68. The representative from OICA introduced ECE/TRANS/WP.29/GRPE/2019/13 proposing amendments to Annex 4 to Mutual Resolution R.E.3. on market fuel quality recommendations. The representative from Netherlands asked if and when can the market fuel quality recommendations be updated for Non-Road Mobile Machinery (NRMM). The representative from OICA stated that EUROMOT supported the initiative and that they might want to update the section about NRMM in the future.
69. The representatives from Netherlands, Spain and EC supported the proposal.
70. The Chair highlighted that fuel quality was of paramount importance to deliver on sustained low emissions from cars, as both cleaner fuels and advanced emission control systems were needed to deliver on cleaner tailpipe emissions. Using the right fuel quality represented an essential prerequisite to a successful and long-lasting improvement of air quality.
71. He suggested that it would be important to include all vehicle categories in this document to provide a more comprehensive guidance to countries on the compatibility of vehicles emissions control systems and fuel quality requirements. The representative from IMMA supported the proposal from OICA, AECC and CLEPA and recognized fuel quality was an important topic. IMMA would consider covering the issue once the transposition of UN GTR No. 2 into a UN Regulation would be completed.
72. GRPE adopted ECE/TRANS/WP.29/GRPE/2019/13 and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their November 2019 sessions.

60. The expert from OICA introduced ECE/TRANS/WP.29/GRPE/2015/9 proposing amendments to the recommendations on market fuel quality in R.E.3. She presented
GRPE-71-04-Rev.1 clarifying that these recommendations would not impose any obligation to the Contracting Parties to the 1958 Agreement.
61. On behalf of IPIECA and CONCAWE, the expert from CONCAWE presented GRPE-71-16 with some remarks on the proposed amendments to the recommendations on market fuel quality. She expressed the opinion that these draft amendments were unnecessary since current recommendations were already sufficient to provide information on those fuel properties that had been implicated in irreversible changes in some types of vehicle emission control technologies. She underlined that R.E.3 was not suitable for this purpose. She referred to other forums devoted to fuels issues, such as the United Nations Partnership for Clean Fuels and Vehicle, as a more appropriate forum. She volunteered to discuss bilaterally with the industry some specific issues of the draft amendments.
62. The Contracting Parties to the 1958 Agreement endorsed ECE/TRANS/WP.29/GRPE/2015/9 as amended by Annex VI of this report and requested the secretariat to submit it to WP.29 for further consideration at its November 2015 session.

60. On behalf of AECC, CLEPA, EUROMOT and OICA, the expert from OICA introduced GRPE-68-16-Rev.1, containing recommendations, for inclusion in the Consolidated Resolution on the Construction of Vehicles (R.E.3) and Special Resolution No. 1 concerning the common definitions of vehicle categories, masses and dimensions (S.R.1) on the minimum quality of gasoline and diesel fuels that are expected to be introduced contextually with increasingly stringent limits of motor vehicle and non-road mobile machinery pollutant emissions. He recalled that the recommendations includes several annexes on the emission levels allowed by different series of amendments to UN Regulations, the correspondence with European emission standards, and the explanation of the importance of the parameters introduced in the recommendations with respect to pollutant emission reduction strategies. He concluded by expressing the willingness of AECC, CLEPA, EUROMOT and OICA to discuss the recommendation with other stakeholders.
61. The expert from Italy expressed his support for this proposal and requested to maintain the subject on the GRPE agenda. The expert from the USA expressed his support for the consideration of vehicles and fuels as a system when looking at strategies for the reduction of pollutant emissions. Both the experts from Italy and the USA expressed the need to involve other stakeholders in the discussion.
62. GRPE invited all stakeholders to contribute to assure progress on this topic. The expert from OICA welcomed this decision. GRPE also welcomed the proposal of the expert from Sweden to present the activities of the Climate and Clean Air Coalition (CCAC), a global effort to treat short-lived climate pollutants such as black carbon, methane and many hydrofluorocarbons to protect human health and the environment in the next GRPE session.
