figures?
2. Is it allowed that the shape of the apparent surface can be the same as an evocative/suggestive figure? Even as an informative figure such as road traffic
   signs?
3. Is the advertising lighting allowed at the national level in the Contracting parties, regarding to its influence on road safety and distraction?
4. Do we have to consider an apparent surface, whose shape is the logo of a brand manufacturer or other brand-identifying figures, as a advertising lighting?

Proposal to clarify that dipped-beam headlamps may not be switched OFF manually when they have been switched ON automatically according to paragraph 6.2.7.5., except in the case specified in paragraph 6.2.7.5.1. Manual switching OFF of headlamps at night should be limited to exceptional cases specified in the regulation. This proposal clarifies that daytime running lamps shall not be switched OFF except as specified in paragraphs 6.19.7.1. to 6.19.7.6.

Proposal to delete transitional provision subparagraphs that only apply to the 05 series of amendments to UN R48, but were erroneously kept in the 06 series of amendments.

Proposal to enable approval of side-marker and position lamps with regard to switching requirements when mutually incorporated. Vehicles include designs where lamps wrap around vehicle corners. In cases where optional side-marker lamps are grouped with a position lamp that is reciprocally incorporated with the direction indicator, it should be possible to switch off the side-marker lamp (as can be done with the position lamp) in order to improve conspicuity of the direction indicator.

Proposal to re-insert paragraph 5.11.1.3. with regard to switching between headlamps and DRLs. Although GRE agreed to delete this and related paragraphs during its 77th session (see para. 19 and Annex II of the 77th session report), the Task Force on Headlamp Switching decided upon further review to retain the possibility to switch ON DRLs in conjunction with at least the rear position lamps without the need for the position lamps tell-tale in that case.

Proposal to clarify the wording regarding the manual deactivation of headlamps. National use requirements are not harmonised and prescribe different scenarios for the use of the dipped beam headlamps. In the case where automatic activation is overridden and the headlamp switch is manually put into the ‘OFF’ position, the paragraph provides for a clear driver message that the headlamps are turned off when ambient conditions change to night time driving conditions.

Headlamp Switching Task Force working draft based on Czech Republic and Italy proposals

As part of the discussions on improving UN R48 to address vehicle glare and headlamp leveling issues, Italy proposes conditions for vehicle loading under the headlamp testing procedures in order to represent more realistic vehicle use. In particular, the current specifications for testing vehicles under maximum load conditions does not represent the most common use case of a driver in an unloaded vehicle.

As part of the discussions on headlamp glare and vehicle load conditions, this document provides a set of photographs illustrating various use cases where a vehicle carries a rear load.

The 05 and 06 series of amendments provide for automatic adjustment of lamps based on ambient light conditions. To avoid misuse of the daytime running lamps (DRL), automatic switching between DRL and dipped-beam headlamps is preferable; however, manual switching for specific cases is still necessary. Under the transitional provisions for series 05 of amendments, only automatic switching would be permissible after 30.7.2016 (for new type of categories M1 and N1 vehicles) and after 30.1.2018 (for new type of other categories vehicles). Nonetheless, in the transitional provisions for series 06 of amendments, the same transitional period appears to have been unintentionally omitted. This proposed supplement corrects this mistake in the 06 series by deleting the alternatives to the automatic switching from the 06 series of amendments:

1. deletion of paragraphs 6.2.7.6.2 and 6.2.7.6.3;
2. merging and rewording of paragraphs 6.2.7.5 and 6.2.7.6;
3. consequent editorial adjustment in paragraph 5.11.1.3. and 6.19.7.4. to maintain acceptable the rear position lamps switching possibility allowed by the present text;
4. small editorial changes to better clarify that an automatic switching based on different factors in respect to those prescribed in paragraph 6.2.7.5. (new numbering) are allowed only as supplemental condition;
5. other editorial changes and renumbering for text and numbering coherence.

Revised proposal to clarify the requirements for light sources in the lighting and light-signalling Regulations listed in Annex 4 to Regulation No. 0 on the International Whole Vehicle Type Approval (IWVTA) pursuant to GRE-77 discussions.

Proposal to clarify and amend the supplement concerning sequential direction indicators adopted by GRE during its 76th session based upon document GRE/2016/20 and finalized in Annex IV of the session report. The proposal would clarify and move the prohibition against the mixing of signals of two or more activation modes to UN R48 and introduces transitional provisions.

Modifications to the proposal for a supplement to the 06 series of amendments to UN R48 with regard to switching between daytime running lamps and dipped-beam headlamps.

Proposal to amend GRE/2016/33 and GRE-76-17 pursuant to discussions at the October 2016 GRE-76 session:

1. The direct reference to Regulations Nos. 97 and 116 that was included in GRE-76-17, para. 2.37. was removed based on the observation of the representative of Finland on a potential split, in the future, of some of the Regulations under the responsibility of GRSG.
2. In another remark from the representative of Finland, the word “indicator” that was missing in the last sentence of para. 2.37. in the text of the proposals GRE/2016/33 and GRE-76-17 has been added.
3. Based on the comments from the representatives of France, UK, Finland and Japan, the area of the apparent surface, mentioned in GRE/2016/33 and GRE-76-17, para. 5.30. (c) has been lowered from 50 cm² to 20 cm², in the case of one indicator is being installed on the vehicle. If two indicators are installed, the area of the apparent surface should not exceed 10 cm² per indicator.

Proposal to update paragraph 6.9.8. with regard to current technologies (e.g. LED and IPS) where instrument panels remain illuminated whenever the engine is running. With the advent of new automated technologies and Advanced Driver Assistance Systems (ADAS), the number of warnings and symbols may dramatically increase in the near future. This proposal aims to reduce risks of driver confusion by reducing the number of symbols displayed on the instrument panel. The Chinese Standard GB 4094 already captures this possibility. The proposal is therefore also a move toward further international harmonization.

During October 2016, GRE-76 adopted collective amendments (GRE/2016/31) to align the requirements of lamp regulations (7, 23, 38, 48, 77, 91 and 119) to guarantee the conformity of the lamp in case of any failure or the mandatory indication that a failure had occurred. This means that when a failure indication signal is provided by the lamp, the vehicle shall be equipped with a tell-tale indicating the failure. Thus, amendments were proposed for Regulation No. 48 to specify the modes of displaying the corresponding failure (see GRE/2016/7). Subsequently, some GRE experts requested GTB to clarify the text of its proposal. This proposal amends UN R48 with respect to all lamps affected by GRE/2016/31 to include the failure indication requirement. The proposal does not apply to the failure indication requirements already in UN R 48 prior to the last (76th) GRE session.

Proposal to:

1. delete paragraphs 6.2.7.6.2. to 6.2.7.6.3.2. concerning transitional provisions for the 05 series of amendments,
2. to clarify that drivers may not switch OFF the dipped-beam headlamps manually when they are switched ON automatically according to paragraph 6.2.7.6.1., and
3. to clarify that daytime running lamps shall not be switched OFF except as specified in paragraphs 6.19.7.1. to 6.19.7.6. (For example, DRLs shall not be switched OFF when only the position lamps are ON.).

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.
