The purpose of this proposal is to include the necessary transitional provisions to Supplement 4 to the 01 series of amendments to Regulation No. 101, in order to ensure consistency between the reference fuels prescribed in Regulation No. 83 (Emissions of M1 and N1 vehicles) and those prescribed in this Regulation.

The objective of this document is to provide recommendations for the minimum quality of market fuels (i.e. gasoline and diesel) that should be introduced concurrently with the corresponding emissions standards. They complement the motor vehicle and NRMM pollutant emission standards that a country or a region may be considering to introduce.

The broad notion is that LDWS is intended to prevent accidents due to inattention while driving long distances, especially on highways. Therefore, vehicles designed for purposes not given to such monotonous long-distance travel should, under this proposal, logically be exempted on a case-by-case basis from LDWS requirements.

Explanation of OICA’s requests to exempt certain vehicles from mandatory AEBS and/or LDWS requirements due to their uses and the technical limitations of these systems. OICA comments on the proposal to introduce fire suppression systems for buses and coaches upon detection of fire in the engine and/or heater compartment (document GRSG/2014/6).

UN R116 specifies operating voltages and voltage limits. Current technology and intelligent battery management systems allow for precise control and definition of these parameters. This includes “intelligent” operating ranges in order to optimize energy management (CO2 emission reduction). Fixed operating voltage ranges are therefore unnecessary or even may hinder efforts for CO2 emission reduction in the future. OICA proposes language to modify the design-restrictive language.

Paragraph 5.3.1. refers to Appendix 8 of Annex 1. OICA believes that the reference should be to Appendix 10 of Annex 1 and so proposes this correction.
