Proposal to clarify the definitions of LPG container accessories to facilitate coordination between the separate, independent approvals required for the LPG container and for its accessories. The proposal aims to ensure proper coordination between container approvals (which involve testing with accessories attached) and accessory approvals (which may be subsequent to the original container approval and therefore, relevant to its validity).

Proposal to introduce provisions for cargo-compartment refrigeration systems connected to the compressed natural gas (CNG) and/or liquefied natural gas (LNG) system(s).

3. this symbol may be replaced by different symbols for seats other than those of the front row. Therefore, a new footnote 22 is added to item 21.

This proposal also aligns UN R121 with ISO 2575 per ISO Resolution 664 allowing for use of the diesel engine glow plug symbol with non-diesel technologies that (also) assist engine starting at low temperatures. The current text of the Regulation focuses on diesel engine glow plugs that assist in starting the engine at low temperatures.

Proposal to correct the definition of “manual valve”, including deletion of the phrase “rigidly fixed to the cylinder or tank”. The definition of the manual valve as part of the accessories fitted to the container or tank (para. 4.16.) is different from the definition specified in paragraph 4.22. The proposed editorial change aims at clarifying the text of these definitions.

Proposal to establish procedures for the approval of non-seamless double and single wall gas tubes provided they can withstand the applicable tests according to Annex 15.

Proposal to correct paragraph 16.1.3.1. as follows: “The minimum and the average magnification factors of the CMS, in both horizontal and vertical directions shall not be lower than the minimum average magnification factors indicated below.” The latter reference to “minimum average” should be deleted since the subsequent text provides the required minimum and average magnification factors.

Updated proposal from the AECS informal working group for a new UN Regulation on accident emergency call systems and devices.

Proposal to establish requirements for Blind Spot Information Systems (BSIS) intended to be fitted in heavy goods vehicles to protect vulnerable road users. This proposal is based on GRSG-109-19 and explained in presentations GRSG-110-18-Rev.1 and GRSG-111-24.

Proposal to address the concerns raised in document GRSG-111-35 (which failed to achieve consensus at the last GRSG session) through application of FprEN 16584-1:2015 and 2:2015, respectively referring to requirements for color contrast for signage and quality of audible information.

Proposal to exempt any heaters (and not only combustion heaters as in the current text) located outside the passenger compartment and using water as a transfer medium are deemed to comply with the annexes on air quality and temperature.

In the English version of UN Regulation No. 34, the provisions for lateral collision are referenced in para. 1.2. of the scope and in para. 9 of Part II on vehicle tests, but (unlike in the French translation) they are not mentioned in para. 5.10. on the test requirements for liquid fuel tanks. This proposal aims to align the English version to French text of the Regulation with regard to the test provisions for side impacts.

Part of this amendment concerned the upper boundary surface, replacing the term “roof” by “ceiling”. This proposal updates several passages of the text where the term “roof” should therefore be replaced.

In GRSG/2017/10, Poland proposes requirements for the LPG tank and its accessories. AEGPL notes that UN R67 requires a specific bonfire test of the container equipped with specific configurations of accessories which includes markings to indicate the extension number of each accessory corresponding to each configuration. In order to ensure that the user knows whether an accessory can be fitted with a specific container, AEGPL proposes to require marking the extension number on the accessories relevant to the bonfire test (multivalve, pressure relief valve and pressure relief device) in order to prevent/forbid the fitting of any accessory not approved for use in each container configuration. This alternative proposal to that in GRSG/2017/10 would imply a new marking requirement for accessories, but would avoid the proliferation of accessory type-approval numbers and increase in paperwork.

Proposal to allow for the approval of systems using non-seamless double and single wall tubes subject to testing for high pressure and high resistance to pressure pulses. The proposal would also add general test requirements for LPG fuel lines and couplings based on ISO Standard 15500 for compressed natural gas equipment.

This proposal addresses incidents caused by cylinder corrosion. The proposal aims to reinforce the requirements for adequate cylinder protection and for sufficient access to the cylinder and its accessories to allow regular visual inspection.

Proposal to improve the specifications for LPG multi-valves in response to an LPG vehicle fire that resulted in injuries to first responders. A German Type Approval Authority (KBA) analysis concluded that the hose connecting the PRV/PRD of the multi-valve to the gaseous phase was damaged and hose-fragments blocked both PRV and PRD such that pressure could not be adequately reduced. The PRV and PRD were activated, but the fragments considerably reduced the effective section of the relevant tubing and prevented the release of pressure. This proposal aims to prevent such occurrences.

Proposal to align UN R43 with GTR 6 and UN R125 with regard to the aiming positions of the driver’s eyes. This proposal corrects inconsistencies introduced during the transposition of GTR 6 into UN R43.

Supplement 1 to the 02 series of amendments modified the definition of “interior compartment” (previously “passenger compartment”) in paragraph 2.2. The definition replaced the term “roof” by “ceiling” in reference to the upper boundary surface of the compartment definition. Nonetheless, use of the term “roof” was not updated throughout the regulation. This proposal corrects the omission by substituting “ceiling” for “roof” throughout the text.

