Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

The question and answer document aims to clarify the operation of the international whole vehicle type approval system. This question would confirm that a Contracting Party may apply additional requirements taken from a UN Regulation beyond those regulations specifically required under a limited whole vehicle approval (L-IWVTA). The L-IWVTA partially applies the list of requirements for a “Universal International Whole Vehicle Approval” (U-IWVTA). A CP could list UN Regulations required for an L-IWVTA and then notify WP.29 of additional requirements taken from other UN Regulations.

The International Whole Vehicle Type Approval will involve granting whole vehicle approvals based upon component-level approvals granted to manufacturers (i.e., OEM suppliers) other than the manufacturer (i.e., vehicle maker) applying for the whole vehicle approval. This document provides comments solicited from EU type approval authorities regarding the management of this system of direct and indirect application of UN Regulation approvals to a whole vehicle.
