Proposal for amendments to the 07 series of amendments to Regulation No. 83

The aim of the amendment is to clarify the wording of transitional provisions and align them with the General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.1). In addition, the proposed wording above would allow Contracting Parties to refuse UN type-approvals if the requirements specified in the 07 series of amendments are not met.

7. The expert from EC introduced ECE/TRANS/WP.29/GRPE/2015/2 proposing clarifications of the existing transitional provisions in Regulation No. 83. The expert from OICA introduced an alternative proposal (GRPE-70-16-Rev.1). GRPE adopted ECE/TRANS/WP.29/GRPE/2015/2.

8. GRPE adopted with a scrutiny reservation the proposal contained in GRPE-70-16-Rev.1 and amending ECE/TRANS/WP.29/GRPE/2015/2.

13. GRPE requested the secretariat to submit ECE/TRANS/WP.29/GRPE/2015/2 as amended by Annex VII to the GRPE-70 session report, ECE/TRANS/WP.29/GRPE/2015/5 as amended by Annex IV to the GRPE-70 session report and ECE/TRANS/WP.29/GRPE/2015/8 to WP.29 and AC.1, for consideration at their June 2015 sessions as draft Supplement 1 to 07 series of amendments to Regulation No. 83.

17. The expert from OICA presented GRPE-72-05 reproducing ECE/TRANS/WP.29/2016/28 aimed at reintroducing a sentence that was inadvertently deleted out in the original proposal and then in ECE/TRANS/WP.29/2015/57 adopted at the 166th session of WP.29. He recalled that ECE/TRANS/WP.29/2016/28 had been already submitted by the secretariat to WP.29 and AC.1 for consideration at their March 2016 sessions, subject to the endorsement of GRPE at this session, to reintroduce the sentence.

18. The expert from Germany agreed with ECE/TRANS/WP.29/2016/28 and announced the intention of Germany to submit a proposal at the next GRPE session to further improve the requirements on the total number of failures simulated when testing the malfunction indicator.

19. GRPE endorsed ECE/TRANS/WP.29/2016/28 to be considered by WP.29 and AC.1 at their March 2016 sessions.

63. Agenda item 4.7.3, Regulation No. 83, ECE/TRANS/WP.29/2015/57, correct Annex 11, para. 2.10 to read:
“2.10. A “driving cycle” consists of engine key-on, a driving mode where a malfunction would be detected if present, and engine key-off."

64 (bis). Agenda items 4.7.2 and 4.7.3, Regulation No. 83:
(a) In ECE/TRANS/WP.29/2015/57, for “Annex 11, paragraph 9.3.5.2.” read “Paragraph 9.3.5.2.”. Paragraph 9.3.5.2. shall be moved after the deletion of Footnote 3 (page 2).
(b) In ECE/TRANS/WP.29/2015/56, Paragraph 9.3.5.2. shall be moved after Paragraph 5.3.7.3. (page 4).
