Proposal to amend para. 5.3.3.2. to clarify that steering shall remain possible with performance laid down in para. 6. for the intact steering system in case of control transmission failure, amend para. 6.1.1. to specify that tests shall be conducted on a level surface affording good adhesion at ambient temperature between 0°C and 45°C, with provisions for deviating conditions at manufacturer request with Technical Service agreement, and insert new para. 6.2.5.1.1. to permit vehicle manufacturers to request at least 10 “figure of eight” manoeuvres with 40 m diameter loops at 10 km/h speed prior to measurement of steering efforts with steering equipment failure.

Proposal to amend the draft text (GRVA/2019/9) submitted to resolve measurement concerns in the test requirements for ACSF of Category B1 and C by introducing provisions for tolerances, including:

1. inclusion of the position at which the lateral acceleration was measured and the position of the centre of gravity of the vehicle for better traceablility,
2. sampling rate of at least 100 Hz for dynamic testing,
3. specification of filters and cut-off frequency for determination of lateral acceleration,
4. option to measure “overriding force” torque via an internal sensor or an external device (e.g., steering robot).

Proposal to introduce provisions for recently developed steering systems that have significantly lower steering gear ratios (i.e. quick steering characteristics).

Proposal for System Information Requirement with regard to Deployable Pedestrian Protection Systems

Korea raises the point that countries may adopt a UN Regulation without substituting it for their local legislation. Under such a scenario, the country accepts foreign certifications, but not does enforce the regulation domestically. Korea notes that it uses self-certification without CoP.
