Presentation of a method of testing for immunity of vehicles of category M₁ to electromagnetic radiation for Blind Spot Detection (BSD)/Blind Spot Information System (BSIS) as defined in the latest series of amendments to UN R151. EMC immunity test criteria for BSD are added.

Proposal to amend UN R18, UN R39, UN R46, UN R55, UN R58, UN R67, UN R73, UN R93, UN R97, UN R102, UN R105, UN R107, UN R110, UN R116, UN R121, UN R122, UN R125, UN R144, UN R147, UN R151, UN R158, UN R159, UN R160, UN R161, UN R162, UN R163, UN R166, UN R169, UN R176, UN R181, UN R182 and UN R183:

• Add new paragraphs defining Software Identification Number by reference to Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex 7, para. 2,
• amend paragraphs concerning production discontinuation to clarify that production is not considered definitively discontinued if vehicle manufacturers intend to obtain subsequent extensions of approval for software updates of vehicles already registered in the market,
• add new paragraphs requiring manufacturers to provide Technical Services with information on all hardware and software having an influence on performance,
• add new paragraphs allowing vehicle manufacturers to apply for new vehicle approvals to differentiate software versions for vehicles already registered in the market from those for new vehicles,
• add new paragraphs to approval forms requesting additional information regarding software identification and software updates, including whether Software Identification Number is held on the vehicle and relevant parameters for identification of vehicles that can be updated with the represented software.

Methods for evaluating electromagnetic immunity of blind-spot detection systems are proposed using a simple reciprocating motion device equipped with a reflector. The electromagnetic immunity test is conducted after the BSD system has been activated. Vehicle’s electromagnetic immunity test methods and conditions are consistent with the previous ones. Reproducibility has been verified across various vehicle models with only minor adjustments required. The proposal seeks opinions from member countries regarding the necessity of electromagnetic immunity evaluation methods for BSD systems.

Based on GRVA-25-08, the document addresses blind spot accidents involving right-turning trucks and bicycles. It distinguishes between warning systems requiring driver reaction time and automatic brake intervention systems. The document notes that information systems with low intensity have low annoyance and low risk of deactivation, while high-intensity warnings risk driver annoyance and deactivation. It describes a specific scenario at approximately 15 km/h where a truck brakes after a turn has started with a bicycle detected at high confidence. The document indicates that next steps in safety regarding blind spot accidents should involve automatic brake intervention and suggests future discussion of UN R151 in GRVA.

Proposal to amend UN R157 for Automated Driving Systems in vehicles of categories X and Y:

• Insert new paragraphs 0.8. to 0.8.2. introducing Supplement 5 to address vehicles of categories X and Y equipped with an Automated Driving System
• Amend para. 1.1. to specify applicability to vehicles of categories N₂, N₃, M₂ and M₃
• Insert new para. 1.3. excluding vehicles of category Y and vehicles of category X without a manual mode intended to be operated on-board the vehicle
• Amend para. 2.5. to define “Ocular reference point”
• Insert new para. 2.20. to define “Safety Concept”

Proposal to amend UN R151 (Blind Spot Information Systems) to account for vehicles of categories X and Y equipped with an Automated Driving System. BSIS is required to work when a driver is in control; vehicles of category Y and vehicles of category X without a manual mode intended to be operated on-board the vehicle are not required to comply. Vehicles of category X with a manual mode operated on-board not using a driver’s seat may be approved using alternative requirements demonstrating equivalent safety. The proposal amends scope, definitions, and approval marking provisions. This proposal amends and supersedes ECE/TRANS/GRSG/2026/10.

Proposal from the GRSG task force on Automated Vehicles Regulation Screening to enable application of UN R151 to ADS vehicles, including the exemption of vehicle subcategories X and Y from the requirements, and to remove the references to Unique Identifier markings.
