This note outlines the next steps of WLTP IWG for the development of EV regulations, as supported by the European Commission, and indicates some areas of possible collaboration with the Electric Vehicles and the Environment IWG.

Modified request pursuant to the 12th session of the informal group on electric vehicles and the environment (EVE).

The purpose of this proposal is to include the necessary transitional provisions to Supplement 4 to the 01 series of amendments to Regulation No. 101, in order to ensure consistency between the reference fuels prescribed in Regulation No. 83 (Emissions of M1 and N1 vehicles) and those prescribed in this Regulation.

Proposal from the International Organization of Motor Vehicle Manufacturers (OICA) to adapt certain requirements to the current state of technology and to transpose the latest decisions of the European Union (EU) regarding on-board diagnosis (OBD) threshold limits.

The aim of the amendment is to clarify the wording of transitional provisions and align them with the General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.1). In addition, the proposed wording above would allow Contracting Parties to refuse UN type-approvals if the requirements specified in the 07 series of amendments are not met.

OICA proposal to adapt the on-board diagnostics (OBD) requirements of UN R83 in line with technical progress.

Proposal to update the reference fuels in the 06 series of amendments to align the series with the reference fuel changes introduced in the 07 series of amendments to UN R83.

Proposal to delete the definition of “vehicles designed to fulfil specific social needs” because such vehicles no longer exist in the 07 series of amendments to UN Regulation No. 83. This proposal is in line with the Euro 6 stages of European Union Regulation (EC) No. 715/2007 and implementation Regulation (EC) No. 692/2008.

Proposal to establish an informal expert group with a mandate for the exchange of information and experiences concerning regulations, policy measures, and standardization efforts related to the chemical compounds used in vehicle interiors and the health of vehicle occupants. If warranted, the group would develop recommendations/guidelines for inclusion as a new annex to the Consolidated Resolution on the Construction of Vehicles (RE3) and the 1998 Agreement’s Special Resolution No. 1 (SR1).

Input for open issue items 10 and 18.

Proposal for modifications to the calculation parameter/coefficients r₀, a₁ and b₁ prepared by the WLTP downscaling issues task force.

Open issue 6 “Use of the gearbox, required data” concerns the following:

• modification of the definition of n_{min_drive} to make it more appropriate for modern engines and to make manipulations more difficult.
• Addition of n_max to section 2 and amendment of required data because the current definition is not appropriate for low powered vehicles.
• Replacement of P_normwot(n_{norm i, j}) in Section 2 (i) by P_wot(n _{i, j}) because there is no need for the normalisation.

Proposal to add requirements, address vehicles with a two-range transmission (low and high), and introduce the possibility to exclude crawler gears from the gear use calculation. The presentation proposed to add a provision: “For vehicles equipped with a two range transmission (low and high), only the range designed to normal on road operation is considered for the gear use determination.”

Proposals to clarify and focus the text on engine speeds and to address requests for an additional safety margin in the full load power curve at certain engine speed sections.

ACEA recommendation concerning the calculation of the CO2 value for an individual vehicle by the CO2 interpolation method (No addition of Matlab formulae in the GTR.)

Initial comments concerning the chassis dynamometer calibration, force transducer and dynamometer parasitic loss calibrations, measurement equipment, and force measurement system under GTR No. 15.