3. Add A.24 because paragraph 6.9 on Fire protection requires all PRDs on all cylinder types to comply with A.24.

Terms of Reference and Rules of Procedure of the GRSG informal working group on awareness of Vulnerable Road Users proximity in low speed manoeuvres (VRU-Proxi)

Proposal to update the horizontal static force requirement for lateral protection devices to 3 kN and the deflection under load criteria to 90 mm over the rearmost 250 mm of the device and 450 mm over the remainder of the device. The purpose is to reduce the risk of running over a person (e.g., a motorcycle rider) during a lateral collision.

Proposal to amend geometrical criteria and installation provisions for lateral protection barriers in order to improve their performance with regard to vulnerable road users (e.g., lateral contact with a motorcycle or its rider(s)).

Proposal to include transitional provisions for the alignment of UN Regulation No. 110 with ISO 11439:2013 per document GRSG/2017/31.

Proposal to improve provisions for the visual inspection of CNG cylinders, LNG tanks, and their accessories. Germany has proposed (document GRSG-112-33) the prohibition of components or parts of protective housing which must be disassembled during inspection. Italy has proposed (document GRSG-112-28) that visual inspection of cylinders Include access inside any protective covers of the cylinders. Based upon field experience, OICA believes that corrosion damage between support straps, brackets, and pads and the cylinder can be readily identified during visual inspection. Such corrosion requires cylinder replacement. Therefore, OICA proposes clarifications to inspection procedures to address the German and Italian concerns.

OICA proposal of modifications to the Turkey proposal to insert new provisions on the location on the vehicle of the filling unit, marking of the LPG container date of production, and a limitation on the maximum service life of LPG containers to 15 years. Given that the risks concern containers located outside and under the vehicle, OICA proposes focusing discussion of the 15-year service life on such containers. In addition, the proposal would introduce new requirements and therefore would require transitional provisions.

Alternative solution from OICA to the German proposal GRSG/2017/16 regarding visibility/access requirements for PRV/PRD-related components in order to improve maintenance and reduce the risk of critical failures of pressure relief devices.

Proposal to clarify the camera monitor provisions with regard to the use of image overlays. The current English text can be interpreted to allow overlays only when the vehicle is moving in reverse. In particular, this resulted in an unambiguous translation into French allowing overlays only when the vehicle is in reverse gear. The original intent was to limit overlays to rear views of the vehicle regardless of the moving vehicle direction. Therefore, this proposal clarifies the English and French texts.

Proposal to align UN R43 with values in GTR No. 6 and UN R125 with regard to the aiming positions of the driver’s eyes.. This document complements and completes the proposal in document GRSG/2017/15.

Proposal to introduce requirements for color contrast for signage and provisions for passengers with limited mobility. At its previous session (GRSG-112), GRSG approved a proposal by Germany (GRSG/2016/20) as revised in document GRSG-112-35 with the proviso that OICA would prepare a final document including transitional provisions for consideration at GRSG-113. Based upon the new general guidelines developed for Revision 3 of the 1958 Agreement, the new requirements would transition into application from September 2020 for new types of vehicles and September 2022 for all existing types.

Question of possible certification under UN Regulation No. 46.04 for an indirect device class I (interior mirror) acting as a taximeter.

Request by the VRU-Proxi informal group for data on close proximity maneuvering collisions with vulnerable road users.

Proposal to clarify the test procedure to be applied in assessing compliance with the requirement for “compatibility with heat exchange fluids of non-metallic parts” Annex 5Q is part of UN Regulation No. 110. In Annex 4D, the wording “Compatibility with heat exchange fluids” is used but there is no reference to the applicable tests. The proposal clarifies that the “LNG heat exchanger – vaporizer” falls within Annex 5Q. The proposal correspondingly clarifies the general overview Figure 1-2, with all tests from Annex 5, and Table 5.1 in Annex 5.

Proposal for discussion to enable the certification of CNG compressor components. Due to density and temperature constraints, LNG fuel systems require technologies to warm the LNG fuel to reach temperatures and pressures suitable for the engine. In some configurations, this involves the use of CNG compressors. Therefore, this proposal seeks to enable use of this technology through establishment of requirements to ensure safety.

Proposal for further discussion concerning technical advances in the use of CNG accumulators as an intermediate technology for promoting high, stable pressure in CNG engine injection systems. The CNG accumulator is used to stabilize the gas pressure and to allow engine operation whenever the LNG supply system is not able to deliver fuel. This proposal would define requirements to enable the certification of these components.

Proposal to delete references to European standards for radio transmissions (paragraphs 6.2.3., 7.2.3. and 8.2.2.). Manufacturers must comply with legal requirements established by local authorities around the world. Therefore, the references to European norms present one instance of local requirements rather than an international set of agreed requirements.

1. Document GRSG/2017/22 proposed by Turkey raised concerns regarding the location on the vehicle of the filling unit and a limitation of the service life of LPG containers
2. In order to prevent a proliferation of different service-life specifications, AEGPL proposes a fixed mandatory service live of 10 years.
